Cork E N69788 Class number: 5.12 Class description: The production of basic organic chemicals 1.2 Description of site activities The production site of Dynea Ireland Ltd. is located at Marino Point, Cobh, Co. Cork. A number of products are manufactured at the Marino Point site in the following categories: Formalin solution 50% Urea Formaldehyde Panelboard Resins for the domestic market Melamine Urea Formaldehyde Panelboard Resins for the domestic market Urea solution for the domestic market Urea Formaldehyde Industrial Resins for the domestic market Melamine Formaldehyde Impregnating Resin for the UK market Urea Formaldehyde Impregnating Resin for the UK market The raw materials for the process are methanol, urea and melamine. The plant has the capacity to produce approximately 100,000 Tonnes per annum of liquid resin. An Integrated Pollution Control Licence (No. 34) was granted to the company by the Environmental Protection Agency on the 14 th of March An Integrated Pollution Prevention and Control Licence (No. P ) was granted to the company by the Environmental Protection Agency on the 27 th of October The production site of Dynea Ireland Ltd. is located at Marino Point, Cobh, Co. Cork. Dynea Ireland (then operating as Dynochem Ireland Ltd.) commenced resin and formalin production in mid 1997 and 1998 was the first full year of production. Dynea is a multinational company with its headquarters in Helsinki. The company was formed by the merger of two multinational companies, Dyno Industrie, a Norwegian chemical company and Neste Chemicals, a Finnish state owned chemical company, in The Dynea group of companies is now owned by the Finnish company Dynea Oy. No. P AER Dynea Ireland Ltd Dynea is a global leader in creating high value adhesion and surfacing solutions for the wood working industry and industrial applications and, in 2003, had combined revenues of approximately 1.0 billion. With 54 production units in 24 countries in Europe, the Americas and Asia Pacific, Dynea employs some 3,200 persons. No. P AER Dynea Ireland Ltd. 2 Summary Information 2.1 Self-Monitoring Data Emissions to Water / Sewer There is one licensed discharge emission point to water from this site and no licensed discharge emission point to sewer. Emissions to Water The emission point reference number for the one discharge emission point to water is: o SW1 This discharge is sampled, monitored and analysed as per schedule C Monitoring of Emissions to Water of IPPC Licence No. P A summary of these results for the year 2008 is detailed in Table 1. This emission is described as contaminated storm water in the IPPC licence and thus by its nature it is a non- continuous emission. It should be noted that this is a new emission point specific to this site, in the previous licence (P ) there was an emission point to the IFI sewer, with different emission limit values. Therefore year on year comparisons are not accurate, however year on year data has been included to ensure fullness in reporting. Table 1: Summary Table for Emissions to Water (Ref. Fig 5: Water consumption on site Municipal supply (m3) m Year 2.3 Environmental Incidents and Complaints Summary Reports Table 10: Incident Summary Date of Incident Brief description of incident Corrective Action 11/01/2008 While lifting IBC of antifoam to top floor the forks of the lifting hoist pierced the IBC causing a spill of approximately 600ltrs Overflow of Tank T-415 while filling. Failure of high level transmitter. Spill contained in bund and transferred to T While loading PO 78 with 11F438 from T423 the tanker overfilled 100kgs While charging raw materials to R1 it was noticed that product was coming out of the side of R1 where the viscometer had been removed. Immediately the bottom valve of R1 and R2 were opened and vacuum applied to R2. All the contents of R1 were transferred into R2. On investigation afterwards it was confirmed that 200kgs was lost onto the ground. The spill was contained appropriately using absorbent material. New Siemens transmitters installed Nov 08 The filing system did not stop when set point reached. The system was rebooted and filling retested. The filling system was monitored closely for a week with No recurrance of this problem. Erect signs to say that if viscometer is removed the flange must be blanked. March

Also complained of sticky residue on her husband's car. P O Regan explained that would not have come from this site. 2.4 PRTR Electronic Report The AER Returns Worksheet has been completed and submitted electronically to the Agency as per instructions. In addition the printed sheets are attached to this report in Appendix Agency Monitoring and Enforcement During 2008 there were a number of monitoring visits by Agency staff. Waste Management Objective: Reduction in solid waste generated on site Target(s): Reduction in year on year solid waste generation by 5% per annum Decrease in waste sent to landfill Increase in waste sent for recycling /recovery Responsibility: Environmental officer and Assistant Production Manager 2008 Report: Overall waste generated on site for 2008 has increased compared to The biggest increase is in cured resin. There has been a decrease in general waste disposal and the recycling of plastics and glass have remained the same. 2. Environmental Management Objective: Continuously improve environmental performance on site and maintain ISO Standard Target(s): Reduction in Environmental Management (procedural) issues raised at ISO and EPA Audits Improve site wide environmental management