5 1. What is the purpose of this document? The document provides a snapshot of the proposed work programme for the National Research Information System (NRIS) and planned work over the next twelve months. Its purpose is to help communicate the likely timeframes and development pathway for NRIS. Current plans are to update this document every quarter. The information in this document is indicative. Each stage of work is subject to the availability of people and funding through the normal processes of government. 5
6 2. What is the National Research Information System (NRIS)? NRIS is an information hub where people can easily find information about research, science and innovation (RS&I) in New Zealand. It will contain data sourced from organisations active in the New Zealand research, science and innovation system. NRIS will help people answer questions such as: What projects are underway? Who is working on them? Who is an expert I can contact on a particular topic? What are they working on? How much is being spent on a particular area? Which areas need additional resources and support? NRIS will initially contain information about research, science and innovation funded wholly, or in part, by the New Zealand government. As experience and confidence with the system grows, we expect information on other RS&I activities, such as privately-funded research, could be included. NRIS is not a repository, ie it will not hold the actual results of research (such as published papers) or research data 1. Most of the information about research, science and innovation that NRIS holds will come from funders such as the Ministry of Business, Innovation and Employment (MBIE) and the Ministry of Primary Industries (MPI), and research institutions such as Crown Research Institutes and universities. In line with the government s information and data management principles, NRIS supports an open data 2 approach to research information, with information easily accessible and widely available. That said, some research information is commercially sensitive or raises privacy issues and needs protecting. When this need exists, such information will be protected within NRIS. Creating NRIS does not affect legal frameworks, such as what can be disclosed under the Official Information Act (OIA) or who makes decisions about disclosure. NRIS is expected to be operational in 2018 with data from MBIE, the Health Research Council (HRC) and the Royal Society Te Apārangi. Over the next five years, we expect all major suppliers of data to be progressively integrated. As part of this process, we will help organisations meet data collection and quality standards. Development is being led and managed by the Ministry of Business, Innovation and Employment (MBIE). The development and operation of NRIS is driven by a commitment to collaboration, co-governance and co-design. MBIE is working in partnership with the research, science and innovation sector, including the Māori research community, to build a system that benefits all participants and users. 1 Research data is data that is collected, observed, or created, for purposes of analysis to produce research results 2 Open data is data that anyone can access, use or share. 6
7 2.1. What information will be in NRIS? NRIS will contain information about the inputs to, and outputs of, research, science and innovation (RS&I) as well as the context in which research, science and innovation is conducted 3. This includes information about: people, groups and organisations projects the funding environment facilities, equipment, and services events (such as scientific conferences and workshops or periods of observation or experiment) outputs and processes measurements and indicators including outputs, outcomes and impacts. The information in NRIS excludes the results of research, science and innovation (ie data, copies of outputs etc). For example, NRIS will include information about who is doing a Master s or PhD thesis and the topic of their research, but not the actual thesis and associated data. 9 2.3. What is in this document? In this document, you will find information about: A high level view of the development and implementation of NRIS MBIE s commitment to collaborative work with the research sector, including the Māori research community The current state of NRIS development Work proposed in the next twelve months. This document will be updated every three months by the team building NRIS. Each version has a version number and a date. 10 3. What is the process for developing NRIS? 3.1. Overview NRIS is a cooperative endeavour and MBIE has committed to working with the sector in a process of co-governance and co-design. The main focus for collaboration up to now has been on design of concept models and data standards and these have been developed through a process of consultation and dialogue. From the perspective of the research sector, a useful distinction can be made between the design and build of NRIS (IT infrastructure); and operational stewardship of NRIS and the data within it Design and build of NRIS Overview Design and build has been the main focus to date. Through to mid-2018, the focus will remain on the design and build of NRIS Design MBIE s first step in developing NRIS was working with the research community on preliminary data standards and a conceptual model of research, science and innovation data, and associated data entities. In this, MBIE has worked with the Funder-Researcher Working Group, which was set up in 2015 with representatives from key research policy and funding agencies, the research sector and Stats NZ. MBIE will continue to work with the sector to develop the complete set of initial data standards, and finalise the Data Capture model for NRIS. Māori representation on the Funder-Researcher Working Group will be strengthened Build MBIE has started building a datamart to hold its own funding data in a manner consistent with the design of NRIS. Data held by MBIE is being used to test how the nascent system works in practice. 10
