Darmon Is staff considering the removal of cubic meters as the measurement of water on residential water bills because it is unclear? W. Galliher This graphic shared at last meeting was reference to one option for an online tool which could be created through use of the water intensity mapping information. Litres are an easier prompt for people to understand daily use but it may still not reasonate with all audiences. The City will be considering revisions to bill in the future and will certainly consult the Committee in advance of such revisions. OUTSIDE WATER USE BY-LAW REVIEW W. Galliher/L. Neild 4 Discussion guide for phase 1 of Outside Water Use By-law Review consultation program shared with Committee for review. Liz Neild of Lura Consulting, who has been retained to complete public engagement program design and facilitation, introduced the document and discussed the consultation program. Engagement through Phase 1 includes the following:. 2 Community forums Wednesday, Jan 30, 2013; Tuesday, Feb 5, :30 to 9pm 1 Business roundtable Tuesday, Feb 5 at 8:30 am. 2 General online feedback through ; Promotion/advertising through social media, city pages in Guelph Tribune, and Chamber of Guelph e-newletter. Direct mail correspondence to local business stakeholders. For reference all study materials may be viewed at DISCUSSION AND FEEDBACK L. Chidwick - Consider including Water Ethic as a topic of discussion and to get feedback at the PICs, since you will have the general public already out. P. Quackenbush Include graphic in presentation given at the PICs to show water use before implementation of the Outside Water Use Program (OWUP) and after. H. Whiteley Consider prohibition on private property well drilling in Guelph. R. Barral Include cost implication of alternative supplies in the discussion guide or presentation at PIC. L. Chidwick The questions are too broad. Be more specific and focus on the bylaw. H. Whiteley presentation at the PIC should include a review of Water Supply Master Plan (WSMP), Water Conservation and Efficiency Strategy Update (WCESU), and the history of the OWUP. Give context couched in these messages and policy areas. L. Chidwick Consider testing knowledge consultation program participants via pop quiz prior to presentation. Help frame the discussion on knowledge of the program/bylaw. ACTIONS Seek opportunities moving forward to cross promote Water Ethic and other Water Conservation Programs via by-law community events and website - W. Galliher/H. Yates - Ongoing Inquire of current notification received by City for those installing private wells W.Galliher Complete (see below) Update: currently the City does not receive notification for those drilling private wells as there is no obligation to do under applicable law at the time of implementation. The City will receive notice and has the ability to comment on applications to attain a permit to take water (water takings of 50,000 Litres per day or greater) but proponents seeking this permit may have already drilled a well and be seeking a permit to take water after the fact. Issues around private well implementation within the serviced urban boundary are anticipated to be reviewed as part of the upcoming Water Supply Master Plan Update. Add additional prompts to discussion guide to help in refining the type of feedback sought from local stakeholders W.Galliher - Complete Revise presentation and program website to include further context on benefits of outside water use by-law/program and draw linkages to other pertinent programs/policy Page 2 of 5 CITY OF GUELPH MEETING MINUTES
3 which stakeholders should know about W.Galliher - Complete Request presence from GRCA representative as part of public events - W. Galliher - Complete CANADA WATER WEEK 2013 PROGRAMMING H.Yates/W. Galliher Canada Water Week 2013 runs from March 19 to 24. This year s theme is I Love My Water Body. This year s city events include: Water Wednesday water themed activities at the Guelph Public Library H 2 GO! Festival workshops, family-friendly events and activities at Guelph City Hall Staff are looking to approach Green Drinks again to host a Blue -themed evening, and approaching the business sector for a water-themed workshop. In addition, staff will utilize social media to garner public input on developing a community Water Ethic. Daily questions will be posed under the themes of recreation, natural environment, education, conservation and protection, asking for the public s input. This will culminate into a family art activity asking the question what water means to you at the H2GO! Festival on March 23 at Guelph City Hall. DISCUSSION AND FEEDBACK L. Chidwick Another theme suggestion: responsibility to water. M. Darmon Another theme suggestion: value of water. L. Cottreau Consider exploring a graphic depiction similar to monthly food comparisons between countries but for cubic metre of water. H. Whiteley Consider asking for aboriginal/first nations participation at the H 2 GO! Festival. Suggested contact: advisor on campus for aboriginal students. R. Baral Consider profiling tangible municipal measures at the H 2 GO! Festival such as the recirculation water feature. ACTIONS Any PAC members wishing to volunteer for the H 2 GO! Festival are encouraged to contact staff - All Members - ongoing Any PAC members wishing to engage in a community event (including classroom engagement activities this year) please advise staff on how they may support. All Members - ongoing Water Ethic feedback and themes from social media and artwork will be gathered and presented to PAC following Canada Water Week - H. Yates/W. 4 the meeting minutes. DISCUSSION AND FEEDBACK L. Chidwick Could you explain the gap between consumption and production? It is an increasing value. W. Galliher The difference between the water produced and consumed includes water used for new construction, operational uses (such a maintenance), firefighting as well as water that is truly lost due to the presence of a leak. However, it is important to note that the difference in these figures also includes unavoidable loss (approximately 3%) as a result of operating a pressurized system of a defined number of service connections. This unavoidable loss could only be avoided should significant investments in pressure management be made to adjust pressure in parts of the system during periods of low demand (nights, etc). The ultimate goal is to bring these two values closer. In 2013, there will be a great emphasis on water loss reduction and energy management through the treatment/supply of water. Through the Leak Detection program, two passes of the water distribution system will be completed through leak sounding and correlation in In addition, 10 district metered areas will be installed in 2013 whjch will allow for direct flow measurement of defined areas of the water system so to identify the occurrence of leakage through water flow profile analysis and proactively address leakage in these areas. H. Whiteley What was the 2012 deficit in revenue from the expected revenue in water sales? W. Galliher No deficit in utility revenue is currently anticipated in L. Chidwick With the Adaptive Management Testing (running new wells at Arkell at capacity) is the water pumped being wasted? W. Galliher No. To utilize this water the City s Water Supply Operations group has reduced water takings from other urban wells to facilitate increased water takings from Arkell entering the system. ACTIONS Report back to Committee on changes in winter trends production (Jan/Feb 2012 vs. Jan/Feb 2013) within March of 2013 Wayne - ongoing OTHER BUSINESS WELCOME TO NEW COMMITTEE MEMBERS - Renuka Baral and Louise Cottreau 7 TOUR OF PRIVATE RAINWATER HARVESTING SYSTEM will arrange tour for PAC members in Spring (action W. Galliher) GREAT LAKES STEWARDSHIP FUND a funding program for innovation in water, wastewater and stormwater programming that will provide benefit to the community surrounding the great lakes. 5 pilot projects in a number of communities - which names City of Guelph as a partner (with AWE, REEP and partner US cities). Case studies, learning and experience will be available to anyone in the great lakes basin. More information will be share on the possibility of projects in the near future. More information to be shared with Committee once available. (W. Galliher). WATER AND ENVIRONMENT FEDERATION has repositioned their organization as a water supplier. They have partnered with the Water Reuse Council. (H. Whiteley) MAIL OUT TO LANDLORDS consider sending out information on rebate programs to landlords (M.
