1 A P P E N D I X LIST OF BASIC NUCLEAR INSTALLATIONS AS AT A To regulate all civil nuclear activities and s in France, ASN has set up a regional organisation relying on 11 divisions based in Bordeaux, Caen, Châlons-en-Champagne, Dijon, Lille, Lyon, Marseille, Nantes, Orleans, Paris and Strasbourg. The Paris division is also responsible for activities in Martinique, Guadeloupe, French Guyana, Réunion, Mayotte and Saint-Pierre and Miquelon. The Caen and Orleans divisions are responsible for regulation in the Brittany and Ile-de-France regions respectively. This organisation enables ASN to carry out its duties nationwide and in the overseas départements 1 and territories. s regulated by the ASN regional divisions Bordeaux Division 1 Blayais 2 Golfech 3 Civaux Caen Division 4 Brennilis La Hague 6 Caen 7 Paluel 8 Flamanville 9 Penly 13 Châlons-en-Champagne Division 10 Nogent-sur-Seine 11 Soulaines-Dhuys 12 Chooz Lille Division 13 Gravelines 14 Maubeuge Lyon Division 1 Grenoble 16 Bugey 17 Romans-sur-Isère 18 Veurey-Voroize 19 Dagneux Tricastin 21 Cruas-Meysse 22 Saint-Alban 23 Creys-Malville Marseille Division Cadarache 2 Marcoule 26 Marseille 27 Narbonne Nantes Division 28 Pouzauges 29 Sablé-sur-Sarthe Orléans Division Saclay 31 Saint-Laurent-des-Eaux 32 Dampierre-en-Burly Chinon 34 Orsay 3 Belleville-sur-Loire 36 Fontenay-aux-Roses Strasbourg Division 37 Fessenheim Cattenom Nuclear power plant Factory R&D Laboratory Disposal of waste Others CORSE 1. 2 LIST OF BASIC NUCLEAR INSTALLATIONS AS AT A basic nuclear () is one that, by its very nature or owing to the quantity or activity of the radioactive it NPP contains, is subject to specific regulatory arrangements as defined by the TSN Act of 13th June 06 (now codified in books I and V of the of the Environment Code by order 12-6 of th January 12). These s must be authorised by decree issued following a public inquiry and an ASN opinion. Their design, construction, operation and decommissioning are all regulated. The following are considered to be s: 1. Nuclear reactors; 2. Large s for the preparation, enrichment, fabrication, treatment or storage of nuclear fuels or the treatment, storage or disposal of radioactive waste; 3. Large s containing radioactive or fissile ; 4. Large particle accelerators. Except for nuclear reactors, which are all s, decree 07-8 of 11th May 07 concerning the list of basic nuclear s sets thresholds, for each category, determining the point at which they become subject to the system. For technical or legal reasons, the concept of a basic nuclear can cover a number of different physical situations: for example in a nuclear power plant, each reactor may be considered as a separate, or a given might in fact consist of two reactors. Similarly, a fuel cycle plant or a centre can comprise several s. These different configurations do not alter the regulatory conditions in any way: The following are subject to the system: - facilities under construction, provided that they are the subject of a creation authorisation decree; - facilities in operation; - facilities shut down or undergoing decommissioning, until they are delicensed by ASN. As at 31st December 12, there were 12 s (legal entities). of the LOCATION OF INSTALLATIONS REGULATED BY THE BORDEAUX DIVISION BLAYAIS 1 BLAYAIS 1 GOLFECH 2 GOLFECH 2 CIVAUX 3 CIVAUX 3 BLAYAIS NUCLEAR POWER PLANT (reactors 1 and 2) 8 Saint-Ciers-sur-Gironde BLAYAIS NUCLEAR POWER PLANT (reactors 3 and 4) 8 Saint-Ciers-sur-Gironde GOLFECH NUCLEAR POWER PLANT (reactor 1) 800 Golfech GOLFECH NUCLEAR POWER PLANT (reactor 2) 800 Golfech CIVAUX NUCLEAR POWER PLANT (reactor 1) 863 Civaux CIVAUX NUCLEAR POWER PLANT (reactor 2) 863 Civaux Reactors 86 Reactors 110 Reactor 13 Reactor 142 Reactor 18 Reactor 19 08
