28 Foreword * This Final Environmental Impact Statement for the Brooklyn Bridge Park project responds to all substantive comments made on the Draft Environmental Impact Statement (DEIS) that was accepted as complete by the Empire State Development Corporation as lead agency under the State Environmental Quality Review (SEQR) process. A DEIS was prepared for the proposed actions, and a notice of completion for the DEIS was issued on July 26, A public hearing was held on the DEIS on September 19, 2005, and the public comment period remained open until November 2, Subsequent to the issuance of the DEIS, the project has been modified. Most significantly, as described in Chapter 1, the upland area between Piers 2 and 5 would have an elevated and sloped topography that would reduce noise from the Brooklyn-Queens Expressway and provide views of the harbor. These slopes would rise from 20 to 30 feet in height, creating hills that would run parallel to the waterfront. The site plan has also been modified. Among other things, approximately 100 surface parking spaces have been added within the park along Furman Street, the bridge over the cove in the Interbridge area has been removed, the bridge over the cove north of the Manhattan Bridge has been shifted closer to the shore, and three tennis courts have been added to the roof of a Pier 1 building. Differences between the DEIS and FEIS include: The financial information for the maintenance and operations budget and revenue analysis for the proposed project and various alternatives is included in Appendix C of the FEIS. The traffic analysis has been revised to reflect additional background traffic associated with the Downtown Brooklyn Rezoning and the Ikea project in Red Hook, and to consider the condition in which Furman Street remains one-way. Because the Furman Street edge of the park would now be landscaped with hills to reduce noise in the park, the assessment of alternatives no longer considers the provision of brownstones at that location. Based on a more refined noise analysis, the off-site significant adverse noise impact at Old Fulton and Furman Streets identified in the DEIS has been eliminated. A new alternative has been added that evaluates two building design options for the residential buildings on Pier 6. Where appropriate, the FEIS text was revised in response to comments or changes in the project.
