1 Haere mai Welcome to this information session on the proposed Bell Road Reservoir Replacement Project. This session is your opportunity to: meet the team find out more about the project understand our public engagement and consultation process and highlight things we need to consider as we draft applications for approvals and consents. You ll also be able to sign up for updates to keep in touch as the project progresses. Please read through the information presented here today and ask the team any questions you have.

2 Why do we need a new Bell Road reservoir? The Bell Road water reservoir is seismically vulnerable and at the end of its life. Parts of Brooklyn and Mount Cook could be vulnerable and experience water supply disruptions following a big earthquake. To improve water supply resilience we are working with Wellington City Council and proposing to replace the existing reservoir with a new seismically resilient structure and new, resilient pipes. At the same time, the old Aro water reservoir is too small to meet population growth needs. This project provides the opportunity to join with the Aro water supply zone to ensure: the water needs of both Bell Road and Aro supply zones can be adequately met following a significant earthquake. there is reduced disruption on a day-to-day basis for network maintenance, repairs and upgrades.

3 Boosting Wellington s water supply resilience The Wellington region s water network is vulnerable and could leave parts of the city without water for up to 100 days after a major earthquake. Over the next 30 years we are investing in improving water resilience and reducing water restoration times to 30 days. For the first seven days following a major earthquake every household needs enough water stored to be self-sufficient we recommend 20 litres per person per day to meet basic water needs. Projects like Bell Road are a priority over the next five years, in helping improve Wellington region s water supply resilience.

4 Why is Upper Bell Road the preferred site? We have investigated a range of possible sites for the new reservoir against some key criteria, and Upper Bell Road was selected as the proposed site because it: is at the right elevation offers suitable, available land is near the existing Bell Road and Aro zones the reservoir could be underground and covered, limiting land and visual impact the reservoir is close to the existing Bell Road inlet and outlet pipelines the additional pipelines required are largely along non-residential roads, limiting impacts and providing greater future accessibility. Why not use the existing site? The existing reservoir needs to stay in service while we construct the new reservoir, because, there is no other water storage option for the Bell Road supply zone. Additionally, the existing sites elevation is too low to service the Aro zone, and if the new Bell Road reservoir is not constructed at a higher elevation, we d need to build two new reservoirs.

5 Key facts Rectangular reservoir, approx. 11m high, 68m long and 20m wide Will involve the excavation of approx. 26,000m 3, or approx. 5,200 truckloads of material 10 million litres (megalitres) capacity sufficient for operational and hazard resilience out until year D view of the completed reservoir on the excavated site. 6 Project issues All construction projects, large and small, create issues such as dust and noise. The proposed Bell Road Reservoir Replacement project presents several issues that will require careful management. The consenting process includes identifying any issues and explaining how we ll manage them. Our experts are looking into those issues now and we ll report on their recommendations as we receive their reports. In the meantime, here are the key issues we ve identified. Traffic volumes How we will manage the issue High volumes of traffic moving on and off site via Bell Road. Use only single body trucks to remove excavated material from the site. Peak activity during excavation for around 6 months and again during backfilling. Restrict hours for heavy vehicle use to and from site to weekdays, 7:30am 6pm. Traffic management. Traffic access How we will manage the issue Difficult, narrow site access is via Bell Road. Identifying best options for construction traffic routes (see Traffic Route board). Potential closure or road widening to improve access during construction. Temporary closures and/ or traffic control to be expected to lay new and upgrade pipework. One-way or two-way roading. Traffic management.

7 Noise and visual effects Construction Noise How we will manage the issue Residents will experience varying degrees of noise throughout the construction phase associated with excavation and earthworks. Residents overlooking the site in Dorking Road and Washington Ave will be most impacted. Careful truck route and loading point selection. Maintenance of construction equipment. Use alternatives to tonal reversing alarms and prohibit engine braking. Limit hours of operation for earthwork and construction. Visual How we will manage the issue Residents overlooking the site in Dorking Road and Washington Ave will experience visual impacts of excavation and construction activity. Removal of some existing vegetation. Reservoir will be fully covered, and the site revegetated. Enhanced views, and planting on the covered reservoir would protect resident vistas long-term. We are working with WCC Parks and Recreation on a concept for redevelopment of the site, in collaboration with the community.

8 Traffic routes As part of the work to assess the project impacts, we have identified seven route options for construction heavy vehicle traffic to access the site. Option 1. Heavy vehicles access and exit the site using Ohiro Road, Cleveland Street, Washington Avenue and Heaton Terrace. Option 2. Heavy vehicles access and exit the site using Brooklyn Road, Washington Avenue and Heaton Terrace. Option 3. Heavy vehicles access and exit the site using Brooklyn Road, Bidwill Street and Bell Road. Road upgrades are likely for Bell Road and Bidwill Street prior to construction. Option 4. Bell Road is converted to a one-way road from Heaton Terrace to Bidwill Street for the duration of the construction period. Heavy vehicles access the site using Washington Avenue and Heaton Terrace. They exit the site using Bell Road and Bidwill Street. Option 5. This route via Bell Road and Bidwill Street has been excluded due to weight restrictions on lower Bidwill Street. Option 6. A new return access route would be formed through the town belt connecting the site to Rolleston Street. Option 7. A new access route is formed between Bell Road and Brooklyn Road at Rogers Corner. These routes are currently being assessed for potential impacts on: local roads and traffic pedestrians and cyclists access to properties and on-street parking the natural environment including the Town Belt recreational users of the town belt and Brooklyn Smallbore Rifle Club construction efficiency and project cost. Have we missed a potential impact or an alternative route? We are interested to hear your views.

9 What happens next? In July 2018, we plan to lodge an application with Wellington City Council for an easement under the Town Belt Act 2016, seeking permission to build and operate the reservoir in the Town Belt. This process will involve public consultation, including an Open Day soon after the application is lodged, with submissions and public hearings. Subject to the easement being granted, we will then apply for consents and a designation under the Resource Management Act 1991 and Wellington City District and Greater Wellington Regional Plans.
