2 ATCO s Urban Pipeline Replacement Program In January 2014, ATCO received approval from the Alberta Utilities Commission (AUC) to proceed with its Urban Pipeline Replacement (UPR) Program. The Program will see the high-pressure natural gas transmission pipelines in Calgary and Edmonton neighbourhoods recommissioned to lower-pressure natural gas distribution service or abandoned and new, modern high-pressure natural gas transmission pipelines installed primarily within the Transportation/Utility Corridors (TUCs) that surround the cities. By doing this, ATCO will modernize the natural gas transmission network and add the capacity needed to meet the growing demand for natural gas in the two cities. A large factor in the approval of the UPR Program was the extensive public consultation activities that ATCO engaged in as part of the application process. This information package is part of ATCO s ongoing commitment to ensuring homeowners and businesses living along the pipeline route are aware of the project, the process, and ATCO s approach to constructing these pipelines. If you have any questions or concerns, please contact us directly at Project Overview In the fall of 2017, ATCO proposes to begin construction on the Southwest Calgary Connector (SWCC). This project will include: The installation of a 508 mm (20 ) natural gas transmission pipeline that will run 14 km within the Transportation/Utility Corridor from the Sarcee Trail SW/Glenmore Trail SW interchange to Spruce Meadows Trail (HWY 22X). The installation of the South Glenmore Lateral, which is a 324 mm (12 ) natural gas transmission pipeline that runs 1.9 km within the Transportation/Utility Corridor along the extension of 90th Ave SW. The installation of above ground facilities (examples and general description of the above ground facilities are shown below and specific locations for this project can be seen on the map provided.) ATCO Gate Stations ATCO Gate Stations occupy a fenced footprint that is generally 60 m by 60 m. The purpose of these facilities is to reduce the pressure from ATCO s high-pressure transmission lines to ATCO Gas lower pressure distribution pipelines. The gas then feeds into the distribution system, which delivers it to homes and businesses. These facilities also provide measurement of gas volumes flowing through the station. ATCO Control Facilities ATCO Control Facilities occupy a fenced footprint that typically ranges in size from 25 m by 25 m to 50 m by 75 m. The purpose of these facilities is to enable ATCO to control major connection points on the system. The facilities can also include odourant injection, maximum operating pressure protection, pressure and flow control components.
3 Highly-trained staff in our Control Centre monitor our system 24/7. Safety & Construction AT ATCO, safety is paramount. The new pipelines will be designed and constructed to exceed industry standards including materials, construction practices, and inspection capabilities. ATCO meets all applicable pipelines standards and exceeds code requirements by performing non-destructive inspection on 100% of welds made during construction. A significant portion of the new pipeline will be constructed using the open trench method; however, horizontal directional drilling will be used to install pipe under existing roads to minimize the impact on traffic and the excavation of environmentally sensitive areas and water course crossings. Community ATCO builds and maintains a safe and reliable natural gas pipeline network, to provide service to Albertans and Alberta-based companies while developing strong community relationships. ATCO will work and communicate with interested parties throughout the UPR Program to minimize construction inconvenience. ATCO is committed to: Working cooperatively with the community by incorporating feedback into project design and construction. Clearly marking and fencing work areas to control access during construction. Utilizing the appropriate signage and flag persons to safely direct local traffic, as necessary. Circulating notifications to affected communities to provide up-to-date information on nearby construction activities. Project Preparations Over the next couple of months, ATCO personnel will meet with directly affected landowners, businesses, the City of Calgary, and other interested parties along the pipeline route to discuss project details. ATCO personnel will ensure that all required approvals from Alberta Environment, the AUC, and Alberta Infrastructure are in place prior to beginning construction. We will also continue working with the applicable authorities regarding any potential traffic impacts during the project. What You Will See ATCO has a well-defined process in place for pipeline installations. Typical construction activities you will see when construction begins are: Pre-installation Activities (Summer 2017): Surveying the pipeline alignment and workspace (horizontal directional drills) to establish and mark construction limits and to locate other underground utilities (pipelines, cables, etc.). Removing and stockpiling topsoil in layers to protect the soil for future use. Grading and preparing land for construction. Pipeline Installation Activities (Fall 2017 to Summer 2018): Excavation of trenches to install pipelines. Set up of horizontal directional drilling rigs and support trailers at road crossing locations. Stringing and welding of pipe sections. Non-destructive inspection on 100% of welds. Lowering the pipeline into trenches. Hydro-static pressure testing new pipe sections. Connecting the new pipeline to the existing system. Commissioning of the pipeline for natural gas transmission services. Restoring temporary working space and other affected land areas back to original conditions once all work is completed.
