10 NASAO Initiative 2006 Update for NASAO Conference Tuesday 9/14/10 Land Use Policy Coordination (Phase III) FAA and NASAO agree to work on a national level with other public and private sector interests to improve land use compatibility policies, strategies and guidelines. At stake is the protection of our national airport system and the communities it serves from encroaching incompatible land uses. FAA POC: Lynne Pickard (202) Ralph Thompson (202) NASAO POC: Kathryn Solee (703) Status: FAA and NASAO developed a joint statement of agreement on airport land use compatibility, which was executed in December The following action goals were to be addressed: Cooperatively work with agencies and organizations through the Airport Compatibility Planning Committee to identify strategies to facilitate land use planning around airports. Identify near-term options to improve land use compatibility and appropriate implementation mechanisms. Develop national guidelines in a Compatible Airspace and Land Use Advisory Circular that address making prudent decisions on compatible land use and encroachment protection of aviation interests, and outline roles and responsibilities of federal, state, local governments, as well as airport operators. NASAO POC is now Kathryn Solee, NASAO Director of Operations. ONGOING: Cooperative work with agencies and organizations through the Airport Compatibility Planning Committee to identify strategies to facilitate land use planning around airports. The Committee is planning to hold a meeting in the early part of FY-11. The goal is to hold two committee meetings per year. Accomplishments for FY2010: 1. Contribution to noise research initiative: Developed a systematic Aviation Noise Research Framework that covers a broad set of aviation noise topics and focuses on critical research areas. The critical research areas are: (1) quantification of potential noise impacts on health and welfare in noise compatible areas (i.e., beyond DNL 65); (2) systematic review of the basis for current practice of characterizing airport communities' noise impact in terms of DNL; (3) analysis of noise impacts on national park and wilderness areas; (4) characterization of noise propagation in all regimes of aircraft operations and their impacts on the ground; (5) development of acceptability standards and noise impacts of supersonic and future unconventional aircraft; (6) definition of the social cost of aircraft noise impacts relative to other aviation environmental impacts. We are soliciting and receiving advice from domestic and international experts and stakeholders. FAA convened an international forum last summer and held two public workshops in 2009 and We plan to conduct annual meetings to track progress on the research. The next meeting will be in the second quarter of FY Refinements in the role of land use compatibility in NextGen goals and targets: We have developed a draft Aviation Environmental and Energy Policy for NextGen that is under review within FAA and by members of the JPDO Environment Work Group. This purpose is to: Establish a high level aviation environmental and energy policy Provides context for aviation impacts Reflect the overarching NextGen goal of providing environmental protection that allows sustained aviation growth Establish initial aviation goals for noise, air quality, climate, energy, water quality Describe a five-pillar action strategy of (1) Improved scientific knowledge and integrated modeling; (2) Air traffic management modernization; (3) New aircraft technologies; (4) Sustainable alternative fuels; (5) Policies, environmental standards, and market-based measures The draft policy will be made available for broader review after FAA and JPDO coordination. 3. Completion of FAA guidance Document: Compatible Airspace and Land Use Advisory Circular, (Broader version, Compatible Land Use and Zoning, AC 150/51904B was printed to update AC 150/51904A dated 12/14/87. A 3 volume ACRP Report 27 was completed which will be used in developing an AC. A draft outline has been completed with no current schedule for accomplishment, however, AC completion is anticipated during FY Update Land Use Policy Coordination 11/7/2011

FAA continues to set ambitious goals to reduce significant noise impacts on communities around the nation's airports. Efforts are underway to accelerate NextGen technology and operational improvements to reduce noise, as well as reduce fuel burn and aircraft emissions, despite projected aviation growth. The FAA's Continuous Lower Energy, Emissions and Noise (CLEEN) technology program has a noise performance goal of achieving certifiable aircraft technology that can reduce noise levels by 32 Effective Perceived Noise in decibels (EPNdb) cumulative, relative to stage 4 noise standards. Aviation noise impacts research, including land uses exposed to noise beyond DNL 65. We've developed a systematic Aviation Noise Impacts Roadmap that covers a broad set of aviation noise topics and focuses on critical research areas to improve our knowledge of aviation noise impacts and inform our solutions. The critical research areas are: (1) noise effects on health and welfare; (2) noise impacts on national parks and wilderness areas; (3) aircraft noise modeling; and (4) the cost of aircraft noise on society. We held a meeting with other Federal agencies, researchers, and stakeholders in April 2011 to refine the roadmap. Some research has been funded; more depends on funding availability through the budget process. Noise issues beyond the DNL 65 db contour. The FAA has funded a study to identify and evaluate a broad set of options for addressing noise issues outside of the DNL 65 db noise contour. Options being evaluated include, but are not limited to, land use planning and guidance for noise buffers. 2. Refinements in the role of land use compatibility in NextGen goals and targets: We have developed a draft Aviation Environmental and Energy Policy for NextGen that is under review within FAA and by members of the JPDO Environment Work Group.