Maintain compliance with all IPPC licence conditions Responsibility: Environmental officer 2008 Report: Re certification of ISO 14001:2004 was achieved 3. Energy Use Objective: Optimise operations to ensure energy is used efficiently Target(s): Maximise output of steam generator Operate plant as efficiently as possible Responsibility: H&S Engineer 2008 Report: Steam generator was running throughout 2008 contributing to the reduction of electricity consumed 4. Water Management Objective: Manage water efficiently on site Target(s): Reduce to a minimum unnecessary contamination of storm water Install appropriate wastewater treatment unit Reuse as much water as possible on site Responsibility: H&S Engineer / Environmental officer /Assistant Production Manager 2008 Report: RO pilot plant was installed and water being treated through this was reused in production. This was still being run on a trial basis March

Protection of Groundwater Objective: Investigate thoroughly groundwater contamination and remediate as appropriate Target(s): Elimination of groundwater contamination (where possible and where source is Dynea) Responsibility: Environmental officer/assistant Production Manager 2008 Report: Phase one of the remediation work of the underground drains has taken place with drains being cleaned and relined to stop any potential contamination 6. Maintenance of quality of Air Emissions Objective: Maintain low air emissions from production and eliminate odour emissions Target(s): Maintain licensed air emissions at current levels and have no other air emissions Responsibility: Environmental officer 2008 Report: There have been no odour emissions in 2008 and the licensed air emissions for TOC, CO and Dimethylether have been lower than in 2007 March

15 IPPC Reg. No. P AER Dynea Ireland Ltd. 3.2 Environmental Management Programme Report 2008 Dynea Environmental Management Programme 2008, Report on Progress 1. Waste Management Objective: Reduction in solid waste generated on site Responsibility: Environmental officer/assistant Production Manager Report: Training has taken place in 2008 making people aware of waste reduction. There are facilities available for the segregation of glass, paper, timber and dry recyclables for all at the site. There has been a reduction in general non-recyclable waste from 39.8T in 2007 to 7.7T Waste dockets are filled out for each load and tracked each month 2. Environmental Management Objective: Continuously improve environmental performance on site and maintain ISO Standard Responsibility: Environmental officer Report: o Internal audits have been carried out which has found that the maintenance programme for environmentally critical equipment was effective and there were records for internal and external calibration checks. o There are control measures in place to ensure that the site operates with in the limits set out. In an effort to continually improve results from water monitoring are compared with those tested externally. Both internal and external results have shown that the water is within limits. o Raw material efficiency on site is routinely assessed by looking at formox efficiency data and resin data on raw material addition. o Training has been carried out on environmental awareness on site. o Emergency response plan and environmental procedures will be updated as the need arises or when modifications take place that requires these to be altered o CRAMP & ELRA were reviewed with no changes required. o Tank tests have been carried out on T417, T418, T419, T405, T402, T403, T401in 2008 o Work on environmental risk audit programme software has not taken place 3. Energy Use Objective: Optimise operations to ensure energy is used efficiently Responsibility: H&S Engineer / Environmental officer Report: o Energy meters were installed during 2008, this should aid in identifying areas of higher energy consumption and where savings may be made o Installation of sensors for lights in production areas did not go ahead o A new and bigger condenser was installed to help improve operation of steam engine 4. Objective: Manage water efficiently on site Responsibility: H&S Engineer / Environmental officer Report: o A pilot project was started mid 2008 which was to put all storm water through an RO unit and use the water from this in production. There is also a possibility to discharge the water from the RO unit as it will be within the limits for discharge. This trial has been working since mid 2008 and it does make use of the site water more efficiently. By using more of this storm water we are using less mains water and we are reducing the amount of water that is discharged. o Phase 1 of the underground repair work has been completed. The drains around the urea store have been cleaned and lined and are now leak proof. In 2009 drains around the office building are being relined. 5. Protection of Groundwater Objective: Investigate thoroughly groundwater contamination and remediate as appropriate Responsibility: H&S Engineer / Environmental officer Report: o WYG carried out an investigation into the groundwater contamination which has been sent to the epa. Also the ground water has been monitored through the biannual monitoring tests and the groundwater shows signs of improvement. Improvements in groundwater should come about through the relining of the drains 6. Maintenance of quality of Air Emissions Objective: Maintain low air emissions from production and eliminate odour emissions Responsibility: H&S Engineer / Environmental officer Report: o There have been no odour emissions in 2008 and the air emissions in 2008 have been within the limits set out in the IPPC licence. No. P AER Dynea Ireland Ltd. 3.3 Proposed Environmental Management Programme Waste Management Objective: Reduction in non-hazardous waste generated on site by 20% and Hazardous waste by 50% Responsibility: Environmental officer/assistant Production Manager Projects: o Identify areas where excessive waste is generated and develop programmes to improve these areas. o Focus on improving communication on site about the waste targets and progression made to meet these targets. 