3 EPC in Catalonia Supply model (chauffage) :used since mid 90s until 2005 EISSA (public Co) experience on Catalan public Health Care Centers: clinics and Hospitals High economic costs of supply model not affordable anymore Frist EPC inputs (genuine model) come to ICAEN from some main ESCOs (Honeywell, Schneider and Johnson Co.) mid 2007 to early : start working on an EPC model for Catalan Public buildings 2011: Signed an Energy Savings and Efficiency Plan for Public Catalan Buildings (Catalan Government, not Municipalities). 2012: Catalan EPC model is built up. (subcontracted 2 experts) 2013: First procurement projects awarded.
4 Current drivers for EPC in Catalonia EPC projects Object Obtain : Energy savings, and financial and environmental benefits, as foreseen in the Catalan Plan for Energy Efficiency and Savings for public buildings of Generalitat of Catalonia. At present exists in Catalonia 3 main energy Plans : 1. Energy efficiency and savings Plan for Catalan Government Public Buildings, firstly signed on August 2011 and updated on June 16 th 2015 (valid until 2017). 2. Plan of Energy and Climate Change for Catalonia 2010 to Approved on October Catalan Strategy for the Energy Renovation of Buildings. Government agreement Feb. 25 th 2014.
5 ICAEN s roll in EPC ICAEN acts as a Facilitator for all Catalan Public buildings: - Promoting implementation of EPC model in public buildings of Catalan government through building managers and stakeholders - Conducts EPC Feasibility analysis in buildings interested in implementation of energy efficiency measures. - Advices on preparation of tender documents (each department is different) - Advices on the awarding process and Measures implementation - Watches over the fulfillment of verification of Savings (M&V Protocol) and Follows up savings
6 ICAEN s EPC-Light model Objective Project s goal: save energy through the energy management of the building and its monitoring 1. Knowledge of Energy use (consumptions) 2. Best practices and benchmarking analysis 3. Identify operating anomalies and performances 4. Improvement of Maintenance and comfort 5. Definition and prioritization of future investments based on collected information. Economic goal: Low or very low investment
7 ICAEN s EPC-Light model EPC Light is an energy service including: 1. Energy monitoring for: Electricity, gas, water Outdoor and indoor Air temperatures 2. Establish Best Practices on the use and operation for each building ( Summer & Winter) 3. Optimize the Utility services on energy purchase 4. Small investments in control strategies (timers, valves, ) 5. Conduct trainings to the energy managers, users, stakeholders, middle and other managers. 6. Follow up and supervision
8 Public Procurement: tender for energy management in 12 High Schools Administrative specifications Contract duration: 4 years Budget for the whole period: VAT excluded Yearly payments: Year Fee (VAT excluded) Fee (VAT included) TOTAL Preliminary audit not required ESCo Remuneration: - Shared savings, between 90% and 70% for the ESCo - Maximum of
9 Tender: Awarding criteria Automatic evaluation criteria (65 points) 1. Economic criteria (20 p) 2. Shared savings (35 p) Offers with more than 30% shared savings or under the 10% will be disqualified 3. Training & awareness of users & building managers (10 p) To be evaluated: Required a minimum of 16 hours of training per center. Each offer obtains one additional point for each additional training hour.
10 Awarding criteria for technical proposal Evaluation criteria under subjective assessment (35 points) 1. Proposed technical tasks for efficiency and savings (20 p) Evaluation of proposed measures to reduce energy consumption and water. Points proportional to : - center requirements ( meeting center needs), - energy and water consumption decrease - Level of detail and coherence of proposed actions 2. Proposal of initial diagnosis (10 p) Evaluation of the recommended performance parameters of each center. 3. Preliminary M&V Plan (5 p) Description of preliminary M& V Plan identifying the parameters for the adjustment of consumption base line.

16 Findings & Actions Weekend with heating on In many centers boilers operated without any control device or system. Time switches have been installed. Some Heating circuits have been programmed adapted to its use Start up of control station out of use
17 Findings & Results Starting running conditions Found of water leakage by visual follow up: Once a week an ESCo technician makes a visual read out on water meters and sends it via . Avoided investment on a monitoring system. Regularity and discipline on the follow up have same results to invest in high cost monitoring system Implementation of a protocol for energy closure : Wording of different energy closure protocols and its practical implementation Achieved significant reductions on consumptions during weekends and holydays:
18 Achieved results Savings achieved: Electricity use: 7,0% Natural Gas consumption: 12,4% Fuel oil : 25,3% Water consumption: 12,1%
19 Conclusions Specific difficulties of this project: Very old buildings with old facilities (One boiler more than 35 years) Facilities had very poor maintenance Consumption is very low. This model s feasibility woks better for a higher energy use (minimum /center) Energy is not a priority for executive staff of Centers Invoicing is scattered (not centralized): each center manages its own invoices. Budget ceiling for ESCo is not very motivating to increase savings percentage
