3 1 PROJECT DETAILS 1.1 Summary Description of the Implementation Status of the Project The Project by CLP Wind Farms (India) Private Limited is located at 3 different locations. The project under implementation in 3 phases - the first phase (40.8 MW) 51 WEGs is near Sipla village of Jaisalmer district in Rajasthan, second phase (102.4 MW) 128 WEGs is near Bhakrani village of Jaisalmer district in Rajasthan and the third phase (50.4 MW) 63 WEGs is near Mahidad village in Rajkot and Surendranagar district of Gujarat. The Project Activity consists of a total of MW wind power project consisting of 242 Wind Electric Generators (WEGs) of individual capacity 0.8 MW. The Project is using Wind World India Ltd (WWIL) make 0.8 MW E- 53 Wind Energy Generators (WEGs). Out of the total capacity of MW, MW has been commissioned till date, rest one WEG is under implementation plan and shall be commissioned later. The Project activity is a new facility (Greenfield) and it plans to utilize wind energy to generate electricity and supply it to distribution licences which is a part of the NEWNE (Northern, Eastern, Western and North-Eastern) grid of India. In the absence of Project activity, quantity of the electricity that would be delivered by the Project activity to the NEWNE grid would be sourced from the existing grid-connected power plants and future capacity additions to meet the growing electricity requirements. Hence, generation mix of NEWNE grid is considered as the baseline scenario. The first WEG under this project has stated commissioning since 22-March-2012 and has been under operation since then except for regular shutdowns considering O&M requirements. A comprehensive list of WEGs commissioning dates are provided under Appendix 1. The project is implemented in 3 phases phase 1 is located near Sipla Wind farm and is of 40.8 MW capacity which is near villages Sipla, Salka, Satta, Siyalon ki Basti in Jaisalmer District of Rajasthan. Phase 2 is of MW and is located in Villages; Bhakrani, Jassuwa, Chincha, Unda, Sumliayi, Sirwa & Modha Ganeshpura located in Jaisalmer District of Rajasthan. Phase 3 of is located in Villages; Devpara, Kamlapur, Kanesara, Lilapur, Parevala, Rajavadla Jam, Ramaliya, Baldoi, Barvada, Bakhalvad, Virnagar, Kamdapur, Lalpur, Halenda at Rajkot District in Gujarat and at villages Dhokadva, Pipaliya, Bhetsuda and Vadali of Surendranagar District in Gujarat. Total capacity of the phase is 50.4 MW. 4

5 The geo- coordinates and commissioning date of WEG under the project activity are provided in the Appendix Title and Reference of Methodology The methodology applied for the project is ACM 0002 of version 14.0 titled Grid-connected electricity generation from renewable sources ACM0002 draws upon the following tools which have been used in the VCS PD: a. Tool to calculate the emission factor for an electricity system (Version 04) b. Tool for demonstration and assessment of additionality (Version 7.0.0) 1.9 Other Programs Emission Trading Programs and Other Binding Limits: The project is not a part of any emission trading program. Other Forms of Environmental Credit: The project proponent hereby confirms that the project has not sought or received any other GHG related environmental credit. Participation under Other GHG Programs: The project has participated as CDM projects. The projects are in different phases which can be referred below; Phase 1 (Sipla): view.html (Project is still under CDM validation) Phase 2 (Bhakrani): w.html (Project is still under CDM validation) Phase 3 (Mahidad): Validation has initiated. However, PDD yet to be webhosted on UNFCCC website. Further, PP will claim the carbon credits from only one GHG programme which will ensure that there will be no double counting of emission reductions. 5

6 2 IMPLEMENTATION STATUS 2.1 Implementation Status of the Project Activity The Project Activity envisages implementation of a MW wind power project consisting of 242 Wind Electric Generators (WEGs) of individual capacity 0.8 MW in Rajasthan and Gujarat state of India by CLP Wind Farms (India) Private Limited. Out of the total capacity of MW, MW has been commissioned till date, rest one WEG is under development and shall be commissioned later. A comprehensive list of WEGs commissioning dates are provided under Appendix 1. The project has been under operation since commissioning without any major breakdowns. Though normal breakdowns due to O&M measures are continuously being worked upon by the dedicated O&M contractor for the projects WEGs. There has been no events that may have an impact on the GHG emissions or removals during the current monitoring period. Further, there are no changes to the project participant for the project activity during the monitoring period. 2.2 Deviations Methodology Deviations There has not been any methodology deviation during the aforesaid monitoring period (22-March to 31-August-2014) Project Description Deviations There has not been any project description deviation applied during the current monitoring period (22-March-2012 to 31-August-2014). 2.3 Grouped Project The project is not a grouped project. 6

Purpose of data Calculation method The energy meter at the substation is of 0.2s accuracy class and is maintained by GETCO (Gujarat Energy Transmission Corporation Limited). Calculation of Baseline emissions Net electricity to the grid is calculated based on JMR readings and the meter readings at switch yard and apportioning is carried out by 11

