Chester, Director Michigan Department of Environmental Quality (or Designee) 9:00 9:50 Waste Basic Waste Characterization This session begins with an overview of the state s waste regulations and then explains how to characterize your waste. 9:50 10:05 BREAK 10:05 10:55 Conditionally Exempt Small Quantity Generator (CESQG) Come to this session if your facility generates less than 220 pounds of hazardous waste in a calendar month and you need to know how to handle the waste. This session will also cover basic requirements for handling used oil and other nonhazardous liquid waste. Water and Wastewater Water Well Supply Ownership Responsibilities / Water Use Reporting and Water Withdrawal Permits Does your facility have its own water supply? If yes, come learn about ways to assure the safety of your employees and quality of your potable water. You will also learn about water use reporting and Michigan s new water withdrawal permit program for large quantity withdrawals. Wastewater Treatment Technology If you are evaluating wastewater technology for your facility, this session is for you. You will learn about wastewater treatment technology units that are commonly associated with manufacturing facilities along with common benefits and challenges associated with the design of the units. Resolving Non-compliance and Environmental Emergencies Facility Construction and Expansion Welcome to the Michigan Manufacturer s Guide to Environmental, Health, and Safety Regulations This session is for beginners and includes an introduction to the guidebook and how to use it. You will also get an overview of the DEQ Website and where to go for help with coordinating permits. The remainder of this session is dedicated to visiting the display area and meeting one-on-one with DEQ experts. Self Assessment and Environmental Audit Program Learn how to use the Facility Self Assessment in the Manufacturer s Guidebook. In addition, learn about privilege and how to file for it and immunity under the Environmental Self-Audit Privilege and Immunity Law. Brownfield Grant and Loans and Introduction to BEAs Thinking about purchasing property that may be contaminated? Attend this basic overview of Brownfield Redevelopment and hear about Phase I and II Environmental Site Assessments and the Baseline Environmental Assessment Report. 10:55 11:10 BREAK 11:10 12:00 Small Quantity Generator (SQG) Attend this session to find out what is required for facilities generating 220 and less than 2200 pounds of hazardous waste in a calendar month. This session will also cover basic requirements for handling used oil and other nonhazardous liquid wastes. National Pollutant Discharge Elimination System (NPDES) Permit Program Learn about the NPDES permit (wastewater discharge) program, elements of an inspection, and compliance tips. Overview of MDEQ Enforcement Policies and Procedures While we all strive for compliance, sometimes non-compliance happens. In these situations a common understanding between the parties can go a long way towards mutually acceptable resolutions. Take the fear out of the unknown and learn how fines, consent orders, supplemental environmental projects, and other tools can be used to achieve compliance. Introduction to Storage Tank Regulations The session will cover how to find and research a new station location with an emphasis on due diligence. It will also cover AST/UST facility plan reviews, certifications, fees, inspections, tank maintenance & records, closing a tank temporarily or permanently, site assessment sampling, forms & reports, contamination cleanup, and locating an environmental consultant and online guidance. 12:00 1:15 LUNCH & VISIT THE EXPERT AREA
3 AFTERNOON AGENDA 2008 Michigan Environmental Compliance Conference Waste Water and Wastewater Resolving Non-compliance and Environmental Emergencies Facility Construction and Expansion 1:15 2:05 Large Quantity Generator (LQG) for facilities generating 2200 pounds or more of non-acute hazardous waste or 2.2 pounds of acute or severely toxic waste in a calendar month will be discussed. This session will also cover basic requirements for handling used oil and other nonhazardous liquid waste. Groundwater Discharge Permit Program Is wastewater at your facility directly or indirectly discharged into the groundwater or on the ground surface? Learn about the Groundwater Discharge Permit Program, elements of an inspection, and compliance tips. Inspection Tips / MDEQ Panel Q&A Want to know what to expect during a DEQ inspection? A panel of district staff from the DEQ s Water Bureau, Air Quality Division, and Waste and Hazardous Materials Division will provide tips on how to make your next DEQ inspection go smoothly. They will also answer your questions about inspections and how to stay in compliance. SESC and the Construction Storm Water NPDES Permit Program Learn about the dual permit process for obtaining these closely-related permits and common compliance issues associated with these construction permit programs. 2:05 2:20 BREAK 2:20 3:10 DOT/MSP HazMat Transportation Do you need to know hazardous materials transporting requirements when hauling waste? Are you responsible for security planning and employee manifest training? Do you need tips on how to find the USDOT descriptions to use on waste manifests? If yes, this session is for you! Discharges to Wastewater Treatment Plants Sending industrial wastewaters to wastewater treatment plants can cause problems at the facility; learn about the differences between treatment facilities, their limitations, and your limitations. Release Reporting I There are 27 state and federal regulations with chemical release reporting requirements that apply in Michigan. How do you determine what, to whom, and how releases must be reported? This presentation will give you the tools to make those determinations and some practical advice to help you through an emergency. Do I Need a Wetlands, Lake, Stream, or Floodplains Permit? Learn about the types of projects that require a construction permit from the DEQ s Land and Water Division. Also learn about the coordination between state and federal permit programs in Michigan for construction projects in wetlands, lakes and streams under Section 404 of the Clean Water Act. 3:10 3:25 BREAK 3:25 4:15 Waste Commercial Transporter DEQ If you offer commercial services to haul nonhazardous liquid waste and/or hazardous waste you should attend this session. It will explain the DEQ uniform transporter permitting and registration and renewal process and point out common violations. Industrial Storm Water NPDES Permit Program If rain water comes into contact with industrial materials (including raw materials, waste materials, products, or equipment) and/or manufacturing processes, your facility is likely subject to regulations. Attend this session to determine if you are in compliance with them. Elements of the storm water inspection will also be discussed. Release Reporting II This session applies the tools that you learned about in the first session to real-life release scenarios. You are encouraged to bring your calculator to get the most out of these exercises. Do I Need an Air Permit? If you plan to install or modify a process that emits an air contaminant, you may need to obtain an air permit prior to doing so. Learn about what type of projects require a Permit to Install from the DEQ s Air Quality Division, which ones are exempt, and how to decide when a modification requires a permit. 4:15 ADJOURN Don t forget to visit the MECC Expert Area throughout the day! 5 CONFERENCE OVERVIEW The Michigan Department of Environmental Quality (DEQ) is pleased to offer this comprehensive training opportunity designed to help you comply with your environmental requirements. Whether you are new to the environmental field or an experienced veteran, the Michigan Environmental Compliance Conference (MECC) has something for you. Four concurrent tracks include 23 sessions on waste management, water and wastewater management, facility construction and expansion, release reporting, and more! This means that you can tailor your learning experience by attending the sessions that are of importance to you and your job. All presentations will be given by experienced DEQ staff. If you don t get your questions answered during the sessions, visit the Expert Area. This area is devoted to one-on-one assistance and will provide you with an opportunity to network with DEQ staff and others who can help you comply with your environmental requirements.
