13 Some Challenges for the Hydropower Industry Environmental Impacts Environmental impacts of siting, construction, and operation of hydropower projects need to be addressed at site-specific and system levels, in part through development of innovative technologies and facility designs. The regulatory environment governing hydropower projects has not always been favorable to new or advanced technologies. Technology Costs and Performance High costs associated with powertrain technology and civil works, and related regulatory compliance (FERC licensing) can reduce the costcompetitiveness of new hydropower projects. Revenue and Market Structures The value and costs of grid services and other energy system-wide services provided by hydropower and PSH are poorly understood. Hydropower projects have long served as the backbone for grid services and reliability, and many of these services are not financially compensated. 17 Project Management Coordination Office eere.energy.gov
