Tomlinson Limited 5597 Power Road Ottawa, Ontario K1G 3N4 REVISED HYDROGEOLOGICAL ASSESSMENT, 891 JINKINSON ROAD CUMBERLAND READY-MIX PLANT, OTTAWA, ONTARIO Dear Craig: Golder Associates Ltd. Golder ) was retained by Cumberland Ready-Mix, a wholly owned subsidiary of R.W. Tomlinson Limited, to conduct a hydrogeological assessment of the property located at 891 Jinkinson Road in Ottawa, Ontario the Site). The hydrogeological assessment is being carried out for the purpose of a Site Plan Approval Application with the City of Ottawa. The Site is situated on Part of Lot 15, Concession 11, Geographic Township of Goulbourn, City of Ottawa, and covers an area of approximately 11.7 hectares 29 acres). The general Site location is shown on Figure 1 whereas the Site details are shown on Figure 2. This submission is a revised version of the hydrogeological assessment which was previously prepared by Golder and dated June 14, This revised report was prepared to address the following City of Ottawa comment which was received on April 23, 2013: The well had 9 Total Coliforms at the time of sampling March 2012). The water system including the well) should therefore be disinfected and re-sampled. The consultant indicates that the bacteria in the well is not an issue as the employees are provided bottled water; however, every attempt has to be made in order to provide a safe on-site water supply before an alternate supply of drinking water is contemplated. Signs indicating the that water is not potable should be posted at all potential drinking locations until this issue is resolved. The Site is occupied by an asphalt plant and a concrete plant located at the northwest part of the Site. In addition, a maintenance garage is located at the concrete plant. The southeast part of the Site is occupied by forested lands. The Site is located southeast of Jinkinson Road and Highway 7 with access via Jinkinson Road. Land use in the vicinity of the Site consists of the R.W. Tomlinson Limited Stittsville Quarry, other quarries located southwest of the Site and forested lands and wetland on the lands south, north and east of the Site. The objective of the hydrogeological assessment is to summarize the available data pertaining to groundwater water supply conditions on the Site. More specifically, this submission provides information pertaining to the following matters: Description of all 3 water supply wells that service the concrete plant from the perspective of concrete production; Provision of a scaled drawing that shows the locations of the 3 water supply wells that service the concrete plant from the perspective of concrete production; Provision of the Ministry of Environment MOE) Water Well Records for all 3 water supply wells that are used for concrete production; Provision of the Permit to Take Water issued by the MOE for the water taking from the 3 water supply wells associated with concrete production i.e., TW09-1, TW09-2 and TW09-3); Provision of a scaled drawing that shows the location of Well #4 that provides water for domestic use for employees at the concrete plant; and, Description of Well #4 which provides water for domestic use at the concrete plant including provision of the MOE Water Well Record, water quality data, description of existing usage and an assessment of the adequacy of water supply to meet the requirements. In 2009, three wells were drilled for the purpose of providing water for the production of concrete. These wells are referred to as test wells TW09-1, TW09-2 and TW09-3 and their locations are shown on Figure 2. MOE Water Well Records for test wells TW09-1, TW09-2 and TW09-3 are provided in Attachment A. A comprehensive aquifer testing program was conducted on these three concrete production wells and the results of this testing were documented in an Category 3 Permit to Take Water PTTW) application that was submitted to the MOE in September On December 24, 2010, the MOE issued PTTW Number B8R8X and a copy of this PTTW is provided in Attachment B. Well #4 provides water for domestic use for employees at the concrete plant. The location of Well #4 is shown on Figure 2 and the MOE Water Well Record is provided in Attachment C. Well #4 was drilled in April 2011 and was completed at a depth of 177 metres in sandstone bedrock. The static water level in the well was recorded by the driller at 8 metres below ground surface. The well driller conducted a well yield test at the time of drilling and the results of the one hour test indicated that the static water level was drawn down from 8.0 metres to 35.1 metres below ground surface at a pumping rate of 11 Imperial gallons per minute IGPM). After the test was terminated the well recovered to the static water level in 25 minutes. These well yield test data indicate that Well #4 is capable of sustaining a yield of at least 11 IGPM while at the same time only utilizing a small fraction of the available groundwater level drawdown in the 177 metre deep well. To characterize the quality of the water from Well #4, Golder personnel initially collected a sample of the raw water and treated water on March 8, The water samples were submitted to Exova for analysis of the subdivision suite of parameters, petroleum hydrocarbons and volatile organic compounds. The results of the physical, chemical and bacteriological analyses are presented in Attachment D. With respect to the parameters with established aesthetic objectives and maximum acceptable concentrations under the Ontario Drinking Water Quality Objectives/Standards, the following table summarizes the parameters present at concentrations that exceed the objectives/standards: 2/3

Tomlinson Limited August 29, 2013 Raw Water from Well #4 Treated Water from Well #4 TDS Hydrogen Sulphide Total Coliforms TDS Sodium Based on comments received from the City of Ottawa on April 23, 2013, Well #4 and the distribution system was chlorinated. The raw water supply was then periodically monitored in the field for chlorine residual. Once the chlorine residual was reduced to zero, Golder personnel collected 2 duplicate samples of the raw water on August 19, The water samples were submitted to Exova for analysis of the Escherichia coli, faecal coliforms, heterotrophic plate count and total coliforms. The results of the bacteriological analyses are presented in Attachment E. The results of the Escherichia coli, faecal coliforms, and total coliforms were 0 counts per 100 ml indicating that the bacteriological quality meets the requirements of the Ontario Drinking Water Quality Objectives/Standards with respect to these bacteriological indicator parameters. Based on information provided by Cumberland Ready-Mix personnel, there are 8 regular employees at the concrete plant and there are 3 washrooms and 6 sinks with no shower facilities. Water from Well #4 is not used for human consumption and bottled water is used for drinking water purposes. The employees have advised that Well #4 provides adequate water for their needs which would be expected based on the estimated yield provided by the driller of 11 IGPM. In summary, Well #4 provides adequate water for domestic use for employees at the concrete plant. Although the raw and treated water quality does not meet the all aesthetic Ontario Water Quality Objectives/Standards, this is not an issue because the water from Well #4 is not used for human consumption. Based on the additional bacteriological testing carried out in August 2013, the bacteriological quality of the raw water from Well #4 meets the requirements of the health-related Ontario Drinking Water Quality Objectives/Standards.
