17 January 10, 2019 Robeson County Utility Coordinating Meeting 215 S. Cedar Street, Lumberton, NC Meeting Time: The meeting was called to order by Doug Ward at 9:07 a.m. Doug performed a level one safety protocol and then the meeting moved to new projects. Total Members Present: There were 13 members present. New Business and Projects: Tracy Madox, with PNG, stated they will be installing eleven thousand feet of a six inch line. This line is near Sanchez drive in Lumberton. They are in the process of retiring some older lines. They are also performing a new installation of a new line in Red Springs. Karen Lloyd, with Lumbee River, stated that several of the area projects have forced them to relocate lines, etc. New bridges, replacement of existing bridges and road work, have added to their normal work load. Doug Ward, announced that he would be retiring in March and that Kevin, would need to find a new chairperson. Doug has been with PNG for a total of fifty two years. Bill Floyd, with PNG, stated that he continually has more locate tickets than he can possibly get to in a reasonable amount of time. They are overloaded with locate requests and operating with a small crew. Recent Damages: There were no significant damages that this group were aware, within Rockingham County, since our last meeting. NC811 Presentation: Kevin Smith, gave the NC811 monthly presentation. NC has the second largest call volume center in the country and we must all work together to lessen the burden of influx of locate tickets to make the system work at the most efficient level possible. Kevin, emphasized the importance of white lining and to make sure, that the ticket matches the white lining. Question arose, as to whom, should be listed on locate tickets, etc. and this was discussed in a general conversation. Kevin, discussed the NC811 App and how it can be a useful tool for all workers in the field. General Discussion: Kevin Smith, stated he is not an attorney and thus, cannot interpret the law. He did state, that NC811 recommends that contractors have their subcontractors, call in their own tickets. He went on to discuss the excavation guide, common questions in the guide. At the end of the meeting, Kevin gave eight excavation guides to the employees from Lumbee River along with a printout of the old law, v.s. the new law. Kevin also, spent a considerable amount of time, reviewing that contractors and locators need to work together, during this time of the abundance of locate request. White lining, waiting to update, using Design Survey Locate Request along with good open communication are the keys to working in this environment.
