Madhusmitaa Mishra, Secretary, Jeevan Rekha Parishad LUNCH Introduction: E waste is growing at a rate of 10 percent a year with 95 percent headed to urban slums for segregating, dismantling and recycling in potentially hazardous conditions. India is expected to receive 434,000 metric tons this year of e waste, or electronics waste, such as televisions, computers, phones and appliances. About 25,000 people in India s urban slums are employed in a makeshift e waste recycling industry, which has little to no oversight for the health
3 and safety of workers. Only about 5 percent of the e waste in handled through the organized recycling industry. There is no rules or laws in place for e wastee management, or recycling facilities designed to protect workers and the environment in India. Mumbai generates 23,000 metric tons ( 25,350) of e waste a year, while Pune is responsiblee for about 5,000 metric tons annually and Bhubaneswar has been producing more then 3000 metic tones annually. Mr. Rabi Narayan Nanda Hon ble Minister of School & Mass Education, Govt. of Odisha said that just tow cities in the country Delhi and Bangalore have effective e waste management systems in place. In Bhubaneswar OSPCB is planning to have a system for e waste management. This was expressed by the environments in Odisha during the State level E Waste Management workshop organized by Toxics Link, New Delhi in association with Jeevan Rekha Parishad (JRP) in Bhubaneswar. Objective: Create a platform to school children and share their experience and contribution towards protecting the safe environment. Foster interaction between schools where the program has been conducted Welcome any innovative thoughts of children on to protect the safe environment Inaugural Session One Day workshop on E waste Management & Recycling in Bhubaneswar began with the inaugural session. Dr. Manoranjan Mishra, Executive Director, JRP welcomed all the participants in the workshop. He pointed out that Bhubaneswar is a city with large focus on the electronics and software industry. The city, being an important business city in the East of India, has a large market for Electrical and electronic equipment. In the current times, the life span of such equipments are becoming shorter, thus resulting in larger discarding and replacement leading to large quantities of E waste being generated in the city. Therefore, organizing this workshop in Bhubaneswar and creating awareness on the issue was important. This will help the students, youth groups and individuals in the city to work towards a sustainable solution. Dr. Bimalendu Mohanty, Former Vice Chancellor Utkal University, Chief Guest of the workshop said that electrical and electronic goods us a wide spectrum of highly toxic metals including lead cadmium, dioxin, furan, from which releasess toxic forums. Mr. Sambit Sasmal, Programme Manager, JRP started the first technical session with the presentation on with what is e waste, types and composition of e waste. He described the concerns about e waste, scenario of e waste in Bhubaneswar, its main sources etc. In his presentation, he mentioned about the tremendous growth in the electronics market globally which makes it world s largest and fastest growing manufacturing industry. The last decadee has also seen India emerging as one of the largest markets for electrical and electronic products and the recent studies have estimated that India might be generating around 5 lakh tones of waste of electrical and electronic equipment annually. He classified various types of E waste arising from electrical and electronic items and listed various items such as Computers, Mobiles, Television, DVDs, Radio, Washing Machine, Refrigerator, Microwave, Mixer etc and also highlighted the toxicity related to these. He
4 described some of the challenges due to the informal recycling industry, leading to health and environmental concerns. He also mentioned the issue of illegal imports of E waste. On a positive note he said that E waste recycling industry was growing with around 23 registered recyclers (with CPCB) in the country. He ended up with the fact that it should be borne in mind that the entire e waste recycling process has far reaching environmental consequences, so all participants should think and act with the larger picture in mind. Dr. Barish Panigrahi, Retired Prof. of Michigan Technological University, Social Activist of Govt. Level Pollution Control Programmes address said that seventy percent of large IT firms in India are compliant with ROHS on use of hazardous and currently there are only 8 10 authorized e waste recyclers in India. Toxics Link in collaboration with JRP organized the E Waste management workshop to inform attendances of current issues in the management and disposal of electronic waste, current electronic waste regulation, certification of recyclers and best management practices to follow when selecting a responsible recycling company. This event targeted the business that want to ensure their electronicc waste is properly recycled. Representatives from WIPRO, NOKIA, Infosys, TCS, Reliance, OCAC besides members from media and NGOs participated and put their recommendation to have National E Waste management policy. Mr/s. Sonali Sahoo, Advocate, High Court, Local Political Leader during his interaction informed that in India trade in electronic waste is controlled by the Basel Convention but the convention exempts repair and refurbishment. Informed that Nokia has the largest collection centre for its discarded products in India which they recycle. The Union Government has formed a special cell in the Ministry of Environment and Forests, Govt. of India. The Ministry is in the process of drawing up an action plan to contain and manage e waste. It is also possible that the government could impose ban on dumping electronic waste in the country. Italian Volunteers Ms. Sara Manzo & Ms. Sanvito Ottavia working with JRP along with Mr. Sambit Sasmal, Programme Manager, JRP showed there Growing concern over India E Waste Mountains of e waste discarded parts of computers, mobile phones and other consumer electronics equipment are quietly creating a new environmental problem in India. Besides waste generated within the country, India amongst other Asian countries is witnessing dumping from western countries. Thirty million computers are thrown out every year in the US alone, and many of these are dumped in India and China. Concerns are being raised on the impact of this dumping on both the country' 's environment, and its people. The problem is that these computers, which are quite old, have a lot of toxic material in them. Computer components for instance, contain lead and cadmium in circuit boards; lead oxide and cadmium in monitor cathode ray tubes (CRTs); mercury in switches and flat screen monitors; cadmium in computer batteries; polychlorinated biphenyls (PCBs) in older capacitors & transformers; and brominated flame retardants on printed circuit boards, plastic casings, cables and polyvinyl chloride (PVC) cable insulation that release highly toxic dioxins and furans when burned to retrieve copper from the wires. When extraction or recondition is attempted over these electronic items, toxic chemicals and heavy metals are released into the air, which are disastrous for the environment. Due to the hazards involved, disposing and recycling E waste has serious health, legal and environmental implications. These materials are complex and difficult to recycle in an environmentally sound manner even in well developed countries. The recycling of
5 computer waste requires sophisticated technology and processes, which are not only very expensive, but also need specific skills and training for the operation. As a result, e waste from countries like United States, South Africa, Hong Kong etc. heads to India, China and Bangladesh becausee computer recycling is good business, with much money to be made. Computer recycling involves employing people to strip down the computers and extractt parts that can be used again in machines to be sold on the high street. The rest is then burned or dumped, both of which are potentially highly hazardous to the environment. The process of extraction uses all kinds of chemicals, like acids which then get dumped into the soil and go into the groundwater. They had made some Games, Quiz & Drawing competition with the studentss making them more aware about the E Waste & Recycling concept. After prizes were distributed for each competition according to there qualification in the activities. Different types of question answer sessions went on between the participants and the volunteers along with JRP staff. Mr/s. Madhusmita Mishra, Secretary, JRP wrapped up the last session and thanked all the resource persons and speakers. She thanked participants for their active participation and she also thanked the media for covering the event and National/International volunteers for extending their cooperation in organizing this workshop. She expressed hoped that organization of the workshop would help in implementation of the new E waste Handling and Management Rules and an informed response from the participating schools/youth & media persons to contribute to clean recycling channels.
