3 Project Introduction What is being proposed? Approximately. km of new natural gas pipeline through Liberty Village which will deliver essential natural gas to new developments in the area. Why do we need this project? Home to residents, businesses and tourists alike, Liberty Village is an important residential and business hub in the heart of downtown Toronto. As this area continues to grow, natural gas infrastructure and connections are required to service new developments and provide a more economical energy option for residents.

4 Location Study Area Map Preliminary Preferred Route Section of the preliminary preferred route includes 900 m of 8-inch pipe beginning at King St. West and Jefferson Ave. It heads east along King St. before being directed south onto Atlantic Ave. where it continues east along Snooker St. It then turns onto Hanna Ave. and continues south toward East Liberty St. Finally, it continues east along East Liberty St. and connects with the existing gas main at Pirandello St. Section 2 includes 200m of 6-inch pipe beginning at Strachan Ave. and Ordnance St., continuing east, before heading south where it concludes. Alternate Route Section of the alternate route includes 870 m of 8-inch pipe, beginning at King St. W and Jefferson Ave. It heads east along King St. before being directed south onto Atlantic Ave., where it continues east along Snooker St. It continues east through the Metro grocery plaza, and along the laneway connecting to East Liberty St. Finally, it continues east along East Liberty St. and connects with the existing gas main at Pirandello St. Section 2 includes 200m of 6-inch pipe beginning at Strachan Ave. and Ordnance St., continuing east, before heading south where it concludes.

5 Project Timeline Although the public comment period ends in March, stakeholder consultation will continue throughout the course of the project. The length and results of the OEB Review Period may vary. Any delays may influence the proposed project timeline for construction. Construction is expected to take approximately 4 months. Post construction monitoring will be conducted in accordance with OEB conditions.

6 Benefits of Natural Gas Highlights Lower energy prices to residents and businesses One of the safest energy sources available Underground pipelines ensure energy supply during storms and power outages Clean burning natural gas generates less waste and pollution than other conventional energy sources A versatile fuel that can be used inside and outside your home or business from water heaters, clothes dryers and fireplaces to barbeques, outdoor lighting and swimming pools Natural Gas Cost Savings January 208 Over the last five years, natural gas has been on average 65 per cent less expensive than electricity and oil.

7 Ontario Energy Board This study is being conducted in accordance with the Ontario Energy Board (OEB) Environmental Guidelines for the Location, Construction, and Operation of Hydrocarbon Pipelines and Facilities in Ontario. Once the environmental study is complete, Enbridge will submit a leave-to-construct pipeline application to the Ontario Energy Board (OEB). This approval is required in order to proceed with the planned project. What is the role of the Ontario Energy Board? Ensures that the proposed pipeline considers public interest Reviews the Environmental Report component of the application Receives applications from individuals or parties who have interest in becoming official interested parties or intervenors Provides a public forum during the review of the application for stakeholders to participate in the decision-making process Other Permits and Approvals Street Occupation Permit Landscape Construction Permit Permit to Injure or Remove Trees Municipal Road Damage Deposit Permit Emergency Planning Permit TTC Route Diversions due to Street Closures Acceptance letter for archaeological and cultural heritage assessments Ontario One Call Utility Locates Notification

8 Route Selection Process What is considered in the selection of the preferred route? PLANNING DOCUMENTS Official Plans, environmental management plans, secondary plans and development applications EXPERIENCE Previous experience in pipeline development including technical and financial impacts UTILITIES & INFRASTRUCTURE Existing and proposed plans for services ENVIRONMENTAL DATA Archaeology, soil/groundwater conditions, existing land uses and Built Heritage FIELD SURVEYS Driving and walking the Study Area to collect Data SOCIO-ECONOMIC DATA Population and demographic data PUBLIC INPUT Collected from today s Open House and comments submitted during the review period Safety, reliability of supply, cost, impacts to environmental and socio-economic features, where potential customers are located, and discussions with stakeholders are all criteria examined during route selection.

9 Pipeline Construction & Design Typical Pipeline Construction Sequence Pipe Design The high-grade steel or plastic pipeline is designed to meet and/or exceed the regulations of the Canadian Standards Association (Z662 Oil and Gas Pipeline Systems) and the applicable regulations of the Technical Standards & Safety Association (TSSA).

10 Our Commitment Our Commitment to You We are committed to working with residents and businesses in the Liberty Village area on construction planning, mitigation measures and post-construction monitoring. We are committed to ensuring areas that are impacted during construction are restored as close to pre-construction condition as possible. We are committed to applying mitigation measures to prevent or reduce the level of impact. We will work with the residents and business owners to ensure issues are resolved collaboratively. Pipeline Safety & Integrity The safety of the public, our communities and our employees is Enbridge s top priority. To ensure the safe construction and operation of our pipelines, we are committed to safety in our processes, our people and our technologies.we continually perform routine maintenance across our pipeline system. In some cases, inspections locate a feature that requires a visual inspection to determine if a repair or other action is required. This is called an Integrity Dig.

11 Mitigation Measures Street Aesthetics & Parking The construction area is carefully cleaned up after the trench is backfilled. All construction materials are removed, a final grading of the area is done and excess soil removed. Anything disturbed by the construction (such as fences and pavement) is replaced. Lastly, ground cover is replaced by sodding or seeding where necessary. Construction along the proposed route will take place mainly within existing road allowances. Some parking areas surrounding the selected route will be used to store construction materials as work is completed. Temporary Soil Management Excavated soil will be trucked offsite until trench is ready to be backfilled. Storage of soil on site is not anticipated. Temporary Traffic Disruption Enbridge will develop a Traffic Management Plan with the City of Toronto. It is anticipated that lane reductions will occur to accommodate the construction zone during trenching. Enbridge will ensure that proper traffic control is employed in these areas to safely maintain traffic flow and accommodate public transportation. Access to some intersections, laneways, parking garages and sidewalks may be impacted as work is completed around them. One lane will be maintained at all times. Enbridge will work to create alternative accesses to these areas for pedestrians, cyclists and vehicles. Consultation with affected stakeholders will be included in this process.

12 Mitigation Measures Temporary Dust Generation Due to the minimal trench width, it is not anticipated that there will be excavated soil piled at any one time, which could have the potential to create dust from blowing winds. If so, dust is typically managed by spraying the excavated soil with water, or covering the exposed soil with tarps. Enbridge personnel will be on-site to ensure that the work area is kept clean to minimize dust that may be kicked up from construction, as well as keep loose soil out of stormwater culverts. Temporary Modifications to Property Enbridge will make a photographic record of the right of way and adjacent properties before construction begins. During construction, a Pipeline Inspector will be on site to monitor construction activities. Enbridge also conducts post-construction monitoring, to ensure that the area has been returned to its pre-construction state. Temporary Construction Noise Work will be completed according to the City of Toronto Noise Bylaw (Chapter 59, City of Toronto Municipal Code). This Bylaw permits operation of construction equipment Monday to Friday 7:00 a.m. to 7:00 p.m., and no construction noise on Sundays and statutory holidays. Night work is not anticipated.
