(TN&A) has received contract task order (CTO) 0004 from the Department of the Navy, Naval Facilities Engineering Command Southwest (NAVFACSW), under the Environmental Multiple Award Contract (EMAC), Contract No. N D Under CTO 0004, TN&A will assume continuation of ongoing groundwater and landfill gas monitoring activities at Installation Restoration (IR) Site 22 Landfill located at the Former Naval Air Station (FNAS), Moffett Field, Mountain View, CA (Figures 1 and 2). Groundwater and landfill gas monitoring activities have been conducted at IR Site 22 since November 2003 by Tetra Tech FW, Inc. (TtFW) in accordance with the long-term quarterly monitoring program described in the approved Post-Construction Operations, Maintenance, and Monitoring Plan (OMMP) prepared by TtFW in 2003 (TtFW, 2003). The Sampling and Analysis Plan for the longterm monitoring program consisted of Field Sampling Plan (FSP) dated December 27, 2002 (TtFW, 2002a) and Quality Assurance Project Plan (QAPP) dated December 27, 2002 (TtFW, 2002b). Under CTO 0004, TN&A will assume ongoing groundwater and landfill gas monitoring at IR Site 22 for 2 years, i.e., from April 2006 to April This SAP Addendum will be used in conjunction with the Navy-approved FSP (TtFW, 2002a) and QAPP (TtFW, 2002b). TN&A prepared this Sampling and Analysis Plan (SAP) Addendum to include the following: 1. Field Sampling Plan (FSP) Addendum to Final Field Sampling Plan for Installation Restoration Site 22 Landfill, Moffett Federal Airfield, Moffett Field, California, Revision 0, December 27, 2002 (TtFW, 2002a), and 2. Quality Assurance Project Plan (QAPP) Addendum to Final Quality Assurance Project Plan for Installation Restoration Site 22 Landfill, Moffett Federal Airfield, Moffett Field, California, Revision 0, November 27, 2002 (TtFW, 2002b). 6 Addendum 1 Final Sampling and Analysis Plan Groundwater and Landfill Gas Monitoring at IR Site 22 Landfill Former Naval Air Station, Moffett Field, Mountain View, CA The SAP Addendum provides information on the personnel change and documents field activities to be performed by TN&A from April 2006 to April 2008 for post-construction operations and maintenance (O&M) of IR Site 22 Landfill, including groundwater monitoring and landfill gas monitoring. All monitoring activities will follow specifications of the Navy-approved FSP and QAPP prepared by TtFW in Data quality objectives are described in the Final QAPP (TtFW, 2002b). The following sections provide brief summary of monitoring activities and document project personnel changes. 1.1 RATIONALE FOR SAMPLING TN&A is contracted to provide for post-construction O&M of the IR Site 22 Landfill including groundwater and landfill gas monitoring. O&M of the landfill will be conducted in accordance with the approved OMMP (TtFW, 2003), which provides specifications for inspection, maintenance, and monitoring during the post-construction maintenance period Groundwater Monitoring Per the OMMP (TtFW, 2003), the long-term groundwater monitoring program was designed to meet the Applicable or Relevant and Appropriate Requirements (ARARs) specified in the Record of Decision (DoN, 2002). The purpose of groundwater monitoring is to assess whether a constituent release from the IR Site 22 Landfill has occurred. To meet requirements of regulations at Title 27 CCR, Section 20420, the long-term groundwater monitoring program was designed to include the following ten groundwater monitoring wells (refer to Figure 3 for well locations). Five out of ten wells are considered as downgradient wells (WGC2-1, WGC2-8, WGC2-9, WGC2-10, and WGC2-11). Four of the monitoring wells are upgradient wells (WGC2-4, WGC2-6, WGC2-12, and WGC2-13). Monitoring well WGC2-5 is a cross-gradient well. Based on the landfill history and findings during the Feasibility Study (FS), an appropriate list of constituents of concern (COCs) was developed and approved in the ROD (DoN, 2002). COCs are listed in Table 1 (TtFW, 2003). To meet monitoring requirements, quarterly groundwater sampling was started in November Quarterly monitoring is conducted at the ten monitoring wells, shown on Figure 3. Groundwater from each well is sampled for the following constituents (TtFW, 2002a): T N & Associates, Inc. 2
