4 WHAT IS THE TRANSITION PERIOD? For french people, according to regulatory frame, it is the period between the final shutdown date and the dismantling decree. On a practical point of view, this is the period from final shutdown to the beginning of the first significant dismantling works. 5 WHY A 5 YEARS DURATION FOR THE TRANSITION PERIOD? The transition period is an opportunity to launch some activities : Preparing the dismantling phase : caracterization, licensing Reducing the radiological and chemical risks : defuelling, decontamination At Sellafield, it is called POCO phase (Post Operational Clean Out) No duration is given, but based on previous projects and international feedback, we assume that this period will last from 4 to 5 years : Fuel removal from site is expected to last 4,5 years dismantling files review by safety authority last 3 years ( not including stop and go periods due to safety authority questions). Then after the decree publication, it is possible to wait one year before the dismantling decree is put in force. How to organize the transition period 09/2016 5

6 WHEN TO START THE TRANSITION PERIOD RELATED ACTIVITIES? Key factor : to start to think about it obviously before shutdown ( at least 5 years before). Following fields need time to come to maturity : Setting waste routes setting the licensing frame with the Regulator consolidating D and D funds planning the staff decreasing curve preparing the contracts training the labour force How to organize the transition period 09/2016 6

7 EDF HAS A LONG EXPERIENCE IN DECOMMISSIONING AND WASTE MANAGEMENT EDF plants under decommissioning : 2- Brennilis Commission date: 1967 Shut-down date: Chooz Commission date : 1967 Shut-down date: 1991 Heavy Water Reactor Pressurized Water Reactor UNGG Reactor Fast-neutron Reactor 3- Saint Laurent A Commission dates : 1969 & 1971 Shut-down dates: 1990 & Chinon A Commission dates: 1963, 1965 & 1966 Shut-down dates: 1973, 1985 & Bugey 1 Commission date : 1972 Shut-down date: 1994 More than 15 years experience : EDF has taken 9 units from operating to decommissioning : 1 Pressurised Water Reactor, 1 Heavy Water EDF is a also in preparing AGR decommissioning that will begin by mid 2020s - all closed in early 2030s 6- Creys-Malville Commission date : 1986 Shut-down date: 1998 More than 25 years in waste treatment through Socodei (our waste treatment subsidiary based in France created in 1990) Waste treatment operations Melting, incineration, onsite waste treatment operations EDF recently created a dedicated division to accelerate its development in the waste treatment and decommissioning market How to organize the transition period 09/2016 7

9 A DEDICATED DEPARTMENT FOR PWR UNITS D AND D TARGET: to take advantage of the experience feed back and to be able consolidate it in a fleet approach PROJECTS Chooz dismantling project CURRENT PROGRESS Dismantling decree obtained in 2018 Internals segmentation to start in 2017 FOAK site ( 900 MMW-twin units) Basic design in progress Dismantling decree file to be ready by the end of 2018 Standardisation project Overall budget for GEN2 dismantling set up Documentation collection methods set up How to organize the transition period 09/2016 9

10 EDF INITIATED LONG TIME AGO A DOCUMENTED APPROACH TO SET UP THE FUNDING Since the middle of 90th EDF is working on preliminary studies for the dismantling of PWR fleet in order to secure the amount of the dismantling founds. The basis of the study is the dismantling of 4 «900MW reactors» located in Dampierre A first phase ended in 1998 A second one ended in 2009 in order to be more accurate and to take into account the national and international experience feedback In 2015, the file has be reviewed a commission of national experts on behalf of the Ministry of Economy. They have concluded that the method to estimate the budget was correct and that the budget target is adequate How to organize the transition period 09/

11 PWR 900 MW: PARTICULAR CASE OF THE FIRST SITE 2015 France through the «energy transition law» decides to limit the nuclear power to 63.2 GW Since end of 2012 When the Flamanville 3 EPR will be put in operation, two 900MW reactors must be permanently shutdown Set up of a project organisation in order to be prepared when the decision of shutdown will be taken without knowing formally the name of the site that will be choosen. 12 PWR 900 MW: SETTING A D AND D PROJECT ORGANISATION 1 2 The GEN 1 and the international feed back have been collected and analysed. A Project risk analysis has been conducted :The following concerns appeared The D and D project must be a waste driven one securing the budget to suit the allocated dismantling founds Particular attention must be paid to knowledge management and specifically to configuration management Good preparation of the transition period is the key of the success of the dismantling phase Thinking of industrial policy have to be done as early as possible How to organize the transition period 09/

15 WHAT KIND OF ACTIVITIES DURING TRANSITION PERIOD Progressive shutdown of systems Operation team Removal of hazardous materials and fluids Collect of equipment that are identified as spare parts for other plants of the fleet Post operationnal cleaning ( drainage,decontaminationof circuits) and zonage optimisation Operation waste removal from site Dismantling of turbine hall building waste temporary storage areas, waste treatment workshops Characterisation of nuclear waste onstruction/modification of support systems ( ancillary systems) modifications team CONCLUSION: the transition period must be considered and managed as an outage lasting 5 years How to organize the transition period 09/

16 ROLE OF FORMER OPERATING PERSONNEL DURING TRANSITION PERIOD Decree in force the nuclear safety responsability remains under the responsability of the EDF Department in charge of the nuclear production the nuclear safety responsability belongs to the EDF Department in charge of dismantling. Avoids a brutal change in the management of the staff Eases the re- deployment of some staff in other power plants. Point of attention: the staff costs are quite significant and therefore, particular attention has to be paid to make suitable the number of staff regarding activities and to avoid «iddling» staff that would be detrimental for both the Company and the personnel themselves How to organize the transition period 09/

18 PWR TWIN UNIT DISMANTLING - EDF STAFFING Driver for staffing during the transition phase : fuel removal from site Until the fuel is removed from site, Internal Emergency Plan( PUI) needs that around 225 EDF personnel be kept to ensure PUI duty roaster The policy, not yet approved would be to aim at multicompetencies and group for example : electrical and I/C mechanical and valves maintenance How to organize the transition period 09/

19 TRAINING PEOPLE When CIDEN (former Decommissioning division in EDF) was created in 2003, the engineers in place were accustomed to work on the operating plants modifications. Only a few knew about dismantling and waste management. Therefore, at the very beginning, CIDEN organized training courses to give to all the concerned engineers the basic knowledge on dismantling process and related engineering fields. 3 main training sessions were organized about : general knowledge about dismantling activities design site surveillance activities safety culture In parallel, some specific training was organized about waste management (nuclear or conventional, radioprotection, environment aspects ). 20 CONCLUSION Transition period : A key phase to ensure the sucess of the dismantling phase Technical point of view : mainly a clean out phase (the Sellafield term POCO is quite adequate) The management of the phase can be considered as an outage that would last 4 to 5 years Success of this transition period : only ensured if some strategic aspects are analyzed and solved before final shutdown, such as : Waste routes Fundings Staff and stake holders consideration How to organize the transition period 09/
