1 BEFORE THE MISSISSIPPI PUBLIC SERVICE COMMISSION SOUTH MISSISSIPPI EPA EA COAHOMA EPA EA DIXIE EPA EA PEARL RIVER VALLEY EPA EA SOUTHWEST MISSISSIPPI EPA EA YAZOO COUNTY EPA EA Docket No. DELTA EPA EA MAGNOLIA EA SOUTHERN PINE EA TWIN COUNTY EPA EA IN RE: MOTION OF SOUTH MISSISSIPPI ELECTRIC POWER ASSOCIATION ON BEHALF OF COAHOMA EPA, DELTA EPA, DIXIE EPA, MAGNOLIA EPA, PEARL RIVER VALLEY EPA, SOUTHERN PINE EPA, SOUTHWEST MISSISSIPPI EPA, TWIN COUNTY EPA, AND YAZOO COUNTY EPA FOR APPROVAL OF QUICK START PROGRAM MOTION FOR APPROVAL OF QUICKSTART PROGRAMS COMES NOW South Mississippi Electric Power Association (hereinafter SMEPA ), and files on behalf of nine of its eleven distribution cooperative members, Coahoma Electric Power Association ( EPA ), Delta EPA, Dixie EPA, Magnolia EPA, Pearl River Valley EPA, Southern Pine EPA, Southwest Mississippi EPA, Twin County EPA, and Yazoo Valley EPA ( Members ), this their Motion for Approval of Quickstart Programs ( Motion ), and in support thereof, would show the following: 1

2 BACKGROUND 1. On July 11, 2013, the Mississippi Public Service Commission ( Commission ) issued its Final Order Adopting Rule in Docket No AD-2 adopting Rule 29 of the Commission s Rules of Practice and Procedure ( Rules ). 2. Rule 29 requires that each electric and gas utility serving more than 25,000 customers file with the Commission a Quick Start Plan for energy efficiency programs for its service territory. 3. On August 9, 2013, SMEPA filed its Motion for Rehearing, in which it objected to the application of Rule 29 to SMEPA and its Members on the basis that it constituted rate regulation of electric cooperatives in violation of Section of the Mississippi Code of 1972, as amended. SMEPA maintains those objections and incorporates those arguments without restatement into this Motion. COAST AND SINGING RIVER EPA QUICK START PLANS 4. On October 23, 2013, Coast EPA and Singing River EPA each filed a Request for Waiver from Rule 29 Related to Conservation and Energy Efficiency Programs, requesting a waiver from the requirements of Rule 29 and providing in support thereof descriptions of their existing energy efficiency programs. The individual requests of Coast EPA and Singing River EPA were assigned MPSC Docket No UA-279 and MPSC Docket No UA-278, respectively. 5. On December 10, 2013, the Commission issued an Order Denying Request for Waiver in each docket rejecting the requests of Coast EPA and Singing River EPA for waivers, but finding that the information provided by Coast EPA and Singing River EPA was sufficient to satisfy the Quick Start requirements of Rule 29. 2

3 MEMBER QUICK START PROGRAMS 6. Notwithstanding their objections to the application of Rule 29 to electric cooperatives, SMEPA and its Members agree with the Commission that energy efficiency measures, provided they are cost effective and do not result in cross subsidization between members, can be beneficial to all members, even those not participating in a particular energy efficiency program. 7. All SMEPA Members, including those with fewer than 25,000 members, are instituting Quick Start Plans. As referenced above, the Commission has already approved the existing energy efficiency programs of Coast EPA and Singing River EPA as sufficient for their Quick Start Plans. 8. The remaining SMEPA Members are hereby filing their Quick Start Plans, which are attached as Exhibits A through I and incorporated herein by reference. 9. In addition to the energy efficiency programs offered by the individual Members, SMEPA also administers certain energy efficiency programs that are available to all Members. SMEPA offers the Comfort Advantage Program, which is an energy efficiency program that provides incentives for energy efficiency new home construction and HVAC equipment upgrades. A description of the Comfort Advantage Program is attached as Exhibit J, and is incorporated by reference into the individual Quick Start Plans of the Members. 10. SMEPA Members also participate in the Combined Energy Efficiency and Demand Response Program ( CEEDR ). CEEDR, established in 2009, is a coordinated effort by SMEPA and its participating Member distribution cooperatives to seek ways of reducing the need for new generating facilities, or at least delaying the time before new generation becomes necessary. The CEEDR Cabinet, composed of SMEPA Member representatives, is a guidance committee that works to identify potential energy efficiency and demand response programs that 3

4 can be implemented by SMEPA and/or its Members. Once promising energy efficiency or demand response programs are identified, pilot projects are designed and implemented. The results of each pilot project are then used by SMEPA and its Members to determine whether to implement a full scale program utilizing the concepts of the pilot project. 11. At the beginning of the CEEDR effort, residential, commercial, and industrial customers were surveyed to identify the saturation of energy-efficient appliances and building practices in customer homes and businesses. Key issues and common characteristics of homes and businesses with high energy usage were identified and used to develop ways to improve energy efficiency and lower costs for consumers. The survey results were used to develop a comprehensive portfolio of potential performance and prescriptive based programs. Descriptions of the current CEEDR pilot programs being implemented are attached as Exhibit K and incorporated into the individual Quick Start Plans of the individual Members by reference. 