2 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qa - Regulate minimum level of construction workers' amenities KPI No. : Q-008 KPI Description : Malaysian Standards for Temporary Construction Workers' Amenities and Accommodation (Code of Practice ) published by Q1 016 KPI Leader : CIDB Progress Report until Q 017 Q MS59:015 on construction worker s amenities published by Q1 016 MS59:015 on Malaysian Standard for Temporary construction site workers' amenities and accommodation - Code of practice has been officially issued by the Department of Malaysian Standards on 19 January 016 This KPI is 100% achieved. 3 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qa - Regulate minimum level of construction workers' amenities KPI No. : Q-009 KPI Description : Act 446 on workers' minimum standard of housing and amenities for all sectors including construction sector tabled in Parliament by Q KPI Leader : Jabatan Tenaga Kerja (JTK), Ministry of Human Resource (KSM) Progress Report until Q 017 Q Draft on amendment to Act 446 by JTK completed 017 MS59:015 on construction worker s amenities aligned to amended Act446 or new Act Report on industry feedback on Act 446 amendments obtained Final Draft on new Act completed Annual targets for 018 to 00 can be found in Section C. Ministry of Human Resource (MOHR/ KSM) with Jabatan Tenaga Kerja (JTK) is finalising the draft of the new bill 'Rang Undang-Undang Penginapan Pekerja 017' CIDB, KSM & representative from JTK agreed for elements of MS59:015 to be incorporated into the new Act on 0 Mar 017. CIDB appealed to KSU KSM (MOHR) for MS59 to be fully incorporated into the new Act on 9 June 017. JTK informed CIDB on 1 June 017 that the 'Rang Undang- Undang Penginapan Pekerja 017' will be tabled in Parliament by January 018. As a result, the Annual Target for this KPI has been revised. Industry feedback session was held on 17 July 017 by CIDB on the 'Rang Undang-Undang Penginapan Pekerja 017'. As a result, further refinement to the 'Rang Undang-Undang' were made. More engagement sessions will be held leading to the tabling of the new Bill. B8

Sg. Melayu, Johor Bahru. MS-compliant worker dormitories identified More pilot projects to be identified. CIDB is in the process of engaging IJM, Sunway, AZRB and CLAB to secure more pilot projects. MS-compliant worker dormitories report produced 1 report on the pilot project constructed by Sunway was produced. Site visit to CLQ in the Sg Buloh area was held on 14 June 017 to view CLQ belonging to Construction Labour Exchange's (CLAB) and IJM. B9

6 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-014 KPI Description : 50% of 100 contractors trained in Occupational Safety & Health Management System (MS17/OHSAS18001/ISO OSH-MS45001) gets certified by Q4 00 Progress Report until Q 017 Q contractors trained on OSH Management system Annual targets for 018 to 00 can be found in Section C. This is a new KPI approved by IWG to be implemented commencing 017. CIDB is in the process of appointing different consultants to facilitate the D.I.Y training program for contractors to get certified in MS17 / OHSAS18001 / ISO OSH-MS st batch of potential contractors will be selected from the contractors who attended the seminar by CIDB on 9 November 016. 7 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-015 KPI Description : Recommendations to improve the legal and regulatory framework related to construction Occupational Safety & Health (OSH) submitted to government by Q 018. Progress Report until Q 017 Q % study on adequateness of relevant laws and regulations on safety completed 017 Industry feedback on draft of study rolled out Study report on the adequateness of relevant laws and regulations on safety published Annual targets for 018 to 00 can be found in Section C. This KPI has been enhanced by IWG to ensure the recommendations from the study is submitted to the Government for consideration. Final draft of the study on 'Kajian Mengenai Keberkesanan dan Kecukupan Undang-Undang dan Peraturan yang berkaitan dengan Keselamatan Pembinaan' has been submitted by the appointed consultant (KLIA Training & Research Centre Sdn Bhd) to CIDB on 0 June 017. Industry feedback session was held on 17 July 017 to share on the findings of the study. Consultant will improve on the report based on the feedback before it can be published. B1

