7 EU 2020 Strategy The EU 2020 strategy (2010) sets the course for the European economy for the following ten years and beyond by focusing on three main priorities: Smart growth Sustainable growth Inclusive growth Within this context, seven flagship initiatives were identified, one of them being the "Resource Efficient Europe". In September 2011, the Roadmap to a Resource Efficient Europe was adopted by the European Commission, with three action lines: transforming the economy, addressing the natural capital and tackling key sectors. 5

8 Roadmap to a Resource Efficient Europe It points to the fact that, in industrialized countries, nutrition, mobility and housing are typically responsible for % of all environmental impacts. Building sector: existing policy initiatives related to the improvement of the environmental performance of buildings (EPBD, ) or renewable have largely targeted energy use in buildings, but they need to be complemented with policies for resource efficiency which look at a wider range of environmental impacts across the life-cycle of buildings "Construction and use of our buildings in EU 42% of our final energy consumption, about 35% of our greenhouse gas emissions, more than 50% of all extracted materials and 30% of our water consumption". The sector further gives rise to about 35% of total generated waste. 6

Improving human-capital basis of construction sector 3. Improving resources efficiency, environmental performance and business opportunities => Communication on Sustainable Buildings 4. Strengthening the Internal Market for Construction => CPR 5. Fostering the global competitive position of the EU construction enterprises High-level tripartite strategic forum (Jan 2013) and thematic groups (5) TG3: sustainable use of resources => Involvement into the discussions through the EU Trade associations: CEPMC 12

15 Communication on Sustainable Buildings DG ENV initiative that should contribute to achieving the milestones of the Roadmap to a Resources Efficient Europe Many input given in the last 12 months by the whole sector«sustainable buildings» actually environmental aspects Public consultation, including a background document should be out anytime! Open for 3 months. At the same time an impact assessment has started, looking at social and economical aspects. Final result expected by the end of

22 PEF - Product Environmental Footprint Harmonized methodology for calculating the environmental footprint of products and organizations DG Env PEF is based on several existing ISO standards, recent developments in France, UK - PAS, JRC - ILCD Status: Final draft methodology guidelines published in July 2012 April-May 2013, call for new pilots phase (6) in order to test sector/product specific methodological requirements => PEFCR, verification and communication All sectors.
