In the climate change discussions, energy production and mobility are in the spotlight, but when it comes to growing concerns about biodiversity, agriculture and urban development are the focus. Decision-makers could be forgiven for not knowing where to begin. The solution to this dilemma begins with a scientific assessment of which environmental problems present the biggest challenges at the global level in the 21 st century, and a scientific, systematic perspective that weighs up the impacts of various economic activities not only looking at different industrial sectors, but also thinking in terms of consumer demand. From its inauguration in 2007, the International Panel for Sustainable Resource Management, a group of internationally recognized experts on sustainable resource management convened by UNEP, realized there was a need to help decision- makers identify priorities, and has tried to provide this help from a life-cycle perspective in a systematic and scientific way. The purpose of the Resource Panel report Assessing the environmental impacts of consumption and production: Priority products and materials is to assess the best-available science from a global perspective to identify priorities among industry sectors, consumption categories and materials. For the first time, this assessment was done at the global level, identifying priorities for developed and developing countries. It supports international, national and sectoral efforts on sustainable consumption and production by highlighting where attention is really needed. We now know that studies and perspectives converge on the dominance of agriculture and food consumption as well as those activities using fossil fuels. This means that food, mobility and housing must - as a priority - be made more sustainable if we are serious about tackling biodiversity loss, climate change and overall pollution prevention. In most countries, household consumption, over the life cycle of the products and services, accounts for more than 60% of impacts of all consumption. We must start looking into our everyday activities if we truly want a green economy for developed and developing countries.

It will focus on the priorities for the European Commission in this area and new policy initiatives that are in the pipeline. The ISWA Key Issue paper on waste prevention, waste minimization and resource management sets out the road and the instruments to achieve this. 11:25 11:45 The Potential of Product-Service System Design Sara Cortesi, Politecnico di Milano INDACO It is a shared opinion that Product-Service Systems (PSSs) could decouple the creation of value from consumption of materials and energy, thus significantly reducing the life-cycle environmental load of current product systems. What can be the contribution of PSS design to waste prevention and recycling rate increase? Are there interesting good practices in this field? What are their potential economical, environmental and social benefits?

Brunner, TU Vienna / ÖWAV Vicepresident 15:15 15:35 Climate Benefits of Re-Use Harry Slotema, BKN, Association of Dutch Re-Use Centres Second-hand shops in the Netherlands have a far greater impact on the environment than is often thought. Collecting one ton of goods can save one ton of CO2 emissions. This has been shown in calculations by TNO, an independent Dutch research Organization ( ). In 2009, BKN (the Association of Reuse Companies in Social Economy in the Netherlands) challenged TNO to produce hard figures to show how the trade in unwanted household goods has a positive impact on employment and the environment. Approximately half of all the goods collected by second-hand shops are sold, and 30% are reused. Only 20% are sent for incineration.
4 Thanks to recycling and reuse, the useful life of goods is extended by at least half. This reduces waste incineration and therefore CO2 emissions, and it also means that fewer new goods need to be produced. TNO s study and presentation have given the members of BKN plenty of to work on. The CO2-tool will help to motivate the whole sector to refine their objectives. The reuse of unwanted goods is based on an ideology, but a more market-oriented approach is needed. The businesses in this sector must emphasise their role as a partner for local authorities, helping to create employment and reduce the household waste problem. 15:35 15:55 Re-Use Network in Austria and Other EU Member States Matthias Neitsch, RepaNet Josef Eisenriegler, R.U.S.Z.
