2 I. BACKGROUND Between the period of July July 2015, UNDP and BAPPENAS has initiated the adaptation proves of goal 16 of the Sustainable Development Goals into Indonesia context. One of the result is the establishment of a country team that comprises of government including state auxiliary body NGOs and experts on governance sector. The country team is divided into three working groups to ensure efficient and effective implementation of mandated tasks. The three working groups are based on three working themes, as aligned with 5 priorities issues in the RPJMN,: [1] Democracy and Inclusive Society, [2] Human Rights and Access to Justice, [3] Inclusive and Accountable Institutions. As its working structure, the country team has established a chair-and-cochair mechanism. Each working groups is chaired by a director from National Planning Agency (Bappenas, Badan Perencanaan Pembangunan Nasional) as representatives of the government of Indonesia. Representatives of Non-Governmental Organizations (NGOs) are the co-chairs of working groups. Each working group deals individually with technical aspects of the mandated tasks, while strategic directions are discussed in a plenary forum where all three groups meet. The working structure, somehow, resembles the mechanism developed for Indonesian Democracy Index (ID). (Appendix 1 provides detailed information on each working group). At the sub-national level, the country team works in two pilot provinces of Special Region of Aceh and Jogjakarta. Both provinces have adopted the working structure mechanism of national team. Lessons have been learned from the implementation of G16 pilot project in Indonesia. Firstly, stakeholders engagement is crucial to add to the legitimacy of the pilot project. More accountable governments, more information dissemination and better trust building processes between stakeholders and governments, are some of the benefits of a wide stakeholder engagement. Second, government s leadership is essential; thus needs to be continued during the second phase of pilot project implementation. Government s leadership has proven to be effective for the working groups at both national and sub-national levels to undertake their mandated tasks. Considering all the Sustainable Development Goals including G16 are public goods in their nature, it is always reasonable for the public sector to take initiatives to include the goals in development planning. Third, compatibility between G16 and national (sub-national) interests is proven to be strategically important. National (sub-national) interests are reflected in RPJMN and RPJMD, thus any development initiative needs to be incorporated into these planning documents in order to be feasible. This has been taken into account throughout the G16 pilot project implementation in order to help prepare the ground for a better buy-in from government or other stakeholders. As for government, the buy-in can result in incorporating G16 into planning and budgeting as well as into policies. As for the other stakeholders, the buy-in would mean to consider SDGs as a priority in their development initiatives. However, given the differences between planning cycles, until now G16 is only partly in line with the national RPJMN. The fact that only five targets of SDGs are incorporated into RPJMN has encouraged the national government to consider the other G16 indicators that are not captured in the RPJMN. The government has declared its will to set up an administrative mechanism in order to include the other G16 indicators into the next planning and budgeting. In the coming future, this could be applied to the other indicators of SDGs that are not yet in the planning and budgeting documents. As for the piloting G16 phase 2 timeline, we will only be able to prepare draft for regulatory framework with a governance manual to continue discussion on this issue and advocate for greater integration in sub-national level planning for sustainability. Fourth, local actors have played strategic roles in G16 pilot project s successful implementation. Stakeholders in Jogjakarta and Aceh, under the leadership of BAPPEDA, took part in G16