2. Environmental Management Objective: Continuously improve environmental performance on site and maintain ISO Standard Responsibility: Environmental officer Projects o Carry out internal audits on environmental management system o Continue a comparison programme of external and internal water results o Carry out training programmes for environmental issues on site o Update environmental procedures on site o Revise CRAMP & ELRA as appropriate o Continue Tank & Pipeline inspection programme, this began in 2007 and needs to be completed by October Energy Use Objective: Optimise operations to ensure energy is used efficiently Responsibility: H&S Engineer / Environmental officer Projects: o Install Gas meter at an appropriate point during 2009, this should aid in identifying higher energy consumption and where savings may be made o Install level transmitter in H101 to improve the quality of the steam going to the steam engine to improve efficiency o Install a steam drier to improve the quality of the steam going to the steam engine to improve efficiency 4. Dynea Group Environmental Policy HEALTH, SAFETY, ENVIRONMENT AND QUALITY POLICY Dynea's long-term development is secured through the way we handle Health, Safety, Environment and Quality matters. This policy is for us the basis to build trust between Dynea and our stakeholders. We will Ensure that health and safety are our first priority; Minimise harmful environmental impacts; Base our work on openness and continual improvement; Develop products, services and operations with consistent quality, which are environmentally preferred and safe; Implement this policy according to the agreed health, safety, environment and Health, Safety, Environmental and Quality Management System based on ISO or equivalent standards. Dynea Cork Environmental Policy Dynea Ireland Ltd Health, Safety, Environment and Quality Policy The Business Principles and Objectives of Dynea apply to all the activities of Dynea Ireland, in the manufacture and supply of its products, be they resin, methanol or formalin or any other material. In respect of HSE, Dynea Ireland Ltd s policy is to ensure, that we comply with the requirements of all current legislation, thereby creating a working environment where risks to Health, Safety and the Environment are eliminated in so far as is reasonably practicable In accordance with the particulars of our above policy we recognise the following as key deliverables: As a company we strive to ensure that we fulfil all moral obligations and legal requirements to safeguard the Safety, Health, Welfare and Environmental impacts impacting on all our employees, management team, contractors, visitors to our facilities, the environment and members of the public who may be affected by our business activities. We believe that Health, Safety and Environmental Management is the responsibility of all our employees, management team, contractors and all visitors to our facilities as all of these key people have the ability to impact on Health, Safety and the Environment. HSE Management is a critical factor to the success of our business. Quite simply Good HSE Management makes good business sense. The organisation also uses clearly defined objectives and targets, reviewed regularly, as a tool to drive improved performance for the benefit of all stakeholders. The foundations of these high quality standards are well-conceived and documented design and development procedures, good logistic procedures and appropriately timed customer service. At each stage, the personnel involved are responsible for the quality of goods produced and/or service provided. Improvements in the Health and Safety, Environmental and Quality standards shall be achieved by continually identifying and solving problems in all areas of activity, ensuring appropriate systematic forums for analysis and decision making, are critical in this respect. Adequate and relevant training in all areas is a necessary addition to continual improvement. All management systems are designed to ensure, at a minimum, compliance with all legal and other requirements and to provide for continuous improvement of all aspects of HSEQ performance. March

The Dynea Ireland Business Management System is based upon full and carefully written procedures and Task Instructions, as well as standards, specifications and process mapping. The Dynea Ireland Health, Safety, Environmental and Quality Manual gives a basic description of the whole Business Management System, describing the procedures, documentation and the responsibilities delegated throughout the Management Structure. All contractors working on site shall also be subject to the strict procedures detailed in the Business Management System and will be put through a strict approval procedure before being allowed on site in order that their operations do not compromise the integrity of the Business Management System.
