5 REVIEW GOALS Save lives and reduce injuries. Minimize and prevent damage to public and private buildings and infrastructure. Reduce economic losses. Increase public and private sector involvement in natural hazard mitigation, education, and critical facilities planning. Provide more opportunities for development outside of mapped hazardous areas. 5
6 GOALS CONTINUED Protect natural and cultural resources. Increase cooperation and coordination among private entities, and local, state, and federal agencies. Update natural hazard sections of the comprehensive plan and integrate local NHMPs with comprehensive plans and implementing measures. Increase education, outreach, awareness, and collaboration. Increase natural hazard outreach to vulnerable populations in Curry County. 6

8 PUBLIC INVOLVEMENT Requirement 201.6(c)(4) (iii): [The plan maintenance process shall include a] discussion on how the community will continue public participation in the plan maintenance process. 8
9 CONTINUED PUBLIC INVOLVEMENT For Plan Update In the last 5 years: Mitigation planning regulation requires that the plan discuss how the community was kept involved during the plan maintenance process over the previous five years. In the next 5 years: The updated plan shall describe how the community will involve the public during the plan maintenance process 9
10 2010 PUBLIC INVOLVEMENT PLAN Publicly announce coordinating body meetings; Post a copy of the plan on the Curry County website; Regularly conduct stakeholder interviews; Distribute the mitigation plan to all county departments, schools, hospitals, special districts, and libraries using the existing distribution list for the Emergency Operations Plan; Use existing brochures to summarize mitigation efforts (existing examples could include electric bill newsletters and the monthly Rural Lite magazine); and Make a copy of the plan available at a booth during the Curry County Home Show and Curry County Fair. 10

17 PRIORITIZE, IMPLEMENT, ADMINISTER ACTIONS Requirement: 201.6(c)(3) (iii): The mitigation strategy section shall include] an action plan describing how the actions will be prioritized, implemented, and administered by the local jurisdiction. Prioritization shall include a special emphasis on the extent to which benefits are maximized according to a cost benefit review of the proposed projects and their associated costs. 17
18 BENEFIT-COST ANALYSIS Requirement: 201.6(c)(3) (iii): When prioritizing mitigation actions, local jurisdictions shall consider the BENEFITS that would result from the mitigation actions VERSUS THE COSTS of those actions. Note that the regulation does not require plans to include a benefit cost analysis for projects. 18

23 IMPLEMENTATION THROUGH EXISTING PLANS For NHMP Update In the last 5 years: The updated plan must explain how the local government incorporated the mitigation plan into other planning mechanisms, when appropriate, as a demonstration of progress in local mitigation efforts. In the next 5 years: The update plan shall continue to describe how information in the mitigation plan will be integrated into other planning mechanism. 23

31 2010 IMPLEMENTATION PLAN OVERVIEW Semi-Annual Meetings Discuss funding streams Update risk assessment Discuss Community Outreach The plan s format allows the county and participating jurisdictions to review and update sections when new data becomes available. New data can be easily incorporated, resulting in a natural hazards mitigation plan that remains current and relevant to the participating jurisdictions. 31