12. Each SMEPA Member is committed to energy efficiency and pursues those energy efficiency programs that make sense for its members taking into account the unique characteristics of its system, including but not limited to member characteristics, weather patterns, local economic conditions, existing and new building construction, system load profiles, and energy use patterns. The commitment of SMEPA s Members to energy efficiency can be seen when looking at the Quick Start Plans of SMEPA s Members as a whole, which provide a wide ranging and comprehensive approach to energy efficiency and are consistent with the goals of the Commission in implementing Rule 29 and the Quick Start Plan requirements. Therefore, for good cause shown, SMEPA and its Members request a waiver to the extent necessary of any Quick Start Filing requirements not already satisfied. 4

7 Exhibit A Motion for Approval of Quick Start Programs ENERGY EFFICIENCY PROGRAMS COAHOMA ELECTRIC POWER ASSOCIATION Quick Start Portfolio Description Coahoma EPA s Quick Start Portfolio includes programs aimed at customer education, energy audits, and the development of rates and payment structures aimed at increasing demand response by consumers. Customer Education Energy Efficiency Campaign Coahoma EPA communicates energy efficiency education by: Providing energy tips, articles, ads, graphics, and/or photos in its monthly member publication; Placing messages on bill statements communicating energy-efficiency tips and values; Using presentations at schools and civic or community events as venues to communicate energy-efficiency messages; and Using posters and in-office displays to reiterate the message of energy efficiency and promote various energy efficiency programs offered by Coahoma EPA. Energy Audits and Evaluations Leading to Savings Energy Audit Program Coahoma EPA offers energy audits to members of all classes. The Energy audits consist of performing a comprehensive analysis of the structure in question and providing detailed recommendation(s) to the individual members regarding their specific situation. Increased Deployment of Demand Response Programs Time of Use Rates Coahoma EPA is currently in the process of developing time of use rates to offer to its agricultural class members. Residential Prepay Metering Program Coahoma EPA is currently in the process of developing a residential prepay metering program. The prepay metering program will result in participating consumers having greater awareness of their energy usage and impacts to their electricity costs. 8 Exhibit B Motion for Approval of Quick Start Programs ENERGY EFFICIENCY PROGRAMS DELTA ELECTRIC POWER ASSOCIATION Quick Start Portfolio Description Delta EPA s Quick Start Portfolio includes demand side management programs available to all customer classes combined with consumer education measures. Delta EPA is also participating in a pilot program aimed at increasing energy efficient lighting in commercial settings and a pilot program aimed at improving HVAC efficiency by duct sealing and envelope improvement of existing systems. Customer Education Energy Efficiency Campaign Delta EPA disseminates energy tips, articles, ads, graphics, and photos in Today in Mississippi, the monthly newspaper sent to each member s home address. Lighting Commercial Lighting Pilot Program Delta EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The commercial pilot project targets improved lighting technologies. Inspection and Tune Up of Heating and Air Conditioning Systems, or Retrofit of Heating, Ventilation and Air Conditioning Systems Residential HVAC Improvement Pilot Program Delta EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The residential pilot project is an HVAC, duct sealing and envelope improvement program. Increased Deployment of Demand Response Programs Time of Use Rates Delta EPA offers time of use rates to its commercial, agricultural, and industrial customers. These rates incentivize customers to reduce energy consumption during period of high-energy usage, which reduces the peak load of Delta EPA. Reducing peak load means a greater percentage of Page 1 of 2

9 Exhibit B Motion for Approval of Quick Start Programs electric energy used by Delta EPA members can be supplied from cheaper, more efficient sources, saving money for not only the members utilizing the time of use rates but other members also. Online Energy Portal Delta EPA s website has an online energy portal where participating members are able to view their daily usage information as well as set up alerts that can be received via or text when their energy usage exceeds a threshold set by the member. Members can use the online portal to monitor and adjust their electricity consumption as needed to conserve energy as well as to identify simple practices to cut energy consumption, such as reducing water heater and HVAC thermostat settings or caulking windows and door openings. Residential Prepay Metering Delta EPA offers a prepay metering program for its residential consumers. The prepay metering program results in participating consumers having greater awareness of their energy usage and impacts to their electricity costs. Page 2 of 2

