39 ASHRAE/IES DOE Ruling The U.S. Department of Energy (DOE) issued a ruling that requires all states to certify that they have updated these provisions. All of their commercial building codes regarding energy efficiency needs to meet or exceed ASHRAE by Oct. 18, It can be expected that these lighting control requirements will be in place for most states for all new construction and major renovations of commercial buildings. Commercial buildings designed to ASHRAE/IES are expected to achieve, compared to buildings compliant with ASHRAE/IES , excluding plug loads 32.6% site energy savings and 30.1% energy cost savings 39
40 ASRHAE Standard Effective summer 2015 MN In the ASRHAE Standard, there are mandatory requirements: - area controls - automatic lighting shutoff - bi-level lighting - daylight harvesting - exterior lighting control - parking garage lighting control - stairwell lighting control - Designer must ensure that all lighting controls are functionally tested. - 50% of the receptacle must have automatic shutoff. Lighting controls are a critical component for saving energy in buildings; they are now a must have in buildings instead of a nice to have. These controls can eliminate 60% or more of the wasted lighting energy in buildings while enhancing occupant comfort and productivity. 41 Important ASHRAE prescriptive controls for general lighting in Office spaces. All spaces must have a device to control the lighting in the space Manual on switch 1. Automatic switch on to 50% or less of the maximum power All spaces must have controls to reduce the light level. Controls should allow a reduction in power of 30-70% with respect to the maximum load. Exception for spaces that are temporarily used (classroom, conference, restrooms) and Office spaces up to 250 sq. ft. These must have an occupancy sensor (max 30 min. time delay) Daylight zones must have Automatic multi-level daylighting controls Required for all sidelight areas >250sq ft. and top lit areas >900 sq. ft. 41
42 ASHRAE 2010 vs Previous Requirements Manual On or Auto-On 50% 2010 Automatic shutoff controls must be manual- ON or automatically turn the lighting ON to not more than 50% power. Exceptions: public corridors and stairwells Restrooms primary building entrance areas and lobbies areas where manual- ON would endanger safety or security. Previous Previous versions of the standard allowed automatic control devices to activate the lighting system as well as turn it OFF.
43 ASHRAE 2010 vs Previous st - ALL outdoor lighting must be controlled by a photo sensor. 2 nd - building façade or landscape lighting must also be controlled by an astronomical time switch that turns the lights OFF between midnight or business closing (whichever comes first) and 6AM or business opening (whichever comes first) (or at times designated by the authority having jurisdiction). Requirements Outdoor Previous Outdoor lighting to be controlled by a photo sensor (daylight) or astronomical time switch (scheduling) for dusk-to-dawn lighting and either a time switch or combination photo sensor/time switch. It also required that building grounds lighting fixtures >100W either use lamps with an efficacy of 60+ lumens/w or be controlled by a motion sensor, with a long list of exceptions
