BOEM/BSEE and NOAA Research in Support of the May 2011 MOU Dr. Doug DeMaster Director, Research and Science Director, Alaska Region, NOAA Fisheries Juneau, Alaska
MOU between BOEM/BSEE & NOAA - An agreement regarding coordination and collaboration between the agencies -... to ensure decision making is based on relevant scientific information and expertise - in order to fulfill the stewardship and conservation of LMR and ecosystem responsibilities
MOU between BOEM/BSEE & NOAA - ensure effective and timely communication - Identify and undertake critical environmental studies and analyses - Increase coordination and collaboration on public announcements - BOEM and NOAA will meet regularly to identify the best available science
Key Arctic References for NOAA and BOEM/BSEE 1. NOAA Arctic Vision and Strategy 2. NOAA Arctic Action Plan (draft final) 3. MOU between DOI and DOC (May 2011) 4. 5 NOAA s Arctic Goals 5 Arctic V&S Goal Forecast Sea Ice Strengthen Foundational Science to Understand and Detect Arctic Climate and Ecosystem Changes Improve Weather and Water Forecasts and Warnings Enhance International and National Partnerships Improve Stewardship and Management of Ocean and Coastal Resources in the Arctic Advance Resilient and Healthy Arctic Communities and Economies Purpose Accurate daily to decadal predictions of sea ice for safe Arctic operations and ecosystem stewardship. Improved baseline obs and understanding of Arctic climate /ecosystems to reduce uncertainty of changing Arctic impacts. Ensures society can prepare for and respond appropriately to weather-related routine and extreme events. For cooperation and sharing of data, obs platforms, and intellectual resources to achieve Arctic science/ebm goals. Using sound science to support healthy, productive, and resilient ecosystems. Support with improved geospatial infrastructure, safe navigation, oil spill response readiness, and climate change adaption strategies.
NOAA s Arctic Vision and Strategy Based on the following: 1) continue to experience dramatic change, 2) become more accessible to human activities, and 3) be a focus of increasing global strategic interest With level funding in FY12: 1. Sea ice forecasting 2. Climate change Distributed Biological Observatory 3. Activities needed to support oil and gas development (e.g., permits)
Arctic Sea Ice Extent Loss Source: National Aeronautics and Space Administration Although 2008, 2009, and 2010 se ice extents are above the 2007 minimum record, the data continuous to show a downward trend