10 Exhibit C Motion for Approval of Quick Start Programs ENERGY EFFICIENCY PROGRAMS DIXIE ELECTRIC POWER ASSOCIATION Quick Start Portfolio Description Dixie EPA s Quick Start Portfolio includes programs aimed at providing customer education, providing residential energy audits, and increasing usage of energy efficient lighting. Dixie EPA is in the beginning stages of implementing a prepay program for residential customers. Dixie EPA is also participating in a pilot program aimed at increasing energy efficient lighting in commercial settings and a pilot program aimed at improving HVAC efficiency by duct sealing and envelope improvement of existing systems. Customer Education Energy Efficiency Campaign Dixie EPA has a comprehensive campaign for energy efficiency education that utilizes a number of different forms of media. Dixie EPA: Provides energy tips, articles, ads, graphics, and/or photos in its monthly member publication; Places advertisements on radio, on TV, and in print media discussing advantages of using energy wisely; Uses social media such as Facebook, Twitter, and LinkedIn to communicate energy efficiency messages; Places messages on bill statements communicating energy-efficiency tips and values; Uses presentations at schools and civic or community events as venues to communicate energyefficiency messages; Makes energy efficiency brochures available in its three offices; and Uses posters and in-office displays to reiterate the message of energy efficiency and promote various energy efficiency programs offered by Dixie EPA. Energy Star Partnership Dixie EPA has entered into an Energy Star Partnership, which involves certain commitments to promote energy efficiency and the Energy Star programs. Interactive Education Tools Dixie EPA s website includes several interactive tools to help promote energy efficiency. Its Home Energy Library and Interactive Energy Home provides hundreds of pages of graphically rich and interactive resources for consumers who want to know more about specific topics. Its Understanding Demand section allows consumers to review how and when most commercial facilities typically use energy as well as how those facilities can save money on their energy bills. 11 Exhibit C Motion for Approval of Quick Start Programs The home energy calculator provides consumers with estimates of energy use costs based on information they input and allows them to perform energy saving scenarios to pinpoint opportunities for savings. There are also calculators allowing consumers to get a feel for what it cost to operate their appliances, lighting, and televisions. The Kids Korner provides energy education in a kid-friendly format. Energy Audits and Evaluations Leading to Savings Energy Audit Program Dixie EPA offers energy efficiency audits for its residential customers. Lighting CFL Distribution Dixie EPA distributes CFL bulbs at energy efficiency events in order to allow and encourage consumers to try the product at no cost to them. Commercial Lighting Pilot Program Dixie EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The commercial pilot project targets improved lighting technologies. Inspection and Tune Up of Heating and Air Conditioning Systems, or Retrofit of Heating, Ventilation and Air Conditioning Systems Residential HVAC Improvement Pilot Program Dixie EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The residential pilot project is an HVAC, duct sealing and envelope improvement program. Increased Deployment of Demand Response Programs Residential Prepay Metering Program Dixie EPA is currently preparing to implement a prepay metering program for its residential consumers. The prepay metering program will result in participating consumers having greater awareness of their energy usage and impacts to their electricity costs. Advanced Metering Infrastructure that will be necessary for the prepay metering program is being installed now and the program is expected to be open to residential customers sometime in Page 2 of 2

12 Exhibit D Motion for Approval of Quick Start Programs ENERGY EFFICIENCY PROGRAMS MAGNOLIA ELECTRIC POWER ASSOCIATION Quick Start Portfolio Description Magnolia EPA s Quick Start Portfolio includes programs aimed at providing customer education, providing energy audits and evaluations, improving demand response, and incentivizing energy efficient new construction. Magnolia EPA is also participating in a pilot program aimed at increasing energy efficient lighting in commercial settings and a pilot program aimed at improving HVAC efficiency by duct sealing and envelope improvement of existing systems. Customer Education Energy Efficiency Campaign Magnolia EPA disseminates energy efficiency educational materials in a number of ways, including: Providing energy efficiency literature in its lobby, New Services waiting area, and Member Services Director s office; Including energy-efficiency articles in Today in Mississippi, the monthly magazine that is mailed to Magnolia EPA s 20,000 members; Airing radio ads with energy-savings messages in its local markets; Using local newspaper outlets to provide energy efficiency information; Using Facebook to promote energy efficiency; Presenting an energy efficiency display using two meters (one with incandescent and one with CFL bulbs hooked to it) to demonstrate the energy savings available from CFL bulbs at Magnolia EPA s annual meeting and at the Annual Reality Town (a presentation to 500 area 9 th graders); and Providing speakers to various groups in the community to discuss energy efficiency. Magnolia EPA s Billing Department and Member Service Director will also provide one-on-one education to anyone with questions about their usage and will send an engineer to consult with members if they are experiencing extreme usages. Interactive Education Tools Magnolia EPA s website contains a Home Energy Calculator, Home Energy Savings Library, and a link to Kids Korner, which provides energy-efficiency tips to young people. 