12 Comment GETCO and a certificate of share of electricity is issued. This certificate of share of electricity provides net electricity supplied by WEGs of project activity and this forms basis of emission reduction calculations. The apportioning is not under the control of PP and nor the data of apportioning is shared with PP. Further, JMRs are also not available to the PP. GETCO is doing the apportioning of the electricity for all the WEGs and connected to the common feeder. PP is only receiving the share certificate of electricity from GETGO and same is also available on website of GETCO ( and same is used of the emission reduction calculation. The data will be archived both in electronic and paper format for crediting period + 2 years. 3.3 Monitoring Plan Wind World India Limited (WWIL) is O&M contractor for the project activity. WWIL will be responsible for the maintaining all the monitoring data on behalf of state utility in respect of the project activity. WWIL has implemented the management structure for managing the monitored data. This approved monitoring methodology requires monitoring of the following: Net electricity supplied from the project activity. While Emission factor of the project activity is fixed ex ante hence no further monitoring of this parameter is required. As per ACM0002 leakage need not be considered hence leakage has not been considered for the project activity. Hence, the sole parameter for monitoring is the net electricity supplied by the project activity to the grid. The Project activity is operated by WWIL (O&M contractor for the project activity) and managed by the PP. The operational and maintenance contract for the project activity is with WWIL, which is an ISO 9001 certified company. WWIL follows the documentation practices to ensure the reliability and availability of the data for all the activities as required from the identification of the site, wind resource assessment, logistics, finance, construction, commissioning and operation of the wind power project. As the WEGs under this project activity is located in Rajasthan (Phase-1 and Phase-2) and Gujarat (Phase-3), thus, monitoring of the project are described follows: Monitoring Procedure for Rajasthan Site: WEG installed under this project activity is connected to a common feeder. A particular feeder may comprise of WEGs belonging to owners other than PP but belonging to the same O&M service provider. At the respective District Vidyut Vitran Nigam Ltd sub-station, the total export & import to this feeder is monitored using the main meter & the backup meter, which are electronic tri-vector meters. The total export at this meter is generally arrived at by multiplying the monthly meter reading to the multiplying factor of the meter concerned. The monthly meter reading is 12

13 arrived at as the difference between the current meter reading and the previous meter reading. The period between these two readings is usually a period of 30 days which may vary. In a similar fashion, total import at this meter is also calculated. Additionally, O&M contractors are monitoring electricity generation by each WEG at the WEG controller by their Central Monitoring System. With the help of WEG controller readings and JMR reading O&M contractor calculates the electricity export by each WEG (by apportioning procedure) and generate the Credit subdivision of Energy. Based on the Credit subdivision of Energy, all the project investors raise the invoice for the electricity export to the grid. This document will be the main source of information for the emission reduction calculation. As the controller reading of WEGs belongs to other project developers are confidential information, hence, O&M contractor is not disclosing the same. Thus controller readings of other project developer connected to the same feeder are not available to the project proponent. Upon receipt of these reports, PP generates invoices on sale of electricity and sends to respective District Vidyut Vitran Nigam Ltd. Thereafter respective District Vidyut Vitran Nigam Ltd makes payments against the invoices. Monitoring Procedure for Gujarat (Mahidad) Site: The net electricity exported to the grid by project activity WEGs will be ascertained by government agency, GETCO on the basis of substation meter reading (includes generation from project and non project WEGs) and meter readings at various transformer yard meters (near each WEG) based upon an apportioning method. The ABT meters installed at the sub-stations continuously monitor the electricity generated. Continuous monitoring, hourly measurement and monthly recording is carried out. 13

14 Apportioning of net electricity supplied to grid by WEGs of project activity is being carried out by GETCO. Apportioning is being carried out based on reading of meters at substation and yard meter at each WEG. Apportioning is not under the control of PP and data is not shared with PP. State Load Dispatch Centre (SLDC) ( issues certificate of share of electricity generated which provide net electricity exported to grid by WEGs of PP only and this forms basis of emission reduction calculations. The net electricity supplied by the project activity is taken directly from the certificate of share issued on monthly basis. If the crediting period starts from the middle of the month, since it would not be possible to determine the amount of energy generated from then on, following a conservative approach, the project participant would not be availing credits for that particular month; the same approach would be followed for the last monitoring period as well. The apportionment procedure for the project activity is done by State Utility based on the meter readings of the various yard meters of various project owners connected to substation and substation meter reading (ABT meter), connecting all the machines of the project activity and other project developers. PP does not have any role in the apportionment procedure. The reading at yard meter and substation meter are directly monitored on continuous basis. Hence, the apportioning of the electricity is based on the meter reading that are directly monitored and measured. The meter recording at yard meters of the project activity are done on monthly basis by the O & M personnel. The values of the net electricity supplied to grid by project activity can be cross checked with invoices raised by the PP to DISCOM. Training and maintenance requirements: 14

15 Training on the machine is an essential pre-requisite, to ensure necessary safety of man and machine. Further, in order to maximize the output from the Wind Energy Generators (WEGs), it is extremely essential, that the engineers and technicians understand the machines and keep them in good health. In order to ensure that WWIL s service staffs is deft at handling technical snags on top of the turbine, the necessity of ensuring that they are capable of climbing the tower with absolute ease and comfort has been established. The WWIL Training Academy provides needbased training to meet the training requirements of WWIL projects. The training is contemporary, which results in imparting focused knowledge leading to value addition to the attitude and skills of all trainees. This ultimately leads to creativity in problem solving. Monitoring roles and responsibilities The operational and management structure implemented for data monitoring is as follows: The Project activity is operated by WWIL (O&M contractor for the project activity) and managed by the PP. The operational and maintenance contract for the project activity is with WWIL, which is an ISO 9001 certified company. WWIL follows the documentation practices to ensure the reliability and availability of the data for all the activities as required from the identification of the site, wind resource assessment, logistics, finance, construction, commissioning and operation of the wind power project. The data for the project is compiled by the O&M Contractor and subsequently stored by the PP, the data flows as per the below mentioned flow chart starting from Site O&M team which monitors day to day operational data and monthly recording.