7 Addendum 1 Final Sampling and Analysis Plan Groundwater and Landfill Gas Monitoring at IR Site 22 Landfill Former Naval Air Station, Moffett Field, Mountain View, CA Volatile Organic Compounds (EPA Method 5030B/8260B), Semivolatile Organic Compounds (EPA Method 8270C), and Organochlorine Pesticides (EPA Method 8081A). Table 2 presents proposed groundwater samples, rationale, and analysis. The proposed groundwater analysis is summarized in Table 3. TN&A will continue the groundwater monitoring program for IR Site 22 for 2 years of the long-term O&M program, from April 2006 to April 2008, following the specifications of the Navy-approved FSP and QAPP prepared by TtFW in The quality control (QC) procedures as well as the field sampling procedures for this project will be focused on achieving DQOs described in Final QAPP (TtFW, 2002b) in a timely, costeffective, and safe manner Landfill Gas Monitoring Landfill gas monitoring program was designed in accordance with 27 California Code of Regulations (CCR), Section 20921(a), to demonstrate that methane gas migration is not occurring in the vadose zone (TtFW, 2003). Quarterly measurements of methane concentrations in the ambient air, tree wells, and landfill gas monitoring wells are conducted in accordance with the Navy-approved FSP (TtFW, 2002a). Methane monitoring activities coincide with groundwater monitoring. Ambient air measurements are collected every 250 feet around the landfill perimeter indicated on Figure 3 resulting in thirteen (13) measurement locations (i.e., P-1 through P-13). Landfill gas monitoring is conducted at four (4) gas monitoring wells (i.e., LGMW-1 through LGMW-4) installed outside of the landfill perimeter as indicated on Figure 3. In addition, the methane monitoring network at IR Site 22 includes fifteen (15) tree wells (TW-2, TW-5, TW-9, TW-13, TW-15, TW-19, TW-21, TW-26, TW-30, TW-38, TW-40, TW-42, TW-49, TW-52, and TW-54). Tree wells are the gas vents that will be used for landfill gas monitoring (TtFW, 2003). Methane concentrations are monitored in the field using a portable Landtec GA90 methane meter, or its equivalent, calibrated before use. Concentrations, locations, date, and time of each measurement are recorded in the filed logbook. Methane is monitored to confirm that concentrations remain below 5 percent by volume in air. Per project Data Quality Objective (TtFW, 2002b), an exceedance of this criterion will be considered verified if methane levels for an individual well are detected above 5 percent by volume for two out of three consecutive quarters. 8 Addendum 1 Final Sampling and Analysis Plan Groundwater and Landfill Gas Monitoring at IR Site 22 Landfill Former Naval Air Station, Moffett Field, Mountain View, CA gas monitoring wells exceed 5 percent by volume, NAVFACSW and regulatory agencies will be immediately notified to determine an appropriate course of action. Per Navy-approved OMMP (TtFW, 2003), landfill gas monitoring is to be conducted quarterly for a minimum of 5 years, at which time the interval between monitoring events may be increased or monitoring may be deemed unnecessary. Quarterly landfill gas monitoring began in November TN&A will assume responsibility for gas monitoring in April 2006 and continue measuring methane concentrations for 2 years of the long-term O&M program. The QC procedures as well as the field sampling procedures for this project will be focused on achieving DQOs described in the approved QAPP (TtFW, 2002b) in a timely, cost-effective, and safe manner. 1.2 SUPPLEMENTAL INFORMATION Figure 4 shows the Project Team Organization Chart and Table 4 presents key personnel. Appendix A contains the list of laboratories determined by TN&A to be eligible to conduct analytical services for this project. Each laboratory listed in Appendix A have current evaluation by the Naval Facilities Engineering Service Center (NFESC) and are currently certified by the California Department of Health Services (DHS) Environmental Laboratory Accreditation Program (ELAP) for analysis of hazardous materials for each method specified. Implementation schedule for sampling, analysis, and reporting is summarized in Table ELECTRONIC DATA DELIVERABLES FORMAT In accordance with the Environmental Work Instructions No. 6 (NAVFACSW, 2005), electronic data deliverable (EDD) will be delivered in a format compatible with Naval Electronic Data Deliverable (NEDD). Field and analytical data collected under this CTO will be uploaded to the Naval Installation Restoration Information Solution (NIRIS) database using NEDD tables. T N & Associates, Inc. 4