11 The next step in this process is to test NRIS using historical data from the Health Research Council and the Royal Society. As part of this test phase, MBIE will work through issues around data security, access and confidentiality with these organisations. Once these are addressed, MBIE will also build and test the web portal enabling external users to interrogate data. As the initial build of the system is completed, development work will shift to expanding the capacity of the system to more fully embody key aspects of research (such as Use of Outputs and Collaboration). The scale of this work will gradually reduce over the next two to three years as the system matures. A small development component will remain even when the system is fully operational in the early 2020s. MBIE will continue to manage the development of IT infrastructure Operational stewardship of NRIS Overview There are no operational components to NRIS at the moment. By mid-2018, however, a nascent operational NRIS is expected to be in place What s coming up? Prior to the first NRIS operational release, a shared oversight and stewardship structure for NRIS will be established. This is discussed more in the stewardship and oversight section (and Appendix A) of the NRIS Overview. The first operational version of NRIS in 2018 will include data from MBIE, HRC and the Royal Society and feature 1. Regular data feeds from the three organisations 2. The initial version of the open data portal 3. Authorised User access for these three organisations Once this structure is in place, NRIS will be operational, although its coverage will be incomplete. Over the next two to three years through to 2021, the operational component of NRIS will grow as more organisations are brought into NRIS and begin regular data feeds. In late 2017 and early 2018, MBIE will start talking to other research organisations about their capacity and timelines for integrating data. We will work with data holders as they are ready and help organisations meet data collection and quality standards. The Data Capture Model helps define the scope of data that NRIS will contain and assists organisations with forward planning. 11
12 Programmed revisions and upgrades to Data Standards and the Data Capture Model will become part of the operational environment, as is the case in other data sharing systems (eg as found in the health sector). By the mid-2020s, NRIS is expected to be operating for most research information in New Zealand MBIE s commitment to collaborative work Building trust and understanding is essential for developing NRIS for New Zealand. MBIE is committed to working with the research sector on the development of NRIS, as well as working in partnership on stewardship of the system. MBIE will be engaging with stakeholders about the collaborative rollout of NRIS over the next few years. Implementation work will take several years and MBIE will maintain an ongoing conversation with the sector. Two areas go to the heart of creating broad acceptability for NRIS: identifying value the whole sector can derive from NRIS, and ensuring sound governance (including confidentiality of data). MBIE is working with stakeholders to understand and articulate these issues, and generate appropriate solutions. 12
13 3.5. Organisation of work Work on NRIS can be divided into three workstreams: System Development Framework Development Building and maintaining social and culture licence Within MBIE, there is an IT development project currently focussed on creating an NRIS-style datamart for MBIE s own data. Subject to funding, this work will progress to a trial build of the actual NRIS system and the technical side of bringing historical data from MBIE, HRC and the Royal Society into the NRIS system (the System Development workstream). Supporting this project is a small team working on the Concept Model, the Data Transfer Model and the initial data standards (the Framework Development workstream). This team also works on building and maintaining the cultural and social licence for the project (eg through ongoing stakeholder dialogue and creation of the NRIS Overview). 4. What is the current status of NRIS development? The development of the NRIS is a multi-year project, and is being undertaken as a series of phases. As noted elsewhere, each phase is subject to decisions around funding and other resources. The overall approach to the development of NRIS is set out in Figure 1 below. NRIS is currently in Phase 1, which involves working with data held by MBIE. Phase 2, which involves working with the Health Research Council and the Royal Society, is expected to begin in the last quarter of 2017/18.MBIE is currently working with these organisations to get data ready for loading and address data security and confidentiality. Phase 2 will also see work on a proof of concept for an open data portal and Authorised User access for NRIS. Beyond this, the sequence in which organisations share data with NRIS will depend on the capacity and capability of each organisation. Data holders will be progressively integrated. Within larger groups, such as CRIs and universities, some organisations may be keen to participate early. Detailed planning for the next phase will be undertaken in
14 Figure 1 Indicative Phasing of NRIS The figure provides an indicative phasing of the full programme. The first area involving MBIE, HRC and the Royal Society is planned. The remainder is an indication that data holders will be progressively integrated. Phasing will largely depend on the capacity and capability of each data provider. If an organisation is ready, it can join NRIS. We will help organisations prepare to meet data collection and quality standards. Further engagement around phasing will occur in 2018 and detailed planning for the next phase will be part of each prior phase. 15 5. What is the detailed work programme for NRIS? 5.1. Overview The following table sets out the work currently expected to be undertaken on NRIS over the next twelve months. This will be updated in each version of the NRIS Implementation Timetable to provide a rolling twelve month view. Implementation is subject to funding Timing of engagement Broad stakeholder engagement can be expected around the items in the Framework and Social and Cultural Licence workstreams. The matters in the System Development workstream are more likely to involve technical discussions with experts from organisations with which the NRIS developers are engaging. 15
