1 AFRICAN DEVELOPMENT BANK REQUEST FOR EXPRESSIONS OF INTEREST E-learning Individual Consultant for the African Development Bank 1. Background: The African Development Bank (AfDB) is a multilateral development finance institution comprised of all African countries and 25 non-african countries from Asia, Europe, Australia/Oceania, North and South America. The purpose of the Bank is to further the economic development and social progress of African countries, individually and collectively. The Bank has its Headquarters in Abidjan in the Republic of Côte d Ivoire. The Bank has a staff of about 2000 in the following categories: Senior Management (EL), Professional (PL) and General Support (GS) categories. These staff are spread throughout the Bank s offices in Abidjan and 31 other countries in Africa and Tokyo. The Bank s multicultural status is also displayed by usage of two official languages English and French. With the objective of becoming more client-focused and competitive in the changing global environment, the Board of Governors of the African Development Bank Group adopted the Vision of the Bank in This statement sets out the long-term strategic focus of the Bank to become the leading development finance institution dedicated to providing quality sustainable development assistance to all its African Regional Member Countries, thereby aiding their efforts to promote better productivity growth in support of enhanced poverty reduction strategies. In 2010, the Bank designed and launched a universally accessible learning platform that enabled e-and virtual learning in the Bank. There has increased the demand from subjects expert for the design and launch of Bank s specific e-learning courses on the Platform. In 2013 the Bank launched a Ten Year Strategy ( ) which has been honed into five main delivery thematic areas of: Light up and Power Africa, Feed Africa, Integrate Africa, Industrialize Africa and Improve the quality of life for the people of Africa ( the High5s). To support the achievement of the Bank s goals as captured in the Bank s 10 year Strategy and the High5s; there is an urgent need to populate the Bank s e-learning platform with relevant Bank developed learning packs. This will support enhanced results delivery; empower knowledge sharing, harvesting, dissemination and transfer. 2. Purpose of the consultancy To liaise with Subject Matter Experts (SMEs) to design, develop and review curricular and course ware contents and ensure that the quality enhances the Bank's business needs, 1 P age
2 creates an integrated and a flexible peer-to-peer learning. The knowledge gained will improve individual capacities and improve deliveries in line with the Bank s strategic agenda. 3. Specific tasks a. Assist in assessment of and adaptation to a wide variety of e-learning tools - LMS (Learning Management System), presentation software, e-tutorial authoring tools, screen recorder & demo software b. Create how to e-tutorials for various authoring tools and e-learning resources such as; Adobe Captivate and Presenter, Articulate Engage, Quizmaker, Articulate Presenter, Camtasia and Snag-it, web-conferencing, other e-learning authoring tools c. Work with subject matter experts to create Flash e-tutorials using Adobe Captivate and Presenter, Articulate Engage, Articulate Quizmaker, Camtasia and Snag-it, web-conferencing etc. d. Evaluate emerging technological tools (software, web tools etc.) to be utilized in the development and delivery of multimedia/web-based training. e. Supports the analysis and evaluation the professional skills required to execute the Banks' evolving business needs using gap analysis to identify missing skill sets and then design appropriate learning and trainings to address the skills gaps. f. Supports the drafting of e-learning and training plans in the context of the Bank s shifting priorities. g. Provides multimedia design and technical support including Instructional Design to Project Managers. SMEs and other assigned staff. h. Supports partnerships with Coding Companies to develop animations, simulations and videos i. Researches new instructional technologies, and makes recommendations about integrating new technologies into courseware. j. Provides technical support for course development projects including: Import curriculum content into the online course shells. Tests course links. Tests, installs, configures, and troubleshoots a variety of applications to support an enhanced online environment. Maintains curriculum repositories in electronic formats and ensures information is secured. Supports the development of electronic learning modules. Ensures quality control of developed course ware Act as the LMS expert for content/training/talent administrators and global users. k. Responsible for content management including setup of the LMS design, populating the system by importing AICC, SCORM content and other content such as HTML courses and documents, using authoring tools, creating courses, tests and surveys within the LMS and interface design. l. Administer exams using third party server hosts subscription service (e.g. Articulate Online) - build online exams (using exam questions provided by subject matter experts), manage content, administer and track content, manage student accounts 2 P age
3 m. The position will also cover any other duties and responsibilities that may be assigned. 4. Person s Specification: Master s degree in Instructional Design, Educational Materials Design; Animation and Coding; Multimedia technology or related discipline. A minimum of ten years in design and implementation of web based and e-learning with the following capabilities; HTML, including Cascading Style Sheets (CSS), and JavaScript. Basic knowledge of ActionScript and the Flash development environment, fluency with both timeline-based and ActionScript animation. Knowledge of software and project development process. An understanding of graphic designs and layout principles. Ability to apply Section 508 compliance issues and standards. SharePoint; Video processing and encoding required. For this specific service, it is compulsory for the candidate to have high bilingual competency in English and French Language. At least have a high competency level in one of the languages and a good working knowledge of the other language. 5. Working relationships: With specific guidance from the Chief Learning and Development Officer, this position works multilsectorially within Bank and with subjects experts to design and implement e- learning projects that drive the Bank s business deliveries. 6. Reporting relationships: This position is under the oversight of Division Manager CHHR 3 and but under the specific supervision of the Chief Learning and Development Officer. 7. Salary and benefits: This position is an individual consultancy position; it does not attract any staff salary or benefits. 8. Duration of Position: The expected duration of this assignment is 24 Months with possibility of extension based on business needs, performance and budget availability. The extension of the consultancy contract will comply with Bank s policy and rules on consultancy acquisition. 9.
