1 ISO Interna:onal Workshop Agreement Guidance for Clean Cookstoves A collabora:ve effort of The Partnership for Clean Indoor Air The Global Alliance for Clean Cookstoves and The Cookstove Community 1

2 Discussions about Stove Standards Bonn World Health Organiza:on Air Quality Standards Mee:ng Annually at the ETHOS mee:ngs PCIA Forums (Bangalore 2007, Kampala 2009, Lima 2011) Numerous Interna:onal Conferences - discussing the mul:ple benefits of stove standards; and - building support for Voluntary Stove Standards Alliance Standards and Tes:ng Working Group Breakthrough at PCIA Forum in Lima called the Lima Consensus - - u:lizing Tiers of Performance 2

3 Why are standards beneficial? Standards Can Provide policy makers, donors, stove programs and other stakeholders with a credible basis for comparing stove performance and safety Help all stakeholders have a common set of terminology [Clean, Efficient, Safe, Durable] for communicabng and understanding stove performance Give stove makers affirmabon of product quality Let stove users know that they are making a worthwhile investment Drive innovabon in the industry 3

11 Performance Indicators Current Efforts Fuel Use Emissions Indoor Air Quality Safety Is the stove efficient? How much pollu:on is emiied by the stove? Does the stove reduce indoor pollutant concentra:ons with a chimney or have emissions so low that IAQ goals are achieved without a chimney? Does the stove reduce the risk of burns, poisoning, and other injuries? Future Efforts Climate Impact Durability/Life Field Tes:ng What affect will the stove have on the local and global environment? How long is the stove going to last with normal use? How does the stove perform in the field? [This is especially important for built- in- place stoves.]

18 IWA Resolu:ons Resolu!on 1 The Interna:onal Workshop on Cookstoves recognizes that the VITA WBT protocol referenced in this document is not the only valid protocol for ra:ng cookstove performance in the laboratory. As such, the Interna:onal Workshop on Cookstoves recommends that: New protocols be developed and/or current protocols be updated to more adequately address all stove and fuel types (e.g. cooking stoves used for hea:ng, plancha/griddle stoves, batch- fed stoves, charcoal stoves, double pot stoves, and solar cookers); Tier level equivalence to those used in the IWA for the WBT protocol be developed for any protocols created or adapted (such as the Beijing City Local Standard DB11/T General technical specificabon of domesbc biomass stove/boiler and associated protocols, and the Indian Solid Bio- Mass Chulha - SpecificaBon (IS 13152)); Research be conducted for high priority ini:a:ves such as coupling lab and field tes:ng; improving indoor emissions protocols; climate change impacts; and developing a pool of resources for tes:ng stoves. All protocols be rigorously evaluated by an independent, technically qualified group; and The acceptability of a protocol for a par:cular stove and :er designa:on be determined by the ability of the test procedure to repeat the performance metric within one- third of the distance between :ers, under condi:ons that are consistent with the test specifica:on. Resolu!on 2 Laboratory tes:ng may not fully reflect performance as seen in the field as performance is dependent on many factors (such as user behavior, cultural acceptance and opera:ng condi:ons); and it is cri:cal that these factors be incorporated in future standards and protocols. 18

19 IWA Resolu:ons con:nued Resolu!on 3 The full range of exposure to household air pollu:on is currently being compiled by the World Health Organiza:on (WHO) in new indoor air quality guidelines for household fuel combus:on (due to be published in 2013). The Interna:onal Workshop on Cookstoves recommends that the evidence of health risks across these guidelines be reviewed to ensure consistency with future standards or IWAs. Resolu!on 4 The Interna:onal Workshop on Cookstoves recommends that a performance indicator (and corresponding protocols) for durability be developed and included in a future standard or IWA. In addi:on, the Interna:onal Workshop on Cookstoves recommends further research be conducted and protocols be developed as needed to adequately evaluate the safety of all stove types and fuels (e.g. solar, kerosene, propane, solid fuel). Resolu!on 5 The Interna:onal Workshop on Cookstoves recommends that emissions relevant to health, environment (ambient air quality and climate) and performance, in addi:on to those currently addressed in the IWA, be addressed in a future standard or IWA as data becomes available. Resolu!on 6 The Interna:onal Workshop on Cookstoves recognizes that the quality and type of fuel used by a tes:ng center may impact the emissions of a cookstove. Because of that, the Interna:onal Workshop on Cookstoves recommends that tes:ng centers document the key physical and opera:onal characteris:cs (e.g. fuel, moisture content, pot size and shape) of the system. 19

20 Regional Stove Tes:ng Centers It is widely recognized that ensuring stove quality requires investment in technical capacity. The Alliance will be suppor:ng the growth and development of regional stove tes:ng centers focused on two tasks: 1) Provide third party tes:ng of stoves; and 2) Make recommenda:ons for improvement. Ensure using Same Equipment Gexng Similar Results Need for Support, Coordina:on, Guidance Minimum quality standards will be set e.g. gravimetric methods required for PM For final stove ra:ngs, independent tes:ng required Tes:ng centers will not be allowed to issue report cards for stoves they ve developed 20