3 implementation. It is clear from the experience that the capacities of local actors to portray their situation and to identify the relevant stakeholders are the keys to a smooth implementation of G16 project. This reaffirms that the achievement of G16 as for all SDGs in the end is mainly in the hands of the local actors. The phase II of G16 pilot project implementation is planned for a four months period from September to December 2015 with a focus on G16 organizational improvement. In this phase, the institutional relation of the project needs to be consummated through three channels replication of organizational structure, extension of stakeholder involvement, establishment of statutory mechanism. Figure 1 visualizes the current organizational structure of G16 at both national and subnational levels. This structure ran well at the previous phase. A set of improvements, however, are still needed to make the structure much more effectively functioned. First, at the national and sub-national level this structure needs to be adjusted to capture the overall SDG 16 targets, knowing that the previous phase gave a special emphasis on the targets related to the country medium-term development plan. The other SDG 16 targets need to be integrated in the second phase of the pilot. As the implication of the expansion of SDG 16 targets, more stakeholders need to be involved in the implementation process. Until now, the working groups members are limited to government, state auxiliary body and CSOs. In the next phase, pilot project plans to include human-rights based state commissions, ombudsman, and other NGOs working on governance, justice, and democracy issues. An eventual involvement of private sector, philanthropic institutions, media, academia and think-tanks can bring more ideas and knowledge to the table. UNDP has initiated the dialogue between Philanthropists and government on greater involvement in the Sustainable Development agenda, therefore this is a good opportunity to expand the TWG by reaching out to the Philanthropists. By the end of this phase, we are hoping to get better clarification on how widespread membership for the TWG 16 should be extended. Second, a set of statutory mechanism needs to be developed in order to determine tasks and targets of each working group, to regulate mechanisms for decision-making and to facilitate the interactions among stakeholders. The statutory mechanism needs to take into account the concerns, interests, obligations, and authorities of each stakeholder. The first phase has identified the task of each sub- TWG in aligning the SDG with their programme and data repository, the second phase will need to capture this and expand it into formal arrangement. Third, a note on wider SDG 16 stakeholders, open government principles transparency, civic participation, and accountability need to be promoted and institutionalized. The G16 pilot needs to demonstrate that open government is the standard practice of SDG. In other words, information openness, open data, even information dispute settlement mechanism, and policies and practices about how information within government is managed are available and accessible publicly. This also implies that new stakeholders including the office of the ministry of information and NGOs working in this issue need to be involved. Knowing the ingredients of open government will be taken into account, depending on the work load intensity, there will be a possibility to establish a new working group on open government issues. Therefore in this phase, the pilot will explore this possibility. Figure 1. II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Scope of Work The IC will look into the current structure of SDG 16 organization and provide recommendation whether it should be expanded or not, by taking into account the other SDG 16 targets and indicators that are not part of the five issues identified as concomitant with the current RPJMN(D) s indicators. Identification and involvement of other relevant actors who are not engaged yet in the previous pilot phase will be recommended to the TWG to expand the coverage of current SDG 16 organization at both national and subnational levels. In consultation with BAPPENAS and other TWG members, the IC will prepare draft regulatory framework as the foundation for the further working groups activities. To get optimum result, the IC will facilitate 2 national technical working group working sessions - to discuss the draft of statutory for the TWG with its governance manual ; and facilitate sub-national consultation in Jogja and Aceh with sub-national SDG 16 working groups - to gain feedback on the draft regulatory framework and governance manual especially on how to work with sub-national level. The governance manual will spell out strategies to involve stakeholders, operational mechanisms of the TWG with clear roles and functions of stakeholders, decision making process, reporting mechanism for members, data sharing mechanism, and if needed when to raise an MOU. The manual should be able to define a comprehensive and clear labor division among the participating stakeholders where open government principles are explicitly established and demonstrated In brief, the scope of works are: 1. Assess the current progress of National and Sub-national level technical working group of G16 SDG. 2. Prepare Draft Governance Manual for the TWG at national and sub-national level. 3. Prepare Draft Regulatory Framework for the TWG at national and sub-national level. 4. Facilitate 2 national TWG working sessions to discuss the draft of statutory for the TWG with its

5 governance manual 5. Facilitate sub-national consultation in Jogja and in Aceh with sub-national SDG 16 working groups. Expected Results/Final Deliverables : 1. The consultant will work in consultation with the chair and co-chair of the TWG. 2. The consultant will also facilitate discussion at national and subnational level, prepare TOR, pointers for discussion and minutes meeting. Duration of the Work 30 Days within 3 Months (1 September to 30 November 2015) Duty Station: Home Based Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis. Academic Qualifications: Master degree in Public Policy or related to social issues. II. Years of experience: At least ten years of relevant work experience in governance related issues, Proven experience in project management and managing a working group.. Extensively experience in working with government, development agencies, and/or International NGOs in health (is desirable).

6 Fluency in English with excellent written communication skills, and strong experience writing reports. III. Competencies: Capable in analytical skills, communications abilities, willing to work in teamwork V. EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodology: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70] * Financial Criteria weight; [30] Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum Point Technical 70 % 70 Criteria A: qualification requirements as per TOR: 1.
