NYC Lighting Upgrade Law 5
Why Focus on Lighting? Source: U.S. DOE 6
Problem: Wasted Lighting Energy Buildings: Are over-illuminated Don t take into account daylight Leave lights on in vacant spaces or after operating hours 75% were built before % of today s buildings are expected to be in use in 2030 What s wrong with this picture? Most buildings don t deliver the right amount of light where and when it is needed. Lighting is often set at a worst case level, which is usually higher than desired. -- Stephen Selkowicz, Lawrence Berkeley National Labs 7 7 7
New York s 22,000 largest buildings, concentrated largely in Manhattan, account for roughly 45% of total energy consumption 8
NYC Lighting Laws Local law 973-A, Article 310 ( lighting upgrade law ) Energy Conservation Construction Code of New York State (ECCCNYS 2010) Local law 48 9
Article 310 Applies to: Building in NYC over 50,000 sq. ft. 2 or more buildings on the same tax lot that together exceed 100,000 sq. ft. Requirements: Interior and exterior lighting must meet current building energy code by Jan 1,
Article 310 Exceptions: Lighting system elements and lighting power densities (Watts/sq. ft.) that comply with ECCCNYS 2007 Dwelling units Houses of worship 11
ECCCNYS 2010 Lighting Requirements: Lighting power density Automatic shut-off Space control Daylight zone control Light reduction controls Exterior lighting control Exit signs 12
Local Law 48 Requirements: The following spaces must use a manual-on occupant sensor Classrooms Conference rooms Break rooms Offices less than 200 sq. ft. Exceptions: Offices may use a photosensor Shop, lab, and pre-school classrooms 13

Relighting Upgrading the lighting without breaking the ceiling plane: Replace lamps, ballasts, and optical system using the existing fixture housing Benefits: Minimize waste Use of workspace while renovating Fast, simple payback Ongoing savings from reduced energy usage and maintenance costs Easy to install 16
Relighting An Example Relighting with lighting kits: Ideal solution for renovating obsolete lensed or parabolic troffer systems Convert 4- or 3- lamp fixtures to 2- lamp T5 or T8 fixtures Proper lighting eliminates the cave effect by delivering the ideal amount of light to walls, work surfaces, and people Energy consumption is lowered by up to 60% compared to fixtures with four T12 lamps Fewer, longer-life lamps result in reduced maintenance and disposal costs 17
Interior spaces: Offices, Retail, Training Rooms Troffers Downlights New Luminaires Big Box Retail, Warehouses, & Distribution Centers Exterior areas: Walkways, Entrances, Exits, Security, & Surrounding Areas Parking Garages & other Rough Service Applications 18
Fluorescent & LED Troffers Look for: Number of lumens delivered per watt High lumen maintenance factor Luminaire adjusting itself to eliminate the waste of over-illumination Potential dimming capabilities Integrated controls Offices, Retail, Training Rooms 19
Downlighting LED, CFL, HID & Incandescent Considerations: Cutoff Finish Ease of installation Photometric pattern Color Spacing criteria Compatibility with controls Offices, Retail, Training Rooms 20
Big Box Retail, Warehouses, & Distribution Centers High Bay Fluorescent & LED High bay fluorescent: Cooling vents aid in thermal management Allows for quick installation of occupancy sensor Significant energy savings Intelligent LED: Saves energy. 50% more efficient than HID solutions. Reduces maintenance costs. Predicted useful life of more than 100,000 hours. Supports multiple applications. Capable of effectively lighting open areas and aisles. 21
Walkways, Entrances, Exits, Security, & Surrounding Areas LED exterior luminaires, look for: The LED driver and electronics being thermally isolated from the heat-generating light engine to ensure long life. The optical system should control light above 90 degrees, eliminating wasteful up light. Other issues include: Color (CCT & CRI) Thermal management Controllability Power factor THD Exterior Lighting 22
Exterior Lighting Parking Garages & other Rough Service Applications LED & Fluorescent: Good for new construction and renovations Better illumination Available with LED or T5, T5HO and T8 fluorescent lamps Enhanced light quality and distribution over HID Provides uplight while reflectors offer better uniformity and improved vertical illumination Energy-efficient Reduce energy by as much as 30-50% Payback of less than two years. 23
