1 WATER POLICY REFORM IN RELATION TO CLIMATE CHANGE TAIWAN, SEPTEMBER 2011 An Australian delegation of water scientists and engineers visited Taiwan from 18 to 24 September 2011, during the course of which they met with Taiwan water researchers and engineers, government officers and industry representatives in Taipei, Hsinchu, Tainan and Kaohsiung. Three Roundtable discussions were held, followed by a two-day workshop with presentations at the Taiwan National Science Council. The visit and meetings were facilitated by the Taiwan National Science Council and the Australian Department of Innovation, Industry, Science and Research. Participating Australian and Taiwanese delegates are listed in Annex 1. The detailed program is given in Annex 2 I. Challenges A number of challenges were identified during the course of the meetings. These included the complexities of water governance; local water scarcity including during extreme weather events; the role of water in a green economy; water rights systems and markets; service security, quality and sustainability; ensuring public engagement on water issues; the potential impact of climate change on sea levels, extreme events, ecosystem health and consequent approaches to mitigation and adaptation; maintaining a world class research and development capability and encouraging consequent innovation for the future economic, environmental and social progress of Taiwan. In response to these challenges, the following suggestions, within a framework of Institutional, Policy and Technological Innovation, were made: II. Institutional Innovation 1. A nation-wide commitment be encouraged towards adopting water resource management principles. 2. Consideration be given to restructuring water authorities to achieve better coordination, harmonisation and competitiveness within a framework of regulatory independence. 3. Reform of water market structures may encourage moderate liberalisation and access to privatised contracts and services. 4. Mechanisms should be considered for determining water prices, made transparently by independent bodies with access to wider participation, underpinned by sound scientific knowledge. 5. Encourage capacity building for water policy assessment and water industry development and operation, with a particular focus on innovative and adaptive technologies. III. Policy Innovation 1. Consider reform of the prevailing water right system through amending the Water Act, with possible action on: Confirmation of property rights and their distribution

2 2 Elimination of priority ordering Creation of efficient water entitlement and water-right trading markets Establishment of a burden (or risk) sharing scheme Inclusion of a water right for environmental use. 2. Consider establishing clear principles and mechanisms by which water prices are determined and charged, formulating transparent and efficient pricing rules that could take into account such factors as Seasonal shortage Regionally specific supply capacity Externalities relating to water use User priority for emergencies such as critical human needs Service quality Financial sustainability 3. Examine scope to diversify source water of various types including recycled water with integrated and harmonised policy instruments. 4. Consider the introduction of effective incentive mechanisms and standards to encourage truthful reporting of water use. 5. Review opportunities for more effective monitoring, modelling and assessing compounds/chemicals of emerging concern (CECs) in source water. 6. Develop ecological indicators for river health assessment and their application to ensuring adequate environmental flows. 7. Research methods to assess the impacts on watersheds of extreme weather including potential exacerbation by climate change and the implications for catchment and water resource management. 8. Explore the generation of key performance indicators for eco-system assessment including: Habitat and biodiversity Evaluating the environment at landscape scale Carbon sink neutral and biomass energy utilisation Water and ambient air quality improvement Flood retention and soil erosion control Control of pests, weeds, feral animals in the natural environment of watersheds. 9. Encourage effective integration between natural resource management and land use planning and regulation. 10. Increase awareness and capacity building in water resource management through both public education and industry technical training. 11. Encourage green tourism and associated opportunities for eco-education IV. Technological Innovation 1. Establish vulnerability assessments and early warning systems to ensure security of the water supply system and mitigate risk of loss from extreme weather events.

3 3 2. Establish a continuous monitoring and data collection system for all water extraction and use. 3. Explore opportunities for synergies with the semi-conductor industry to develop new technologies for low cost continuous monitoring for Taiwan use and potential export markets 4. Develop and implement new principles for landscape development and water sensitive urban design (WSUD). 5. Implement a systematic biodiversity vulnerability assessment leading to spatial prioritisation of adaptive options for cost-efficient biodiversity conservation 6. Through bringing together regulators, academics and community members, seek mechanisms for encouraging innovative, sustainable and integrated management of the natural environment at catchment scale. Consider encompassing water quantity and quality, hydraulic characteristics, ecological indicators and minimised abatement programs, taking into account GIS capabilities, remote sensing, numerical models and regulatory Total Maximum Daily Load (TMDL) pollution control programs. 7. Explore opportunities to secure more efficient and cost-effective water supply infrastructure 8. Enhance water and wastewater treatment technologies covering input waste reduction, efficiency of operation, minimisation of energy use and maximising resource recovery. 9. Stimulate innovation in a range of water quality treatment systems including through the development of bionet, membrane and electrodialysis processes for water recycling and use.

4 4 RESEARCH COOPERATION OPPORTUNITIES BETWEEN TAIWAN AND AUSTRALIA Project 1 : Sustainable management of catchment and water quantity/quality by integrating multi-stage remote sensing and numerical models Employ/develop various platforms of remote sensing to study the land use / cover and water quality in the catchments of Taiwan and Australia using the same protocol/instruments/platforms. Develop/verify numerical models to manage catchments and their water quantity/quality by integrating data from remote sensing and field studies. Investigate the impact of extreme events and land use/cover on water quantity/quality and aquatic plant community distribution Project 2: Ecological indicators of river health assessment and their application to managing environmental flows In consultation with potential stakeholders, develop principles and methodologies for identifying ecological indicators for flows, flow alterations and environmental flow allocation. Develop procedures for river health assessment Evaluate and justify environmental flows in different rivers Project 3: The impact of extreme weather induced by climate change in watershed and the implications on management strategies River hydraulic and sediment routing Overland flow simulation Evaluation of hot spots of possible inundation and locations overtopping levees Flooding risk map preparation Spatial analyses of flooding and drought risks under multi-sources uncertainties Project 4: Monitoring, modelling and assessing compounds/chemicals of emerging concern (CECs) in source water. Monitoring targeted CECs in source water Modelling the transport and fate of CECs in source water

5 5 Developing on-site technology for CEC reduction Developing a prevention program for CEC reduction Project 5: Water allocation and management policy research Governance of water resources and integration of water resource management and water quantity/quality regulatory functions.