13 Exhibit D Motion for Approval of Quick Start Programs Energy Audits and Evaluations Leading to Savings Hourly Meter Readings For Usage Evaluation Customers with questions about their electricity usage can have hourly reads set up and obtained from their digital meters, allowing them to effectively assess their energy usage. Standard Consultations for Extreme Usage As a matter of standard operating procedure, Operations personnel are sent to perform amp readings, check meters, and help members locate areas of usage in their home when instances of extreme usage occur. Inspection and Tune Up of Heating and Air Conditioning Systems, or Retrofit of Heating, Ventilation and Air Conditioning Systems Residential HVAC Improvement Pilot Program Magnolia EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. A residential pilot project currently underway is an HVAC, duct sealing and envelope improvement program. Increased Deployment of Demand Response Programs SmartHub Program Starting in January of 2014, Magnolia Electric offers SmartHub, an online program that allows its members to view their daily electricity use and provides suggestions on ways members can be more energy efficient. SmartHub also has an alert feature that an individual home-owner can set to monitor their usage per day. If their usage exceeds their desired target, the alert will let them know. Pre-Pay Metering Program Magnolia EPA rolled-out a soft opening and began prepay (Flex-Pay) meters in November of Page 2 of 3

14 Exhibit D Motion for Approval of Quick Start Programs Loss Reduction Programs In addition to the programs aimed at customers, Magnolia EPA is taking steps to lower system demand by reducing line losses. Magnolia EPA is currently replacing old, out-dated copper wire with larger ACSR conductor in order to reduce line-loss. Magnolia EPA also manages its ROW program in order to lower line-losses. Finally, Magnolia purchases high efficiency transformers that meet current DOE standards. New Home Program Comfort Advantage Magnolia EPA, in conjunction with South Mississippi Electric Power Association, participates in the Comfort Advantage New Home Program, which offers incentives of up to $500 for building energyefficient homes. 15 Exhibit E Motion for Approval of Quick Start Programs ENERGY EFFICIENCY PROGRAMS PEARL RIVER VALLEY ELECTRIC POWER ASSOCIATION Quick Start Portfolio Description Pearl River Valley EPA s Quick Start Portfolio includes programs aimed at consumer education, incentivizing energy efficient new construction, reducing consumption during peak usage periods, incentivizing replacement of inefficient heating and cooling systems, and increasing usage of energy efficient lighting. In addition to the Quick Start programs provided for its customers, Pearl River Valley EPA continues its commitment to pursuing energy efficiency in its own activities. The most recent addition to Pearl River Valley EPA s headquarters office was designed with energy efficient building practices, including a geothermal heat and cooling system. Employees are also encouraged to find ways to reduce energy consumption around Pearl River Valley EPA facilities and within their jobs. This commitment to energy efficiency has led to Pearl River Valley EPA line crews being shifted to a 10-hour, 4-day work week in order reduce driving and consumption of gasoline while at the same time allowing for more time on jobs. Pearl River Valley EPA s automated meter installation has also significantly reduced the need to field personnel to address meter-related issues and projects, which has reduced fleet miles and gasoline consumption. Customer Education Energy Efficiency Campaign Pearl River Valley EPA produces and disseminates energy efficiency educational materials through a variety of means, including: The New Member Information booklet, which is given to each new member when they sign up for service, includes energy efficiency information, and indicates where additional information can be found; Display materials emphasizing energy efficiency are regularly used in Pearl River Valley EPA offices, at annual meetings, and at community events; Stories and tips on energy efficiency included in Today in Mississippi, the monthly newspaper sent to each member s home address; Messages on each member s monthly bill that include energy efficiency tips; Presentations to outside groups about energy efficiency organized by Pearl River Valley EPA or by schools, or civic, or community agencies; Advertisements with numerous media outlets around Pearl River Valley EPA s service area, which rotate messages about safety, wise energy use, and service-related issues; and Promotion of stories about wise energy use with local newspapers and television stations. 