4 EVUE achieving electro-mobility in our cities Ten cities began working together in 2010 to help overcome common issues related to e-mobility at the local authorirty level. The EVUE (Electric Vehicles in Urban Europe) project, funded under the European Commission s URBACT II programme, sought to address the common barriers being experienced by municipal authorities supporting the transition and uptake of electric vehicles (EVs) and propose solutions to overcome these. Economy Employment As part of this project, partner cities developed Local Action Plans (LAPs) that would take the knowledge and experiences gained from the project and identify actions to address the specific local challenges. To assess the effectiveness of the implementation of these plans, the URBACT programme provided funding for a sub-set of EVUE cities to engage further on the challenges still being faced. EVUE II, involving the cities of Frankfurt, Katowice, London, Oslo and Suceava, has focussed on examining the key challenges that the cities have faced whilst implementing their plans around the thematic areas of: regulation, finance, communication, the environment and technology. These five thematic strands reflect the key issues that have impacted on partners capacity to fully implement their action plans. EVUE II cities have reviewed and discussed these challenges and draw on this experience to produce suggestions for other cities seeking to implement e-mobility. For more information on EVUE, go to
5 ESIMeC skilled people for tomorrow s economy The ESIMeC story started in 2010 when 8 European medium sized cities came together to respond to the economic crisis. Unemployment was rising and yet employers continued to report recruitment difficulties and a shortage of talent evidencing the significant mismatch between supply and demand in the labour market. Faced with this issue, the partner cities placed their main asset, their people, at the heart of the project and explored how demand-led workforce development can contribute to economic recovery, resilience and growth. Working in close collaboration with their local partners, each ESIMeC city has developed a local action plan integrating the knowledge and experience gained through the project and providing solutions to their specific local challenges. Core topics such as partnership working, integrated approaches to economic and employment development, linking education and business and skills forecasting were explored in depth. The findings of the project led to the creation of the ESIMeC Cookbook, a collection of recipes for demand-led workforce development. ESIMeC II involves five of the original partners Basingstoke, Bistrita, Debrecen, Gävle and Sabadell. The project focuses on the delivery of the local action plans and the key challenges faced by cities when moving from development to implementation of their local action plans. More specifically the project has focused on governance and leadership, employer engagement, job creation, funding and measuring impact. Roma-NeT: Integrate. Involve. Cities for Roma Inclusion. Roma-NeT Pilot Delivery Phase (PDP) is the second part of a transnational network bringing together six cities to create a new approach towards Roma inclusion. The first phase created local action plans the second is about making progress through the delivery of local actions. Integrate: The Roma-NeT city network believes in a fully integrated approach to achieve Roma inclusion and is working locally and transnationally towards achieving this. Involve: Our innovative process has developed a Local Support Group in each city that involves Roma, municipalities, NGOs and other agencies. The Roma-NeT city network believes that involvement of all stakeholders is the only basis of long-term sustainable results. Cities for Roma Inclusion: Our greatest learning has come from sharing the challenges with each other and with other cities outside the immediate Roma-NeT network. By building genuine relationships with each other and with as many other cities as possible who share our challenges and the need for practical solutions, we haven t worked out all the answers but our integrated step-by-step approach towards local problems is delivering local change. It enables cities to work together to develop solutions to major urban challenges, reaffirming the key role they play in facing increasingly complex societal challenges. It helps them to develop pragmatic solutions that are new and sustainable, and that integrate economic, social and environmental dimensions.
