5 Regional District of Okanagan Similkameen Olalla Annual Water Quality Report Introduction As the owner and operator of the Olalla water system, the Regional District of Okanagan- Similkameen is responsible for the following annual report summarizing the results of the 2014 Water Quality Monitoring Program. The report is a conditional requirement of the Permit to Operate issued by the Interior Health Authority (IHA). 2. System Description The Olalla water system is supplied by a single deep source groundwater well. Water is pumped from the well into the distribution system and to an elevated storage reservoir. There is no treatment of the groundwater supplying the system. 1

System Classification and Operator Certifications Regional District of Okanagan Similkameen Olalla Annual Water Quality Report System Classification The British Columbia Environmental Operators Certification Program (BC EOCP) is responsible for classifying potable water systems in BC. The Olalla water system remained classified as a Small Water System in Operator Certification The British Columbia Environmental Operators Certification Program (BC EOCP) is responsible for certification of all potable water system operators in BC. All Regional District of Okanagan-Similkameen Operators are certified through the BC EOCP. All operators annually continue to work on maintaining and furthering levels of certification. Residential watering was restricted to odd/even calendar days according to the property address. Lawn watering was permitted before 9:00am and after 6:00pm on the designated watering day. The Water Ambassador (WA) and Public Works Dept. provided a newsletter update mailed to residents discussing water conservation and the current state of their water system. The WA also conducted door-to-door canvassing to distribute water conservation materials and discuss water issues with residents. Water sprinkling audits were also conducted in the community on a random basis. The Water Ambassador Program funds provided by the OBWB covers all the area that lies within the Okanagan Basin and additional grants are sought to round out the whole region; as programs can be overlaid outside the Basin for places such as Olalla, Princeton, Hedly, Twin Lakes and Keremeos. During the months of March and April, together with Solid Waste Coordinator Cameron Baughen, the WA provided 14 additional information sessions throughout the region from Osoyoos to Summerland, Princeton to Naramata on water conservation. The Farmer s Market in Penticton is a region-wide draw and was the focus of booth displays and promotions during the summer. 3
8 Regional District of Okanagan Similkameen Olalla Annual Water Quality Report Source and Distribution Water Quality All distribution system water quality parameters are compared to the British Columbia Drinking Water Protection Act and Regulation (DWPA) and the Guidelines for Canadian Drinking Water Quality (GCDWQ) unless otherwise noted, which could be indicated as an operational guideline (OG). The DWPA and GCDWQ define these parameters and set aesthetic objectives (AO) and maximum allowable concentrations (MAC). For more information on specific water quality parameters please contact the RDOS or visit the Province of BC s Ministry of Healthy Living and Sport website to find the Drinking Water Protection Act and Regulation or the Health Canada website to find the Guidelines for Canadian Drinking Water Quality. All accredited laboratory tests for 2014 were performed by Caro Environmental (Kelowna, B.C.) Water Quality Complaints In October the owner of a mobile home park on 1 st St. called saying that the water had a metallic taste, an odour and was warm. Members of her family were no longer drinking the water and they purchased bottled water for drinking. The owner of the property was informed that the watermain on 1 st St. is their property and responsibility however the RDOS did flush the main for the owner. A bacteriological sample was drawn at st St. after flushing the main and the results were negative for both Total Coliforms and Escherichia coli. 4
9 Regional District of Okanagan Similkameen Olalla Annual Water Quality Report Potable Water Test Results A comprehensive water analysis (Schedule A) was performed on the untreated groundwater from the Olalla well on August 26, None of the tested parameters exceeded the GCDWQ. Water Quality Monitoring Program The Water Quality Monitoring Program was updated in November, Emergency Response Plan The Emergency Response Plan was revised in November, Cross Connection Control Program The RDOS continued work in 2014 towards implementing an official Cross Connection Control program. The Public Works Department does address specific cross connection control issues with the current water system bylaws as they arise System Maintenance/Upgrades In November the road crossing on 8 th St. was completed to connect 8 th St. to the new water supply main Capital Works No capital works were completed in Future System Upgrades The RDOS will be looking into upgrading the Programmable Logic Controller (PLC) along with the addition of a SCADA system for the Olalla system in
11 Regional District of Okanagan Similkameen Olalla Annual Water Quality Report Budget The total operational expenses for the Olalla water system in 2014 were $67,652 (Total Expenses less Depreciation, Debt Interest, Debt Principal, Transfer Interest to Reserve and Transfer to Reserve) with $125,365 budgeted (Total Budgeted less Depreciation, Debt Interest, Debt Principal, Transfer Interest to Reserve and Transfer to Reserves). A copy of the 2014 budget is provided in Appendix D. 9. Summary All tested water quality parameters for the Olalla water system met the Guidelines for Canadian Drinking Water Quality in 2014 with the exception one routine bacteriological sample which resulted in low level counts for Total Coliforms. The RDOS continues to work on reviewing and upgrading the various programs that support facilitating the highest quality of water possible. 7
