File: Dear Mr. Barlow: As recently discussed, Barton & Loguidice, D.P.C. (B&L) is working with Dolomite Products Company, Inc. (Dolomite) on the proposed hot mix asphalt (HMA) plant to be located at the Curtis Industrial Park in the Town of Ballston, NY. An original Air State Facility Permit application for the proposed facility was submitted in More recently, the proposed HMA facility has been modified to reflect a Drum rather than Batch plant configuration. The proposed Drum Plant has an operating capacity of 200 tons per hour (TPH) and annual production will be limited to 100,000 tons per year (TPY). Please see Figure 1, attached, depicting the current proposal. Based on our conversations, B&L has prepared a new emission inventory to incorporate the proposed changes. The emission inventory calculates the criteria pollutant, greenhouse gas, and speciated hazardous air pollutant (HAP) emissions for all potential emission sources associated with the proposed drum HMA plant and associated baghouse, including fugitive emissions from the oil storage tank, plant operation and load-out of HMA, and particulate matter emissions from the stone stockpile. The full emission inventory calculations are provided in Attachment 1 and an updated summary of emissions is provided on Page 1 of Attachment 1. As part of the emission inventory update, B&L has added a new column to the speciated HAP compound sheet to show the new highly toxic air compounds as required under the revised 6 NYCRR Part 212 requirements. It should be noted that the calculated emissions of one organic compound, formaldehyde, did exceed the Part 212 limit of 100 lb/yr based on the AP-42 emission factors for HMA plants. However, B&L performed an AERSCREEN model for formaldehyde, based on the calculated emission rate and stack parameters for the proposed facility. The model output indicates that formaldehyde emissions are below both the Short-Term State Facility Permit Revision Letter (ID ) 10 Airline Drive Suite 200 Albany, New York Telephone: Facsimile:
13 Mr. Barlow NYSDEC January 12, 2016 Page 2 Guideline Concentration (SGC) and Annual Guideline Concentration (AGC). Therefore, the proposed emissions are in compliance with the revised 6 NYCRR Part 212 requirements. A summary of the AERSCREEN output is provided as Attachment 3, along with the individual model output files. Emissions of all pollutants have dropped significantly compared to the initial air permit application. As no emission thresholds are exceeded, no other modeling is required by Part 212. Additionally, because an air permit application had already been submitted and substantially reviewed by the Department, B&L has taken the working copy of the air application and redlined the changes necessary to incorporate the updated emissions and emission point information. Please see Attachment 2 for the updated permit application. The most notable change in the air permit application is removal of the original condition requesting capping of carbon monoxide emissions to less than 100 tons per year. Due to the now lower production rate and the lower emission factors for the drum plant (vs the original batch plant) emissions of carbon monoxide are significantly lower (6.7 tons of CO per year) and no longer necessitate the emissions cap.