16 Exhibit E Motion for Approval of Quick Start Programs Interactive Education Tools Pearl River Valley EPA s website was re-designed in 2012 and has a section devoted to energy efficiency, with tips for members and links to several sites that further discuss energy use. Numerous publications about energy efficiency can also be downloaded in full from the site. The Home Energy Library and Interactive Energy Home provides hundreds of pages of graphically rich and interactive resources for consumers who want to know more about specific topics. The website also offers a Home Energy Calculator, Touchstone Energy s Energy Savings Home Tour, and a link to Kids Korner, which provides energy-efficiency tips for young people. There are also calculators giving consumers information on the costs of operating their appliances, lighting, and televisions. Energy Audits and Evaluations Leading to Savings Home Energy Audits and Consultations Pearl River Valley EPA offers free consultation and energy audits for members. Its member services representative, who already has 10 years of work experience, is currently pursuing BPI certification in home testing and consumer counseling. Pearl River Valley EPA is in the beginning stages of using data from its automated metering technology to identify homes that would benefit from energy efficiency measures. Based on the hourly usage information from the automated metering technology, a program is being developed to quantify a baseline for a home s usage and then track increased usage related to weather. The goal is to then compare various homes and their performance (in terms of KwH use) in order to determine those that may benefit most from energy efficiency measures. Inspection and Tune Up of Heating and Air Conditioning Systems, or Retrofit of Heating, Ventilation and Air Conditioning Systems HVAC Upgrade/Comfort Advantage Program Pearl River Valley EPA, in conjunction with South Mississippi Electric Power Association, participates in the Comfort Advantage HVAC program, providing cash incentives when HVAC equipment is upgraded in existing homes. Residential HVAC Improvement Pilot Program Pearl River Valley EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The residential pilot project is an HVAC, duct sealing and envelope improvement program. Page 2 of 3

17 Exhibit E Motion for Approval of Quick Start Programs Lighting Commercial Lighting Pilot Program Pearl River Valley EPA is participating in the committee for energy efficiency and demand response (CEEDR) with South Mississippi Electric Power Association, which coordinates commercial and residential energy efficiency pilot projects. The commercial pilot project targets improved lighting technologies. Increased Deployment of Demand Response Programs Automated Metering Technology Through a matching grant program with the U.S. Department of Energy, Pearl River Valley EPA completed installation of automated residential meters throughout its entire service area in The meters register hourly usage data for every account, which provides an effective tool in helping consumers understand how they consume electricity and how they can use it more efficiently. Consumers can easily access their hourly usage data via the Pearl River Valley EPA website. This option has been publicized via bill messages, newsletter stories and advertising. The member services department has developed color coded print outs that show consumers their hourly usage in readily understandable terms. These charts are used for discussing high bill calls and any resulting home visits/audits. Prepay Metering Program Pearl River Valley EPA will begin analysis this year for installation of prepay meters, which would result in participating consumers having greater awareness of their energy usage and impacts to their electricity costs. Time of Use Rate Pearl River Valley EPA is in the planning stages for offering a time of use rate. New Home Program Residential Construction/Comfort Advantage Program Pearl River Valley EPA, in conjunction with South Mississippi Electric Power Association, participates in the Comfort Advantage New Home Program and Comfort Advantage Plus New Home Program. These programs began more than 20 years ago to promote energy efficient home construction. Cash incentives are paid when new homes are built to higher energy efficiency specifications. Member Services also provides heating/cooling load calculations for members building new homes. Employees also serve as an information resource about building techniques and equipment. Comfort Advantage is also promoted to local home builders, so they are aware of the requirements and incentives as they work with their customers. New interactive displays featuring energy efficiency themes are available in offices. Page 3 of 3

