21 Some key findings: The range between the upper and lower estimates is different for different project types hard measures tend to have higher certainty and behaviour change measures tend to have lower certainty. Different measures create different savings per participant project managers may want to consider the size of savings per participant from different measures and the number of people they can reach.
22 Some recommendations: Lifetime savings rather than just annual savings More research into how long changed behaviour lasts for Guidance and templates for measuring project savings Guidance on data quality and getting the right balance between monitoring and evaluation and project implementation Energy savings factors rather than emission saving factors Providing approved emission factors and secondary data
