2 MALARIA In Africa, malaria remains a major cause of child death, control essential to achieving MDGs Countries accelerating scale-up by integrating malaria interventions into existing maternal and child health services: Nets and IPT for pregnant women through ANC and PMTCT including TT Nets through national integrated campaigns Nets through routine facility based EPI Nets with child health days which includes immunisation (IPTi with EPI)

5 LEVERAGING FOR MALARIA CONTROL Total development assistance to health US$16.7b in 2006 up from US$6.8 billion in 2000 GFATM committed ~US$15 billion Low success rate for malaria in Rd 5 (23%) & 6 (32%) led to concerted effort by partners to support proposals UN SG s Call (2008): by 2010, 100% of at-risk populations benefit from major control interventions GF Board urged countries to submit ambitious proposals RBM Harmonisation Working Group facilitated development of proposals supporting universal coverage by 2010

9 LESSONS LEARNED High-level advocacy, GF Board support and partner facilitation created demand Partners responded in a spirit of collaboration allocating staff time and resources Limited funds mobilise significant resources for children for round 8, US$1 million leveraged US$2.5 billion for malaria Country owned, country led process built capacity to develop successful realistic national plans and proposals for scale-up Mock TRP and peer-review mechanism considered a best practice that was highly appreciated by national programmes

10 BEYOND PROPOSAL DEVELOPMENT Countries supported to implement at scale including: Rapid signature support: workplans, budgets etc Technical and implementation support especially in the areas of M&E, PSM, BCC, HSS, CCM and LLIN distribution to ensure effective implementation Malaria as a pathfinder to create demand for, scaleup and strengthen other health services, especially CCM

14 CONCLUSIONS Use of limited resources in leveraging is a sound investment for children: USD 1 million leveraged USD 2.5 billion a 2500x return on investment Requires strong advocacy, internationally agreed targets and intensive support to countries Partners cooperate to support national priorities and plans in spirit of Paris Declaration Significant opportunities exist to leverage resources from global funds (GFATM, GAVI, UNITAID, others) particularly for HSS, CCM, M&E and BCC All sectors with access to global funds can learn from one another document lessons learned, best practices and results Leveraging is the beginning, intensive technical support required for implementation at scale but we are seeing results in terms of coverage and impact
