18 Expected MP3EI SEA Pre-scoping Outputs Pre-scoping is the initial stage of EC SEA focused on: Obtaining available baseline data and information at the provincial level Understanding of MP3EI planning in the ECs and the links to provincial planning scheme Pre-scoping shall result in An initial description of the key/particularly sensitive baseline features of the ECs Preliminary identification of the potential key environmental and social issues The provision of preliminary feedback on how these issues can be addressed in the MP3EI and/or RPJMN planning #18

19 The Importance of Baseline Data/Information for SEA (1) Without an adequate understanding of baseline conditions it is impossible to carry out a proper and credible SEA! Baseline data collection aims at: identifying sensitive environmental & social receptors Uncovering existing environment & social concerns (incl. associated trends{related to autonomous planning}) Ultimately forms the basis for allowing planners / experts to analyse and avoid environmental and social conflicts through sustainable planning #19

20 The Importance of Baseline Data/Information for SEA (2) Provincial Planning is on-going or in various stages of approval This autonomous planning affects the baseline situation and needs to be considered in SEA analysis #20

21 The Importance of Data/Information for SEA (3) Taken together, various levels of planning can lead to spatial conflict or cumulative impacts which can be avoided in both levels of planning #21

25 Additional Information Needed from the EC s The primary target is all provincial planning within ECs i.e. Spatial Plans (RTRW) and related shape files Long-Term Development Plans (RPJPD) and Medium-Term Development Plan (RPJMD) If any of these plans is currently under preparation, the incomplete information is sufficient for the MP3EI SEA In addition, any available information and data on environmental and social issues (spatial, matrixes, time-series) shall be gathered (review data request table ) #25

29 Overview of Existing National/EC Strategic Issues A preliminary overview of existing National/EC Strategic issues was prepared to: Help determine specific topics, concerns and problems relevant to EC Help identify data and information available as well as further needed Assist in identifying stakeholders to be further involved in SEA procedures Preliminary overview presents the basis for consultations, feedback from the pre-scoping consultations will be taken into account in baseline / scoping stages. See handout #29

34 Usual SEA Steps 1. Baseline analysis - scoping Determination of key issues that should be considered within the SEA process Analysis of key issues i.e. past evolution, current situation and likely future evolution if the plan or programme is not implemented 2. Assessment of effects of the plan or programme on the key issues and development of mitigation measures (including monitoring scheme) 3. Compilation of the SEA Report and its submission for consultations with environmental and health authorities and the public 4. Taking information generated in SEA into due account in decisionmaking and explaining decision in publicly accountable manner #34

35 SEA & Planning Planning analyzes and proposes development interventions SEA examines individual outputs of the planning process and it may propose any necessary amendments Optimally, SEA should be carried out in parallel with planning, when The lead process is the planning process, and SEA fits into the logic and steps of the planning process Thus, both processes can be seen as mutually reinforcing tools within one robust planning system for more sustainable development #35

37 MP3EI SEA Approaches 1. MP3EI SEAs must be carried out via an ex-post assessment (see figure) 2. Baseline data collection to focus on obtaining / integrating GOI spatial data sets 3. Due to inherent link between MP3EI Policy Economic Corridor Plans - Policy SEA to be carried out in 2 steps 4. Given the potential magnitude of stakeholders, actual consultation shall consist of: Selective formal consultation meetings Opportunistic informal consultation #37

38 Link between SEA and EIA SEA is not a mega-eia, it should not duplicate EIAs. It ideally covers strategic issues of concern that cannot be effectively addressed through project-level decision-making SEA should support efficient EIA application by providing guidelines for subsequent EIAs e.g. Identify specific issues to be investigated in detail within EIA Propose optimal location (or no-go areas ) within wider territory Highlight likely cumulative impacts with other projects to be considered within EIA #38

39 Common Myths on SEA (1) Myth 1 SEA requires detailed analyses which may not be appropriate for a given planning document Good practice the level of detailed information and analysis provided in the SEA should correspond to that of the planning document, this should be determined as part of the scoping process and consultations #39

40 Common Myths on SEA (2) Myth 2 SEA poses significant additional costs and prolongs the planning process Good practice SEA needs to be properly linked to the planning process and carried out in an ex-ante manner Cooperation of planning and SEA experts helps to optimize and share the data generated Expert capacities of GOI agencies should be utilized #40

41 Common Myths on SEA (3) Myth 3 SEA will decide on the plan or programme Good practice SEA has not been designed as a decision-making tool SEA shall provides information on likely environmental and health impacts to be caused by the decision SEA conclusions, however, have to be considered in the decision (and further on during the plan or programme implementation) #41

Early (ex ante) dissemination of MP3EI SEA (Policy & EC) recommendations into Medium Term Development Plan (RPJMN) (see figure) input and binding associated Presidential Decree 2. Via Provision of ex ante feedback (see figure) Promotion of future integrated PPP development for Bappenas / KP3EI Provision of suggestions for future M3PEI revisions 3. Provision of recommendations for Greening institutional or legal structures, where MP3EI analyses clearly illustrate weaknesses #43
