Opening of the meeting Mr Tony Bird chaired the ESCO Maintenance Committee meeting (MAI). He informed the MAI that Ms Cathy Heathwood, Mr Julius De Zeeuw and Mr Anders Ekeland are excused and will not attend the meeting. He also informed the members that Mr Trevor Clark has stepped down from the Maintenance Committee. Ms Laura Galvis and Mr Dennis Karell have recently joined the ESCO Secretariat team. Ms Marta Bastida left the Secretariat at the end of her traineeship. The minutes of the 19 th MAI meeting had been endorsed via written procedure. The MAI members reviewed the action points of the minutes before looking into the agenda. The MAI unanimously adopted the agenda of the 20th ESCO Maintenance Committee meeting. 2. Thematic block 1: Information points 2.1. EURES decision on the use of NACE rev2 in the EURES platform Mr Martin Le Vrang presented the use cases for mapping ESCO to NACE for the purposes of the EURES services. The MAI members raised the concern that mapping ESCO to NACE would have a limiting effect on job mobility across sectors. By restricting search results to specific sectors, it would prevent workers from seeing possible job opportunities in new sectors. October
3 In addition, the MAI members stated that currently in the case of the French classification, there is no mapping to the economic activities (NACE). Instead, according to the MAI, there is only a study on where the occupations (OCCs) in ROME are found in the different sectors. - The SEC will flag the MAI concerns to the EURES team. The SEC will discuss with the MAI a methodology that minimises these risks and limits the negative consequences of this mapping between ESCO and NACE. - The SEC will correct a typo in the document in page 4 as follows: 'To this end, we will take contact with Member States that already have experience with creating a mapping between occupational and economic activities classifications in order to learn from their experience ' Conclusions of the Member States Working Group (MSWG) meeting The SEC clarified that the consultation on the ESCO content is open to the MSWG representatives. However, they have the possibility to involve experts at national level. This also applies to the second round of consultation with the MSWG that will take place after the translation period. Some MAI members highlighted that, as reported in the minutes of the last MSWG meeting, MS also expressed their concerns about possible administrative burdens that may be caused by the two rounds of feedback on the content and translation of ESCO. MS would also like to receive further clarification on the type of feedback the COM expects from them on the ESCO content. [The COM replied that] feedback from MS to the translated content should focus on linguistic accuracy. [For this purpose] MS will provide the ESCO Secretariat with a list of national contact points to support DG Translation during the translation process. For additional information on the results of the meeting, the SEC invited the MAI to consult the meeting minutes. - The SEC will send an in the next days to the EURES working groups to inform them that in case they would like to contribute in this consultation, they should liaise with the MSWG to provide a collective official feedback. - In the next MAI meeting, the SEC will present the official feedback of the MSWG Report on the skills clean-up The MAI members did not make any comment on the skills clean-up chapter of the information points report. 4 2.4. Approach for the continuous updating of ESCO update The SEC replied to some questions on the modelling of broad occupations such as project manager or welders. The SEC clarified that they followed the approach of not creating a hierarchical relation to a very generic occupation such as project manager. Only when an occupation is in scope of another ESCO occupation, and they both are in the same ISCO unit group, the SEC created a hierarchical relation between them. For example, in the case of the project manager and the construction manager, the relationship will be reflected in the scope note and not as a broader/narrower relationship because they have different ISCO codes ESCO qualification pilot Ms Nuria Moyes presented the ESCO qualification pilot website. The SEC informed the MAI that with the launch of ESCO v1, the Commission foresees to display around 10 National Qualifications Databases (NQDs). We expect that there will be a complete mapping to most of the NQDs by Thematic block 2: recapitulation of the ESCO development process 3.1. Overview of the ESCO development and quality assurance process Mr Martin Le Vrang presented an overview of the ESCO development process from the early phase until the current status. He also summarised the quality assurance process, highlighting the MAI and the Board recommendations and how the SEC took them into account. 