2 STATUS/IMPACTS Finn/Derg/Foyle Water Management Unit Action Plan PRESSURES/RISKS Overall status Status elements Possible Impacts - EPA Water Quality PRESSURES/RISKS Nutrient sources Point pressures 78 river water bodies 1 High, 22 Good, 18 Moderate, 35 Poor and 2 Bad. Some headwaters good, others moderate & poor, main channel poor. 2 Lakes at High (Lough Mourne and Lough Muck), 2 Lakes at Good (Lough Finn and Lough Shivnagh) and 1 Lake at Moderate (5 lakes in total within WMU). Macroinvertebrates (Q score) dictate status, nutrient values pass physio-chemical standards. Chemical status passes where monitored. Lakes are driven by nutrient status apart from Lough Derg which is driven by status. BUNDADOWEN - (NW_01_1373, Status Poor) - Continuing less than satisfactory condition. BURN DAURNETT - (NW_01_814, Status Poor) - New Alum sludge treatment plant installed and being commissioned. Continuing less than satisfactory CARRIGANS - (XB_01_12, Status Poor) This river is continues to be polluted. CLOGHER (FINN) - (NW_01_1479, Status Poor) - Water quality was unsatisfactory in this Reelan and Finn River tributary when last survey by the EPA. CROSS ROADS STREAM - (NW_01_1307, Status Poor) - Continuing at Poor status in Source local Creamery discharge. CUMMIRK - (NW_01_812, Status Poor) - Deterioration to less than satisfactory. DEELE (DONEGAL) - (NW_01_1913, Status Poor) - The upper River Deele (0040) was of high status when surveyed in early August 2007 and of good status in the mid section at Station Pollution was evident downstream of Convoy (0500) where status was poor. (Q3 in 2007) ELATAGH - (NW_01_1278, Status Poor) - Status continued to be poor in the Elatagh following a deterioration noted first in FINN (DONEGAL) - (NW_01_846, Status Moderate, and, XB_01_1, _2 & _3, Status 2009 Poor) An investigation into the possibility that sheep dip is the main cause of this deterioration in the upper reaches is underway and remedial measures aimed at restoring the rivers former high status are being put in place. The lower section of the Finn is poor from Ballybofey/Stranorlar to the last site monitored at Castlefinn (1100) upstream of its confluence with the Foyle. GREENHILL STREAM - (XB_01_12, Status Poor) - The Greenhill Stream was once again polluted when surveyed, agriculture identified as source. MOURNE BEG (NW_01_691, Status Poor) - The Mourne Beg is an extremely acidic river with its acidity enhanced by the forestry plantations in the catchment. REELAN (NW_01_1338, Status Poor) - A special survey was undertaken of the Reelan in 2008 following ongoing water quality problems noted in 2007 and The Clogher (Finn) a main tributary of the Reelan appeared to be suffering from quite serious decline in water quality and it is believed that this river is one of the main sources of pollutants that are impacting the main Reelan and Finn Rivers. Sheep dip is the main suspected pollutant under investigation in the catchment. ROUGH BURN (XB_01_1, Status Poor) - The Rough Burn was of good status in early August (Q4 in 2007). However, the poor status of this sub-catchment is driven by the Finn monitoring station which also lies within the subcatchment. ST JOHNSTON (NW_01_1907, Status Bad) Status based on 2007 monitoring information. Impacted by sewage discharges. More recent water quality surveys have noted an improvement in comparison with STRANAGOPPOGE (NW_01_597, Status Good) - Recovering to Good status (Q4 in 2007). SWILLY BURN ( NW_01_441, Status - Bad) - Continuing seriously polluted. Over 88% of total phosphorus load is diffuse (agriculture, forestry, septic tanks plus natural background). The remaining total phosphorus is from point sources predominantly WWTPs. 