3 The 7 th Framework Programme for Research and Technological Development ( ): What it is Multi-annual regional programme for funding research in Europe and beyond in principle all parts are open to international cooperation Managed by the European Union Contributions: 27 EU Member States + 14 Associated Countries* FP7 Budget: > 50 bn over 7 years Grants to co-finance research activities (in priority areas) Structured around 4 Specific Programmes: 1. Cooperation collaborative research 2. Capacities capacity building for research (network, research infrastructure, etc.) 3. People individual fellowships 4. 6 FP7 Cooperation Programme The Cooperation Specific Programme supports collaborative research through projects carried out by transnational consortia comprising min. 3 different countries 10 thematic areas, of which 6 are Climate Change related Bulk of Climate Change collaborative research falls under the Environment Theme But other themes also support climate relevant research (e.g. 'Energy', 'Transport', 'Food & Agriculture', 'Space') Budget for Environment Theme ( ): 1.89 bn Priorities for Climate Change collaborative research: Understanding the past, present and future of the climate system and its processes Quantifying climate change impacts on humans and nature Identifying and assessing mitigation and adaptation options
7 Example: modelling and CC predictions FP6 and FP7 activities have provided key contributions to improving the global and European CC forecasting capacity: Increasing the integration of different processes in Earth System Models Reducing the uncertainty Improving model resolution Addressing the seasonal to decadal time scale Improving the capacity of assessing impacts
8 Examples: Carbon cycle and REDD+ MRV CARBO-EUROPE: quantified the C sources & sinks from terrestrial ecosystems (e.g. forest, soils, agriculture, peatlands) in Europe and decreased the uncertainty associated with each value through novel methodologies, new measurements and state-of-the art modelling. CARBO-OCEAN: quantified the marine C sources and sinks in the North Atlantic and assessed their strength over the past 15 years. This was achieved through prototype observing systems and model development. REDD-ALERT & I-REDD+ Quantifying GHG emissions and removals in tropical forests and peatlands Developing and testing a monitoring, reporting and verification (MRV) systems. Assessing the benefits and costs of REDD+ policies for livelihoods at local communities
9 Example: Vulnerability and Adaptation Vulnerable regions exposed to multiple (cross-sectoral) impacts Objectives: To examine the impact of 2 o C warming from a multi-sector approach under different emission scenarios. To assess the uncertainty propagation from climate model output to impact, adaptation and cost in various sectors. To perform a cross-sector integration of climate change impacts within a socioeconomic-vulnerability- adaptation capacity and cost of adaptation framework, in collaboration with local stakeholders and policy makers. Sector oriented background including: water resources sector, infrastructure sector, agricultural sector, tourism sector, energy sector.
10 FP7 Capacities programme: contribution to ENV sciences Research Infrastructure
11 The Group on Earth Observation (GEO) Ø Launched in response to a call for action by the 2002 World Summit on Sustainable Development for coordinated observations relating to the state of the Earth. Ø GEO is a voluntary partnership of governments and international organizations established by the 3rd EO Ministerial Summit in Ø As of April 2012 GEO s Members include 88 Governments, the European Commission and 64 Participating Organisations. Ø GEO Plenary is co-chaired by EC, South Africa, USA and China. Ø EO Ministerial Summit every 3 yrs, next one in Ø GEO is coordinating efforts to build a Global Earth Observation System of Systems, or GEOSS on the basis of a 10-Year Implementation Plan for the period 2005 to Ø The vision for GEOSS is to realize a future wherein decisions and actions for the benefit of humankind are informed by coordinated, comprehensive and sustained Earth observations and information. 13 GEOSS Strategic Targets: Climate SBA Before 2015, GEO aims to: Achieve effective and sustained operation of the global climate observing system and reliable delivery of climate information of a quality needed for predicting, mitigating and adapting to climate variability and change, including for better understanding of the global carbon cycle. This will be demonstrated by: Improved scientific understanding, modelling & prediction of climate. Accessibility of all the observational data needed for climate monitoring and services in support of adaptation to climate variability and change. Development and facilitation of a comprehensive (atmosphere, ocean, land) global carbon observation and analysis system in support of monitoring based decision-making and related environmental treaty obligations. Availability of all Essential Climate Variables needed by the WCRP, the IPCC and the UNFCCC. Version 01 page 13

18 REDDAF: Objective REDD for AFrica: Reducing Emissions from Deforestation and Degradation in Africa REDDAF supports African Congo Basin countries in monitoring deforestation and forest degradation R&D to develop preoperational EO based Forest Monitoring services REDDAF is embedded in national REDD programmes in Cameroon and Central African Republic
19 GMES in a nutshell Earth observation is a powerful, advanced technology à space and ground-based ( in situ ) capacities monitor the Earth GMES is an EU-led initiative - Main EU contribution to GEO/GEOSS! for an autonomous and operational European Earth observation capacity EU Need for information in support of: European policies: environment & climate change, CAP, Maritime Policy, CFSP/ESDP... EU international commitments: protocols and conventions (eg Kyoto, Montreal, CLRTAP..) National or regional «adaptations» of these policies or commitments GMES aims to provide relevant information not only to policy-makers at all levels and but also many other users (national authorities/agencies, private industry, researchers, European citizen..)

22 GMES projects under FP7-SPACE 5 core services Atmosphere: MACC Emergency response: SAFER Land: geoland2 Marine: MyOcean Security: G-MOSAIC In addition to main GMES services, additional projects are co-financed by the EC under the FP7 to shaping GMES services bringing quality services to citizens monitoring natural hazards taking on the climate change challenge supporting the cooperation with Africa in the domain of environmental monitoring. Overall budget: ~560 M in the period

24 GEO GMES GEO is an integral part of the International Cooperation strategy of GMES: Improve the access to global capacities and datasets Synchronize GMES services responding to global needs with other initiatives Improve GMES support to developing countries Foster new international cooperation opportunities With its federating role, GMES will be instrumental for GEO but at the same time will benefit from it through access to worldwide data feeding its services, hence consolidating its decision-making capacity.
