We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development Country and Project Background The External Relations team aims to position Malaria Consortium as a leading specialist organisation working to combat targeted diseases and promote child and maternal health, through sustainable, evidence-based programmes in Africa and Asia. We share learning from our programmes, raise awareness and help build our visibility and reputation. We also seek to strengthen engagement with stakeholders and decision makers in Africa and Asia, as well as influence policy debates both in the UK and globally.

2 The External Relations (ER) team engages with target audiences around the world via various platforms and outputs, including through the production and dissemination of technical publications, engagement with local, national and international media, and advocacy networks and partnerships. A significant part of our work is also to support to country and regional teams to develop capacity for external relations activities. Job purpose The Advocacy Manager plays a key role in the delivery of advocacy projects and activities to support Malaria Consortium s international profile and to help position the organisation and its issues in the UK, Europe and globally. The Advocacy Manager develops innovative and creative ideas and projects to help deliver the External Relations team s aims, which reflect the organisation s strategic objectives. He/she represents the organisation within certain formal and ad hoc advocacy networks and groups and with parliamentarians, policy makers and other key stakeholders. The Advocacy Manager also provides general support as required for the development, communication and monitoring of advocacy across the organisation. The Advocacy Manager line manages the Advocacy Officer. Scope of work The Advocacy Manager works under the management of the Head of External Relations within the External Relations Team. He/she provides advocacy leadership on relevant issues and drives the direction of the organisation s high level advocacy work. The Advocacy Manager is responsible for financial management of budgeted advocacy activities and provides budget inputs and support to External Relations budget holders. Key working relationships The Advocacy Manager works internally with Chief Executive, Development Director, Technical Director, Regional Programmes Directors, Country Directors and senior technical staff. Key external relationships include selected donors, advocacy partners and networks as relevant, and INGO peers. Key accountabilities (percent of time spent on each area) Advocacy Activities (70%) Lead in the development of advocacy strategies and activities in line with Malaria Consortium s organisational aims to enhance our profile and help leverage support for our issues and activities from existing and new bilateral, multilateral and private sector stakeholders and networks. Provide policy research and analysis leadership in support of Malaria Consortium s advocacy and campaigning work in the UK and globally. Build and manage relationships with colleagues at a national level to support the design and effective delivery of national advocacy strategies in key countries in Africa and Asia. Support and monitor implementation of these national strategies and in some cases conduct direct advocacy and lobbying, including in countries where local capacity is low or absent. Represent Malaria Consortium s interests and direction in supporting key advocacy partnerships, collaborations and networks as well as forging new relationships, including the

3 UK s All Party Parliamentary Group on Malaria and Neglected Tropical Diseases, Roll Back Malaria Partnership Malaria Advocacy Working Group and Action for Global Health. Take a leadership role in representing the organisation through other key advocacy partnerships, collaborations and networks. Lead in the development of documentation and dissemination of advocacy materials and packages within the organisation and to key stakeholders. Work closely with Business Development team to ensure priorities for new funding opportunities are both aligned with and supported by advocacy outreach and activities and through donor relationship management Ensure strategic positioning of Malaria Consortium is leveraged through events, supporting knowledge sharing and relationship building with external stakeholders Lead in the preparation and production of documents on specific policy issues, including briefing papers, policy analyses and positions, blog posts and talking points, and their effective marketing for impact among key audiences. Research and monitor debates on international development, aid and global health and identify opportunities for further engagement. Provide advocacy leadership for all of Malaria Consortium s online activities. Manage the advocacy section of the Malaria Consortium website. Project Management (20%) Project lead in the development of workplans, targets and milestones for advocacy projects, in line with Head of External Relations recommendations, the External Relations team objectives and overall organisational objectives Develop effective strategies, workplans, and monitoring and evaluation for the advocacy team s activities and, where relevant, for specific country projects. Responsible for project budgets and for working with Head of External Relations for accountability. Team Support (10%) Line manage Advocacy Officer. Work closely with the Head of External Relations and deputise as required Actively work within the policies and ethos of the organisation, including the Health and Safety policies. Person specification Qualifications and experience: Essential: Degree/Masters in Development Studies, Social Policy, Development Economics or similar field, or equivalent work experience Significant experience in a similar advocacy role Good knowledge of international development and development policy frameworks, such as aid effectiveness mechanisms, SDG frameworks, etc. Good knowledge of UK Parliamentary system and policy process Good knowledge of major bilateral and multilateral donors and their funding interests/priorities Experience of working in networks and building strong working relationships with a range of stakeholders Good experience of event organisation and management

4 Good experience of managing and monitoring donor relations Good experience of monitoring and evaluating advocacy activities for impact Desirable: Knowledge of major trends and current issues in health spending Knowledge of advocacy context for malaria and other communicable diseases Knowledge of European and/or US policy environment Good understanding of social networking and social media for outreach Work-based skills: Essential: Excellent knowledge of the principles of advocacy and what it involves at a high level of stakeholder engagement Excellent communication skills, both written and verbal Excellent organisation skills Excellent writing skills for a variety of audiences. High attention to detail. Proficiency in Microsoft Office programmes Ability to work in multi-cultural environments and to manage a busy workload with fluctuating deadlines Ability to travel for up to two weeks at a time to countries where the organisation operates Proven team skills, including flexibility and enthusiasm Experience of project and budget management Desirable: Experience of working for an international not for profit organisation Experience of working with new media and social networking sites (especially Twitter) Proficiency in French and/or Portuguese Familiarity with website CMS (Content Management System) Familiarity with donor relationship management systems/databases
