12 Funding Incentivize Private Participation Market-Based Stormwater Credit Trading Washington DC (SRC stormwater retention credit) Chattanooga, TN (SOV stay-on volume) Both cities have a requirement for stormwater retention of a specified rainfall Both cities will provide a market based system for trading in stormwater volume Both cities have a fee-in-lieu provision for unmet retention DC fee = $3.50/gal annually Chattanooga fee = $45.00/cf (one time) Both cities to maintain a registry