4. Thematic block 3: translations Mr Martin Le Vrang shortly introduced the topic of translations. The MAI members showed their concerns on the time constraints for the first round of the consultation with the MSWG. The MAI members suggested foreseeing a backup plan in case translations do not proceed as expected, for example if there is not enough time or if there is not enough cooperation with the national experts. The MAI members pointed out the importance of taking into account in this step of the process the differences between the language communities; this is the case for example for the Dutch and the Flemish linguistic differences. Ms Klaudia Zagórowicz from the Directorate-General for Translations (DGT) advised the MAI members to provide DGT with positive sources (sources that the translators should take into account) and negative sources (sources that the translators should not use). - The SEC will provide the MAI members with an update on the status of the translations in their next MAI meeting in September. 5 - The SEC will inform the MAI members on the clean-up of the English version. The SEC will draft a risk mitigation plan for the translations and will assess the situation at the MAI meeting in September. 5. Thematic block 4: finalising the ESCO classification 5.1. The Secretariat reports on the closure of the OCP phase 2 Ms Cristina Perera presented the report on the second phase of the online consultation (OCP) and summarised the overall results. Some key figures of the OCP phase 2 are: - 48 new active experts occupational profiles ratings comments. In total (taking together phase I and II of the online consultation), the ESCO online consultation resulted in: - 93% of reviewed occupations active experts ratings comments. - The SEC will delete the scope note for the osteopath. - The SEC will share with the MAI the list of concepts still to be quality assured after the online consultation and the gap analysis. The MAI members will try to support the SEC with additional experts to quality assure those un-reviewed occupations. - The SEC will provide the MAI with an overview of the occupational profiles that have not yet been validated by experts to discuss about further actions The Secretariat reports on the technical process and the results of the gap analysis between ESCO, ISCO and the selected national occupational classifications Mr Vito Spinelli and Ms Laura Visan presented the methodology and the results of the gap analysis between ESCO, ISCO and eight national occupational classifications. Some MAI members stated that the mapping table between the French classification and ISCO used in the gap analysis is only used only for the purposes of EURES. Therefore, they suggested that the task should be re-worked with the appropriate mapping. In addition the MAI members suggested that the SEC should foresee the validation of the gap analysis by the custodians of the national classifications. - The SEC will update the final report of the gap analysis, especially to review the information on ROME and the Swedish classification. 6 - The SEC will redo the gap analysis for ROME for the unit groups where there is a difference in the ISCO mapping between the version used and the one that the MAI members will share. - The SEC will share the results of the gap analysis with the owners of the classifications to gather their feedback. - The SEC will identify the occupations developed on the basis of national classifications that do not have skill profiles and will further assess them. If the SEC created new skills for these occupations (they did not already exist in ESCO), these will need validation. The MAI will discuss this topic at the next meeting. - The MAI members will communicate to the SEC any issues they may identify in the classification. 6. Round-table for allowing final observations to take up in the second day The chair invited the MAI members to table any observation they wish to make and/or formulate key messages they wish to carry forward to the next day at the attention of the ESCO Board. The MAI members asked the SEC to provide them with communication tools from the perspective of individual users to explain ESCO in their national context. The MAI members would like to see some communication showcases that would serve to explain ESCO to people that are not involved in the project. The SEC informed the MAI that they finalised the ESCO Communication strategy and are now working on the communication plan. At the same time, they are discussing how to showcase ESCO in the different business cases. They are now listing all the business cases through the pilot projects and some bilateral meetings with the stakeholders. Additionally, the MAI members raised some general remarks touching on the following topics: Some topics regarding the fitness-for-purpose of ESCOv1 will continue to be in the focus: e.g. ISCO codes, finalisation of the gap analysis. Quality assurance will continue to be crucial, including the acceptance of the quality assurance measures by future clients and end user involvement. The MAI would welcome if the Commission could inform them how ESCO will fit into the broader set of instruments that are included in the New Skills Agenda. The MAI would welcome if the Commission could present a communication plan for ESCO. - The SEC will share with the MAI members the complete list of business cases compiled for the communication plan by the end of July.