9 WWTP (Ballybofey, Castlefinn, Convoy, Killygordon, Lifford, St Johnston, Killea, Raphoe and Carrigans) 7 Water Treatment Plants including: Water Treatment Plants (WTP) Source Lough Mourne Lough Mourne Fintown L Muck and mountain stream Ardagh Meenreagh Tober (Castlethird) (Lifford Old) (Lifford Spring shortly to be discontinued) 4 Local Authority (Section 4) licenced discharges (creamery, bus depot, beverage plant, fish farm), 2 EPA licenced (IPPC) facilities (meat processing plant and sawmill) Wastewater Treatment Plants (WWTP) and Industrial Discharges Quarries, Mines & Landfills Agriculture On-site systems Forestry Dangerous substances Abstractions OBJECTIVES Good 2015 Alternative s status WWTPs- Ballybofey risks to water quality relate to future population loads & existing poor quality. Castlefinn risks relate to existing and future population loads & existing poor quality. Local improvement underway. Lifford - at risk due to future insufficient WWTP capacity. Killygordon risks to water quality relate to poor quality downstream of outfall. Raphoe - insufficient capacity and poor river quality downstream of outfall. St Johnston - insufficient treatment plant capacity Carrigans - insufficient treatment plant capacity resulting in pollution of Carrigans river Industry Creamery - risks to water quality relate to insufficient assimilative capacity for BOD and poor quality within 3km of outfall. Bus depot - risks to water quality relate to poor quality within 3km d/s of outfall. Beverage processing plant - risks to water quality relate poor quality within 3km of outfall. farm - risks to water quality relate to insufficient assimilative capacity for both BOD and nutrients. 1 Closed Landfill Churchtown, restoration to be carried out Agriculture represents a high risk to water quality in the WMU (includes tillage areas). There are 8743 septic tanks in this WMU, 1087 tanks in 19 river water bodies are posing a risk to water quality due to their density, location and unsuitable hydrogeological conditions, (NW_01_857, NW_01_619, NW_01_814, NW_01_1726, NW_01_441, NW_01_1603, NW_01_607, NW_01_874, NW_01_1907, NW_01_906, NW_01_1852, NW_01_1226, NW_01_1373, NW_01_1307, NW_01_1911, NW_01_1346, NW_01_1327, XB_01_12 and NW_01_766) Sedimentation pressures from forestry are placing the following water bodies at risk; NW_01_1603, NW_01_906, NW_01_1226, NW_01_1373, NW_01_1327 Sheep dipping activities in the Reelan catchment (NWW_01_1338) are suspected cause of poor water quality 2 water bodies at risk (NW_01_1852, NW_01_1911). 1 Heavily Modified water bodies - Foyle/Faughan Estuary (Cross Border Transitional water body) Surface Water Lough Muck(NW_01_691), Lough Mourne (NW_01_1297) (River water body probably at risk). To be increased form 8 to 11 megalitres/day Groundwater Clady (Northern Ireland Supply), Lifford Spring (being discontinued) SELECTED ACTION PROGRAMME-NB All relevant basic measures, general supplementary measures and SEA mitigation measures apply Point Sources Point sources WWTP measures are summarised in the table overleaf. Examine the terms of discharge authorisations to determine whether they require review for the purpose of compliance with water body objectives including protected area objectives and environmental quality standards. Diffuse Sources Agriculture Good Agricultural Practice Regulations inspections/enforcement. Septic tanks - The 1087 at risk septic tanks are to be prioritised for inspections. Subsequent upgrade or connection to municipal systems depends on inspection and economics tests. Forestry measures in place to address sedimentation issues. Other Future Developments Toxic incident investigation on the Reelan River. Investigation of water quality deterioration in Swilly Burn and Stranagoppoge. Channelisation Investigation required to determine the impact of morphology. Future abstractions licensing programme and protection of drinking waters within the WMU. Throughout the river basin management cycle future pressures and developments will need to be managed to ensure compliance with the objectives of the Water Framework Directive and the Programme of Measures will need to be developed to ensure issues associated with these new pressures are addressed. There are 23 river water bodies and 4 lake water bodies at satisfactory condition and should be retained at good or high status. 12 river water bodies and 1 lake water body have an objective to achieve good status by Heavily Modified water body - Foyle & Faughan Estuaries (NW_250_0100) New Modification Raphoe flood alleviation pre-feasibility study about to be undertaken Extended Timelines There are 43 extensions proposed to 2021 for river water bodies. No extensions to lakes.
