16 Transmission Pipelines Diameter: 20 to 60 inches Coated to protect against corrosion gives the pipe a noticeable light blue color. Cathodic protection is often used; running an electric current through the pipe to ward off corrosion and rusting.
17 Compressor Stations Located every 40 to 100 miles Natural gas needs constant pressurizing Gas is compressed by either a turbine, motor, or engine using the natural gas or other fuel Compressor stations are known to cause environmental problems: air pollution, water pollution, soil contamination, and noise pollution. 18 Other Pipeline Components Valves Valves work like gateways; usually open and allow natural gas to flow freely If replacement, maintenance, or if a leak is detected; valves on either end of that section of pipe are closed Valves can be placed every 5 to 20 miles along the pipeline, and are subject to regulation by safety codes. Who regulates what - in siting and in safety -varies: SITING FERC: INTERSTATE TRANSMISSION SAFETY PA DEP: Permits pipeline crossings of wetlands, waterways, areas of endangered species, historic value INDUSTRY: GATHERING LINES INTRASTATE STATE TRANSMISSION COMPRESSOR STATIONS INDUSTRY/UTILITIES: CITY GATES DISTRIBUTION LINES. US DOT PHMSA (Department of Transportation- Pipeline Hazardous Materials Administration) INTERSTATE TRANSMISSION PA PUC GATHERING LINES (NOT CLASS ONE) INTRASTATE STATE TRANSMISSION DISTRIBUTION LINES
21 FERC and The 1938 Natural Gas Act Regulate tendencies of interstate pipelines to charge higher than competitive prices due to their market power. 1992: Order 636: requires that interstate pipelines offer services that allow for the efficient and reliable delivery of natural gas to end users. COST EFFICIENT RELIABLE DELIVERY Environmental protection & land use ordinances Interstate Pipelines Spurred Federal Regulation Source: Duke Energy Gas Transmission Canada often do not apply to pipeline companies Conservation easements that guard against development - Don't mean much when pipelines enter the picture
22 Cliff Notes: The FERC Process Siting: Pipeline Company engineers site and map best location: not required to contact state, local agencies or affected landowners prior to submitting pre-filing Prefiling: The Company requests FERC review the project. The Company: defines affected landowner and stakeholders; landowners whose residence (physical dwelling) is in excess of 50 ft. of the proposed construction area are not required to be notified Motion to Intervene: Cost free filing allows you to have comments on a project considered by FERC, to receive copies of filings and preserves your right to appeal a decision in court Filing: Docket Number is established, reviews, comments heard Conditional Approval: Conditions to be met before construction; such as state permits Approval: certificate of public necessity and convenience for construction and operation of natural gas pipelines used to transport gas across state line.