Customer Education Energy Efficiency Campaign Southern Pine EPA has a comprehensive campaign for energy efficiency education that utilizes a number of different forms of media. Southern Pine EPA: Provides energy tips, articles, ads, graphics, and/or photos in its monthly member publication; Places advertisements on radio, TV, and in print media discussing advantages of using energy wisely; Places messages on bill statements communicating energy-efficiency tips and values; Uses presentations at schools and civic or community events as venues to communicate energyefficiency messages; Organizes and/or participates in energy efficiency events such as energy fairs and also events aimed at local professionals in the construction industry; Includes energy efficiency messages in its co-op connection card program as well as providing one-stop-shopping for consumers to find local vendors and contractors for energy efficient services; and Uses posters and in-office displays to reiterate the message of energy efficiency and promote various energy efficiency programs offered by Southern Pine EPA. Interactive Education Tools Southern Pine EPA s website includes several interactive tools to help promote energy efficiency. The Touchstone Energy Virtual Home Tour allows members to perform an online energy audit. The home energy calculator provides consumers with estimates of energy use costs based on information they input and allows them to perform energy saving scenarios to pinpoint opportunities for savings. The Kids Korner provides energy education in a kid-friendly format. Prepay Program Southwest Mississippi EPA is evaluating a prepay option that will result in more awareness of home energy use. Home displays will also be available for purchase which will let the member know exactly how much energy their home is consuming and to keep up with the balance of their account so that they can actively monitor energy usage. New Home Program Comfort Advantage New Home Program Southwest Mississippi EPA, in conjunction with South Mississippi Electric Power Association, participates in the Comfort Advantage New Home Program, which offers incentives of up to $500 for building energy-efficient homes. 25 Exhibit J Motion for Approval of Quick Start Programs COMFORT ADVANTAGE PROGRAM Comfort Advantage/Comfort Advantage Plus Home Program The Comfort Advantage Program is an energy efficiency program based on new construction standards and heating/cooling equipment standards. The program activities center around consumer education, trade ally education, and home inspections. The Comfort Advantage Home Program began in 1988 as the Comfort Home Program. It was started by employees of South Mississippi Electric Power Association ( SMEPA ) along with some SMEPA Member employees, who partnered to form a new home incentive program. The program was created to reduce demand for cooperatives and save consumers money on their electric bill by educating association employees and consumers on good building practices and usage habits. The original home program was renamed Comfort Advantage Home in 2001 and expanded to all SMEPA member cooperatives. Today it offers home owners a prescriptive approach to building a new energy-efficient home. Program participants who complete the program and adhere to prescribed specifications receive rebates. 26 Exhibit K Motion for Approval of Quick Start Programs COMBINED ENERGY EFFICIENCY AND DEMAND RESOPNSE PROGRAM CEEDR Program and Pilot Projects The CEEDR Program, established in 2009, is a coordinated effort by South Mississippi Electric Power Association and its participating distribution cooperatives to seek ways of reducing the need for new generating facilities, or at least delaying the time before new generation become necessary. The guidance committee began by reviewing the current portfolio of energy-efficient programs, studying results of initial surveys and conducting pilot programs to determine future programs and services. Through the CEEDR effort, residential, commercial and industrial customers were surveyed to identify the saturation of energy-efficient appliances and building practices in customer homes and businesses. The surveys were administered by GDS Associates, Inc. They determined key issues and common characteristics of homes and businesses with high energy usage to develop ways to improve energy efficiency and lower costs for consumers. The CEEDR Committee used the survey results to develop a comprehensive portfolio of potential performance and prescriptive based programs. CEEDR pilot projects are conducted by SMEPA in collaboration with its Members. Results from the pilot projects will provide valuable information for implementation of future energy efficiency programs by SMEPA and its Members. Commercial and Industrial Pilot Project A commercial lighting pilot program was introduced in October 2012, and a commercial custom audit pilot program was launched in March These two commercial and industrial pilot projects are planned to be evaluated in the last half of In short, the CEEDR commercial and industrial pilot projects are energy efficiency test programs designed to (i) assess the program process for direct install of lighting and custom upgrades; (ii) determine cost effectiveness of the installed measures; and (iii) identify program processes that would have to be changed if applied to a full scale program. Residential Retrofit Weatherization Project A residential retrofit weatherization pilot was launched in October The residential program will include evaluation, measurement and verification through duct blast and blower door testing before and after improvements are made to the respective home. The residential pilot is planned to be completed in 2014 and evaluated thereafter. Page 1 of 1