8 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-016 KPI Description : Cost of Occupational Safety & Health (OSH) to be provided as a provisional sum in all government tenders and contracts by Q KPI Leader : KKR Progress Report until Q 017 Q MOF & JKR agreement on OSH BQ secured 017 OSH BQ applied to at least 1 JKR project Annual targets for 018 to 00 can be found in Section C. This KPI has been enhanced by IWG to be more specific in terms of cost provided as a provisional sum in Government tenders. JKR confirmed that element of OSH has been incorporated in BQ under Preliminary Items for JKR projects. 5 Oct 016 BQ document on OSH (Guideline for OSH Specification & OSH Schedule of Prices) submitted to KKR to assist in drafting the policy paper on the implementation of OSH BQ for government projects for ongoing submission to MOF. 9 Dec 016 KKR has submitted BQ document on OSH (Guideline for OSH Specification & OSH Schedule of Prices) to MOF 10 Jan 017 MOF has responded to Ministry of Works's letter requesting for additional information 1 May 017 KKR forwarded the (containing the letter) from MOF to CIDB to get the response regarding the inquiry from MOF. 14 June 017 CIDB responded to KKR's . KKR forwarded the response from CIDB to MOF. 1 July 017 Meeting regarding the pilot project and study report on impact of OSH BQ with KKR and JKR to be held B1

9 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-114 KPI Description : More than 50% of public projects completed annually achieves minimum SHASSIC assessment score of star Progress Report until Q 017 Q Policy paper on SHASSIC adoption approved by Ministry of Works 50 SHASSIC assessors accredited 10 projects assessed using SHASSIC Minimum of 5 promotional events on SHASSIC conducted Annual targets for 018 to 00 can be found in Section C. This is a new KPI approved by IWG to commence in 017. Policy Paper Policy paper on SHASSIC approved at CIDB (JPT) level in January 017. Consultant (CREAM) was appointed on 9 June 017 by CIDB to prepare and complete the SHASSIC policy paper. SHASSIC Assessors 45 SHASSIC Assessors accredited out of cumulative current target of 50 assessors. SHASSIC Assessments 49 projects have been assessed using SHASSIC against the cumulative current target of 100 Promotions promotional events on SHASSIC organised against the target of 5 as follows:- a) Seminar REHDA - 6 March 017 b) Seminar MBAM - 9 March 017 c) ICW event - 1 & 14 April 017 B14

10 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-115 KPI Description : Guideline on Occupational Safety & Health (OSH) in Construction Industry (Management) implemented by 00 KPI Leader : Department of Safety & Health (DOSH), Ministry of Human Resource Progress Report until Q 017 Q Guideline on Occupational Safety & Health (OSH) in construction industry (management) published Technical committee to develop module and promote guideline on OSH in construction industry (management) established Annual targets for 018 to 00 can be found in Section C. This is a new KPI approved by IWG to commence in 017. OSH Guideline Guideline was launched by DOSH on 8 Feb 017 and was presented during ICW 017 to major stakeholders for implementation on 1 April 017. Technical Committee Meeting between DOSH and CIDB was held on May 017 to establish the committee and plan for future activities related to this KPI, especially on aspects of promotion B15

11 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-116 KPI Description : Four strategic Guidelines on Safety in Construction published by Q4 00 Progress Report until Q 017 Q Guideline for Safe Design of Building & Structure completed. Guideline for Site Supervision completed. Committee for Guideline On Design of Temporary / False Work established Annual targets for 018 to 00 can be found in Section C. This is a new KPI approved by IWG to commence in 017. Guideline for Safe Design of Building & Structure is 100% complete. During meeting between CIDB and Board of Engineers Malaysia (BEM) on 1 May 017, it was confirmed that Guideline for Safe Design of Building and Structure is similar with Guideline on Occupational Safety & Health (OSH) in Construction Industry (Management) by DOSH Guideline for Site Supervision is 100% completed by CIDB (SPPK) and Guidelines Supervision of Construction of Projects is 100% completed by BEM. 12 INITIATIVE : Q - Improve workplace safety and workers' amenities SUB-INITIATIVE : Qb - Improve level of occupational safety and health at construction site KPI No. : Q-117 KPI Description : 10 pilot projects assessed using Safety Culture Tools achieve acceptable score by Q4 00 Progress Report until Q 017 Q Safety Culture Tool developed 1 pilot project assessed for using safety culture tools Annual targets for 018 to 00 can be found in Section C. This is a new KPI approved by IWG to commence in 017. Safety Culture Tool NIOSH was appointed by CIDB on 0 June 017 as the consultant to make improvements on the Behaviour Based Safety documents after a series of discussion with MRT and NIOSH. The study by NIOSH is to be completed by August 017. B17
