3 NAMA for Sustainable Housing The approach What is NAMA? National Appropriate Mitigation Actions Which focus? General, sector Specific Which kind of NAMA are there? Unilateral Supported Credited Specifies voluntary mitigation activities in Annex 1 countries, which are not committed to mitigation and can be supported through funding, technological transfer and/or development of capabilities. Common but differentiated responsibilities according to strengths.
4 NAMA for Sustainable Housing The approach Challenge: Residential sector being responsible for 17 % of energy consumption in Mexico and about 4.5% of CO2 emissions, increasing rapidly. Mexico has made commitments to reduce CO2e emissions to 50% below 2002 by The Approach: Move from technology focus to Whole House Approach. Requirements cover all standard energy consumption (heating/cooling, cooking, typical electrical appliances, hot water). Objectives: Extend penetration of basic efficiency standards to entire new housing market Upgrade efficiency standards to more ambitious levels

Sustainable development regarding to economical national priorities. To diminish GHG emissions in housing sector. Additional financing for Energy Efficiency and Water saving. Social benefits. Technological local development. Human Resources. Local economy. Etc.
6 NAMA for Sustainable Housing Sisevive Ecocasa The Green House Evaluation System Whole House Approach Considers the primary energy demand (electricity and gas) in kwh/(m2a) and water consumption based on the Whole house approach. Calculation of total energy consumption for the different housing typologies (isolated, adjacent vertical house) in the four major climate.

8 NAMA for Sustainable Housing Pilot Status STATUS homes built (Ecocasa 1 standar) 19,000 are being in evaluation or construction. New Housing. 65 projects (Ecocasa 1, Ecocasa 2, Ecocasa Max) in Hermosillo (Hot & Dry), Morelia (Cold), Guadalajara (Temperate). Existing homes. 25 projects in Mérida (Hot & humidity) MRV Protocol Simple & Detailed Systematisation of the Monitoring, Reporting and Verification (MRV) for NAMA and base line houses. Data Base for whole NAMA and other projects in CONAVI NAMA FACILITY FUND TC (Technnical Component), 4 Mill EUR FC (Financial Component), 10 Mill EUR

11 NAMA for Sustainable Housing Existing Housing Case Study: Mérida Technical Design: certified energy advisors and energy Baseline definition for bioclimatic zones and prototypes. Calculation of primary energy and water consumption (Sisevive-Ecocasa, DEEVi, SAAVI) and potential mitigation prototype and bioclimatic zone. A certificate will be issued with information on demand and energy consumption, and shall list the appropriate measures for building remodeling (cost / benefit ratio) Develop a training and certification "Energy Advisors" to estimate energy demand of households. The advisor will evaluate: House envelope, materials Usage patterns of the house
12 NAMA for Sustainable Housing Existing Housing Case Study: Mérida Pilots: analysis, cost-benefit, remodeling and certificate Under a survey process, four cities were selected to establish a diagnose regarding existing housing projects, taking into account levels of technology, light, water, waste, house structure and climate zones. Mérida City was selected (hot & humidity climate). Merida s project is being developed in collaboration with local, state and federal authorities.

15 NAMA for Sustainable Housing Conclusions Today the Mexican NAMA Housing is one of the most advanced worldwide NAMA in terms of technical design and institutional settings. Thus NAMA is in the implementation phase and provides optimal conditions under financing activities. In the present stage of NAMA comprising CO2 mitigation in new buildings, the Mexican government plans to include existing homes in NAMA 2015.
