One of the six projects launched in July 2008 by the 43 UfM head of states t => big political l momentum Main objectives : New balanced North-South relationship based on concrete projects implementation Greenhouse gases reduction Creation of a new industry and a new market in the south Development of new sustainable production plants in the South to meet local demand of electricity Contribution to the implementation of the new European Energy-Climate package, using the possibility to export to Europe Green electricity it 2

New production plants : 20 GW by 2020 using a mix of technologies : PV, CSP, Wind power Energy efficiency projects : 20% savings by 2020 compared as BU BaU Technology transfers If Infrastructure : closing the Med-Ring The plan will require : A specific organization ; Technological and industrial developments Changes in domestic energy policies Actions to limit energy consumption and to increase energy efficiency Coordinated support of all stakeholders 3

10 The economic model Technology choice depending on industrial capacity and market maturity Production shared between local supply and export to the EU to guarantee profitability: complementarity with renewable energy directive Focus on private investment (companies, banks, funds) Concessional finance and EU funding for specific risk mitigation and accompanying activities Adapting legal and organisational frameworks in all countries creating bankable projects in each country 10
11 The Mediterranean solar plan Focus on the profitability equation Renewable technology costs are still quite far from the grid parity => it requires innovative tools to bridge the financial gap MSP can facilitate access to : Carbon funds Concessional loans European market RE prices MSP can also accelerate the development of new public policies to address non economic barriers (policy framework and capacity building) 11
