Purpose of Paper To receive the unconfirmed minutes of the Partnership Forum meeting 27 July Items for Noting Item 6 NES Workforce Plan Dorothy Wright introduced the paper to seek comment from the Partnership Forum prior to submission to the Staff Governance Committee on 10 th August. The Partnership Forum noted and were satisfied with the paper and approved its submission to the Staff Governance Committee for ratification. Item 7 Recruitment Shared Services Dorothy Wright presented the paper to ask the Partnership Forum to seek feedback on the proposal set out in the presentation for the future delivery of recruitment services in NHSScotland. The Partnership Forum will to provide Dorothy Wright with any further views and agreed that an updated should be provide at the next Partnership Forum meeting. Item 8 Employee Shared Services Morag McElhinney presented to ask the Partnership Forum to seek feedback regarding tiers of service and the scope of Employee Shared Services. The Partnership Forum noted the presentation and noted that more information will be available following the workshop in August. Item 10 - Recruitment and Pre and Post Employment Policy Post Appendix 2, Supporting NMC Revalidation Dorothy Wright presented the paper to seek approval from the Partnership Forum 1

2 to an amendment of the recently ratified Recruitment and Pre and Post Employment Checks Policy. The Partnership Forum noted and were satisfied with the amendments to the policy and approved its submission to the Staff Governance for ratification. Item 11 Policy Approval Process The Partnership Forum noted and were satisfied with the changes to the policy approval process. Item 12 Staff Governance Monitoring Framework 2016/17 The Partnership Forum noted and were satisfied with the return made to the Scottish Government. Item 13 - Whistle Blowing Update The Partnership Forum noted the documents and were satisfied with the developments regarding whistleblowing in NHSS. 5. Recommendations None. NES Aug 2017 JA 2

3 (Unconfirmed) NES/PF/17/24 NHS Education for Scotland PARTNERSHIP FORUM Minutes of the Seventy-seventh meeting of the Partnership Forum held on Wednesday 27 July 2017 at Westport, Edinburgh. Present: In attendance: Liz Ford, Employee Director (Joint Chair) Dorothy Wright, Director of Workforce David Cunningham, BMA Representative Stewart Irvine, Director of Medicine Jenn Allison, Committee Administrator Morag McElhinney, HR Business Partner 1. Welcomes and Introductions Liz Ford welcomed everyone to the meeting, particularly Morag McElhinney who was attending to present to item 08, Employee Shared Services and Stewart Irvine, who was deputising for Caroline Lamb. 2. Apologies for Absence Apologies were received from Caroline Lamb, Chief Executive (Joint Chair), David Felix, Postgraduate Dental Dean/Management Representative. Jackie Mitchell (RCM), Ros Shaw, RCN Representative, and Linda Walker GMB/Staff side Representative. 3. Partnership Forum Minutes 17 May 2017 (NES/PF/17/13) The minutes of this Partnership Forum meeting were approved as a correct record following minor amendments. Action: JA 4. Partnership Forum Actions 17 May 2017 (NES/PF/17/14) It was noted that all the action points from the previous meeting had been completed or were in hand. 5. Matters Arising from the Minutes Dorothy Wright provided the Partnership Forum with the following updates: Travel and Subsistence Policy: This policy was not ratified by the Staff Governance Committee in April and will be re-submitted to the Staff Governance Committee in August. imatter Experience Measure: It was agreed that this would be an item on the agenda of the next Partnership Forum.

4 GP Trainees: As of 1 st August 2017 the first cohort of GP Trainees, from the Grampian will be employed directly by NES. Morag McElhinney will be working closely with colleagues in Grampian and with the NES BMA representatives to monitor progress. It was agreed that Morag would present the arrangement to the Staff Governance Committee and to a future Partnership Forum. NHS Scotland Workforce statistics: This has been published by the Scottish Government, the detail regarding workforce planning was discussed recently by Radio Scotland. 6. NES Workforce Plan (NES/PF/17/16) Dorothy Wright introduced the paper to seek comment from the Partnership Forum prior to submission to the Staff Governance Committee on 10 th August. The following was noted/discussed: The Workforce Plan is requirement of the Scottish Government and due to be published by 31 st August Most Boards have made minimal changes to previous workforce plans in view of the requirement to publish Regional Workforce Plans by March The Plan is aligned with the NES Strategic Framework and has been updated to reflect the key messages set out in the Health and Social Care Delivery Plan and to acknowledge chapter one of the NHS Scotland Health and Social Care Workforce Plan. The plan makes reference to the role of NES employment of GP Trainees, embedding NES leadership behaviours and values based recruitment. It was noted that staff have previously been referred to as core and trainees, the Executive team have decided that staff should be referred to as education staff, support staff and trainees. Liz Ford noted this was very helpful. The plan also refers to the replacement of the eksf system. It was agreed that a presentation should be given to the Partnership Forum in future on what the Turas appraisal application is going to look like. Discussion took place regarding the Educators and Consultant Grade figures in the establishment table and it was agreed that the figures for fellowship posts should be separated from educators and consultants. The Partnership Forum noted and were satisfied with the paper and approved its submission to the Staff Governance for ratification. 7. Recruitment Shared Services (NES/PF/17/17) Dorothy Wright presented the paper to ask the Partnership Forum to seek feedback on the proposal set out in the presentation for the future delivery of recruitment services in NHSScotalnd. The following was noted/discussed:

5 Under the shared services agenda NHSScotland is committed to transforming the way services, including Human Resources services, are delivered by integrating services and working across NHS Scotland geographical boundaries. The Recruitment Shared Services covers recruitment, employee services and medical trainees. This will require the development of single processes and policies across NHSS, from several regional hubs, with use of a single cloud based system. Liz Ford informed the Partnership Forum that she and Morag McElhinney will be attending a workshop later in August and noted that Unison will provide their view once more information is available. The workstream leads will ensure that there will be full staff engagement on the proposals, once they are fully developed. Liz noted the importance of Equality Impact Assessments and that staff are well informed. Stewart Irvine noted the parallels with the recruitment of GP Trainees, which is managed successfully on a UK wide level. The Partnership Forum will to provide Dorothy Wright with any further views and agreed that an updated should be provide at the next Partnership Forum meeting. 8. Employee Shared Services (NES/PF/17/18) Morag McElhinney presented to ask the Partnership Forum to seek feedback regarding tiers of service and the scope of Employee Shared Services. Further discussions will take place with the Senior Operational Leadership Group and during HR briefings. The following was noted/discussed: The Employee Shared Services workstream will aim to develop an efficient and productive model to improve the quality of employee services across NHSScotland. Scoping work is currently taking place, with an options appraisal scheduled for December 2017 and a Service Delivery Model is required to be submitted to the NHSS Chief Executives by April The Partnership Forum reviewed the proposed scope of the four tier levels; Tier 0 Service Centre, Tier 1 HR Service Centre/Hub, Tier 2 Specialist Services and Tier 3 HR Process Owner, and agreed with the proposal in principle, noting the importance of having a standardised approach. They noted that at the Tier 2 and 3 levels Boards will be required to develop their specific requirements for their workforce profile and noted the importance in being able to clearly identify between shared services and local services. The Partnership Forum noted the presentation and noted that more information will be available following the workshop in August.

6 9. Staff Engagement - Workplace Strategy Partnership Forum agreed there were no outstanding issues to discuss. 10. Recruitment and Pre and Post Employment Policy (NES/PF/17/19) Appendix 2, Supporting NMC Revalidation Dorothy Wright presented the paper to seek approval from the Partnership Forum to an amendment of the recently ratified Recruitment and Pre and Post Employment Checks Policy. The following was noted: The policy was approved by the Partnership Forum on 02 nd March 2017 and it was ratified by the Staff Governance Committee on 27 th April Since then, a letter issued by the Scottish Workforce and Staff Governance Committee (SWAG) on 08 th June 2017, requires amendments to section 8.10, and namely its corresponding Appendix 2 in the policy, regarding the policy of revalidation of nurses and midwifes who have failed to maintain an effective registration status with a statutory regulator, through the NHS Scotland Board Professional Registration Polices. The Partnership Forum noted and were satisfied with the amendments to the policy and approved its submission to the Staff Governance for ratification. 11. Policy Approval Process (NES/PF/17/20) Dorothy Wright presented the paper which outline the revisions to the policy approval process in the light of the implementation of new leadership and management structures in NES, such as the Senior Organisational Leadership Group, and other national developments, such as approaches to the development of PIN policies. The Partnership Forum noted and were satisfied with the changes to the policy approval process. 12. Staff Governance Monitoring Framework 2016/17 (NES/PF/17/21) The Partnership Forum noted and were satisfied with the return made to the Scottish Government. 13. Whistle Blowing Update (NES/PF/17/22) Dorothy Wright asked the Partnership Forum to note the content of the attached documents; an update from Scottish Workforce & Staff Governance (SWAG) meeting and the Scottish Government s 6 month review of the NHSScotland Confidential Alert Line. The following was noted/discussed: The NHS Scotland Confidential Alert Line is to be expanded to become the Whistleblowing Alert and Advise Service for NHS Scotland. The service will offer support from legally trained advisors.

7 It was also reported that NES were in discussions with the BMA to amend our Whistleblowing Policy to include the ability for trainees who were not employed by NES to have the right to raise a claim against NES. This is in line with recent developments with Health Education England under the broader agenda of Improving the Working Lives of Junior Doctors. There is legislation going through the Scottish Parliament and changes to the policy are being developed to reflect this. The Partnership Forum noted the documents and were satisfied with the developments regarding whistleblowing in NHSS. 14. Working Longer in NHS Scotland (NES/PF/17/23) Dorothy Wright asked the Partnership Forum to note the content of the letter and links to resources regarding working longer in NHSScotland. Discussion took place regarding the different challenges for people working longer in physical roles. The Partnership Forum found the suggestions in the letter helpful and noted that the letter will be published on the intranet. 15. Policy Tracker The Partnership Forum noted the policy tracker. 16. Health, Safety, Welfare Committee Minutes There were no up to date minutes for review due to the April meeting being cancelled. 17. Change Management Programme Board Minutes The Partnership Forum noted these minutes. 18. Any Other Business Liz Ford congratulated Unison in the recent abolition of staff fees for work tribunals. 19. Date and time of next meeting The next Partnership Forum meeting will take place on Thursday 19 th October in 2CQ, Glasgow at 11:00 with an all staff meeting taking place at 10:00. July 2017 JA/dw
