21 SERVICE AREA ESTABLISHMENT IN FVRD Regional Districts provide services on many scales: They provide local services to unincorporated rural communities, to entire electoral areas, to several electoral areas and municipalities, and sometimes to the entire region.

24 LEGISLATIVE REQUIREMENTS A Service Area Expansion Bylaw and a Loan Authorization Bylaw must be adopted by the FVRD Board of Directors before proceeding with this initiative Both require Ministerial approval after FVRD 3 rd reading; and Approval of the service area participants before Ministerial approval

27 PETITION PROCESS PETITION PROCESS: Property Owners in the proposed service area petition the FVRD to establish the service or amend service and approve the contemplated borrowing Petitions must be signed by the owners of at least 50% plus of the parcels in favour of the proposed service area (e.g. 85 properties in total - 43 must petition in) The owners of parcels that in total represent 50% plus of the net taxable value of all land and improvements within the proposed service area
28 REFERENDUM REFERENDUM (Assent Voting technical term) Assent of the electors by voting (ballot) similar to general election Deemed approved if a majority (50% plus of the ballot) of the valid votes counted are in favour of the bylaws Costs of the election are borne by the service area Voting is conducted in accordance with the Local Government Act

32 SERVICE AREA AMENDMENT AND LOAN AUTHORIZATION BYLAWS Petition Process for the Park Drive and Mountain View Road Sewer Collection System: If the outcome of the petition process is in favour of the Service Amendment Bylaw, Capital Construction Service Area Bylaw, and Loan Authorization for up to $945,000: All Bylaws will be adopted. Then a Referendum for Loan Authorization Bylaw for up to $6.5 million for the Sewer Treatment Plant will be conducted for Existing Service Area and Park Drive and Mountain View Road Area. If the outcome of the petition process is not in favour of the all Bylaws mentioned above, the project is disbanded for the Park Drive and Mountain View Road. However, Referendum for Loan Authorization Bylaw for the Sewer Treatment Plant will be conducted for Existing Service Area only.
33 SERVICE AREA AMENDMENT AND LOAN AUTHORIZATION BYLAWS Referendum Process for New Class A+ Sewer Treatment Plant: If the outcome of the Referendum is in favour of the Loan Authorization Bylaw for up to $ 6.5 million for Existing Service Area or All Areas, Loan Authorization Bylaw will be adopted. If the outcome of the referendum is not in favour of the Bylaw, the initiative is disbanded and for Park Drive and Mountain View Road the three bylaws will be rescinded (even if the Petition Process is deemed successful).

35 COST OF SERVICE Existing Service Area Present Operation Cost $300/Year Revenue comprises of User Fees and Parcel Tax both This barely covers minimum maintenance cost of the existing sewer system Only a small amount of fund is put away for emergency capital works
36 NUMBER OF CONNECTIONS & EQUIVALENT USERS AREA NUMBER OF CONNECTIONS Sunnyside Campground (equivalent) Cultus Lake Plaza (equivalent) 22.5 Cultus Lake Park Gov't Buildings (equivalent) 12.0 Lakeside Resort (being constructed) 21.0 Residential Lease Lots (Existing) Total Park Drive and Mountain View Road Subdivisions would have additional 85 connections. The Parkview side (East Cultus Lake) has potential of approximately 250 additional connections. For this presentation, this is not included.

The removal of the septic tank and pumping system would not be expensive, the new system would use part on the old system. However, the removal of the lateral pipes from the fields would be the bulk of the cost, particularly for the north field, which can be done when needed. The internal collection systems of Sunnyside Camp would not need any tank, therefore, the internal upgrade cost is not expected to be as expensive as the last upgrade that was done.
