21 Heat pumps and Lebanon Background: high external energy dependency ratio above 95%, since electricity is either imported or produced by imported fuel. small fraction produced by RES. Power peak demand higher than installed supply capacity. The Greater Beirut area suffers power cuts for 3 hours per day on average, the South for 8.2 hours per day and the whole country for about 6 hours per day. In these cases electricity is produced locally through privately-owned diesel engines leading to increase of generation costs, worsening the carbon emission factors, and increasing production of air pollutants. INDC Lebanon: 1) GHG reduction of 30% compared to BAU scenario in 2030; 2) 20% of RES in power and heat demand d in 2030; 3) 10% reduction in power demand d through EE measures in 2030 compared to the demand under the BAU scenario. How energy is used in Lebanon: Electricity is main vector both for residential sector (58%) and industry (54%). Most Lebanese residences (81%) use electric heaters for domestic hot water (DHW).

23 LCEC PoliMi: the story of a collaboration 23 The story: Strong partnership in the project MED-DESIRE (EU ENPI CBC MED Programme ) MED DESIRE objective: remove barriers (legal, regulatory, economic and organizational) to the use of distributed solar energy technologies and EE across the Mediterranean area through the definition of innovative financial schemes and market stimulation tools. Milano 3 rd of February 2017 Signature of agreement between LCEC and PoliMi, Italy's leading institution in applied research in energy efficiency and renewable energy.
24 LCEC PoliMi agreement: collaboration objectives 24 Support the Lebanese government in addressing the climate change mitigation challenges introducing heat pump technology in the heating and cooling sector through know-how and technology transfer from Italy Specific actions: Ensure the quality in design and installation of heat pump-based heating and cooling plants Ensure the quality of products on the market Demonstrate e the economic o c and environmental e feasibility of heat pump p systems through pilot applications in Lebanese buildings (for residential and tertiary sectors mainly).
25 LCEC - Polimi forseen general framework of activities Design and construction of a national test laboratory for heat pumps Creation of national standards for heat pumps testing Transfer know-how on heat pump lab testing according to the procedures defined in the previous task Provision of financial incentives such as a mix of soft loan and grant for the realization of heat pump installations in buildings Design and realize an energy performance monitoring program for heat pumps under real operation conditions Dissemination activities in Lebanon and EU: at project beginning in order to identify beneficiaries of pilot plants; during the project to disseminate results
26 Conclusions 26 Heat Pumps are a key tech solution for decarbonisation worldwide. Market grows in many regions, has a potential for Lebanon. At PoliMi in the last ten years several projects created a significant knowhow on lab and field test performance assessment of HP. Largest infrastructure for lab testing and certifications of heat pumps in Italy LCEC PoliMi collaboration: aim at the development of at supporting high quality heat pumps market: products, design, installation and operation We are looking forward to start the job!
