5 1'- I-.. ~ There is a theme that runs through virtually all the work of the Offie of Planning: interdisiplinary oordination, failitation and assistane. These words desribe the way in whih we provide our servies and perform our work. Perhaps our most ommon role is to oordinate an interdisiplinary effort, e.g., to pull together piees of work from a number of divisions or units, then synthesize and pakage the material into a oordinated statement or report under the logo of the Department of Natural Resoures. Providing tehnial assistane to lients is also ommon. Often we find ourselves in the role of "epert" in an area where a lient may be less familiar or does not have a partiular kind of tehnial speialist on staff. For eample, a lient might need eonomi analysis assistane for a report. The Offie of Planning has the epertise to assist in developing the basi data, operating omple inputoutput models and interpreting the results. The lient an then take the information and inorporate it into the report. Within the term "failitation" we inlude the onepts of designing, direting and otherwise leading to the aomplishment of a given piee of work. The projets are often omple, usually interdisiplinary, and require the partiipation of several departmental units and therefore need a formal design, a proess for getting the projet ompleted. A good eample of this type of failitation is the department's strategi issues proess whih ulminates in the preparation of the "Diretions" doument. This report overs FY 1988, the period from July 1, 1987 through June 30, We have lustered similar kinds of work into several broad ategories so that we ould briefly desribe how the work is performed, as well as to give eamples of some representative projets. A listing of the various items within eah ategory follows eah work desription. Also inluded is the identifiation of the nature of the work, e.g., oordination, failitation, and/or assistane. However, not all our work involves eah of these funtions, and there an be great variation in the kind and amount of servie we provide on any given projet. We hope you will find the following report interesting and that it will stimulate disussion regarding other appliations to improve the effetiveness of your organization.

6 ITS HISTORY The Offie of Planning has its origins in the federal Land and Water Conservation Program. In the 1960s a national assessment to determine rereation needs was onduted under the auspies of the presidential Outdoor Rereation Review Commission whih reommended that Congress reate a program to provide federal funds for the aquisition and the development of rereation failities. In antiipation of this federal initiative, the Minnesota legislature reated the Minnesota Outdoor Rereation Resoures Commission (MORRC) to oversee the planning and development of publi rereation failities. To beome eligible for the federal funds, the state was required to prepare a Statewide Comprehensive Outdoor Rereation Plan (SCORP). The Department of Natural Resoures was designated and a small unit alled the Bureau of Planning was reated to arry out this responsibility. Over time additional ativities and staff were added to the original group. The MORRC study identified a need to develop a means of proteting signifiant rereational and seni rivers in the state, and a position was added to develop the rules for the Wild and Seni Rivers program. The need for a new land lassifiation effort was identified by a speial study of MORRC. The Offie of Planning beame involved in lassifiation issues. Passage of the National Environmental Poliy At (NEPA) reated a program alling for Environmental Impat Statements (EIS) on a host of federally funded ativities. The Minnesota legislature followed suit with several piees of environmental legislation, inluding reation of the Environmental Quality Board (EQB) and a state level review program. Several environmental planner positions were transferred from the EQB to the Bureau of Planning to staff EQB ativities, and to arry out ertain water planning funtions. The Legislative Commission on Minnesota's Resoures (LCMR), suessor to MORRC, has played a substantial role in the development and diretion of the Offie of Planning. The LCMR has funded a number of diverse planning and researh projets over the years, inluding parks and river planning, SCORP researh and planning, river mile inde, land suitability studies, poliy development and management analysis. A number of these LCMR efforts have beome part of the ongoing ativities of the department by onversion of positions to the General Fund. Some of these positions have remained in Planning, while other ativities that originated in Planning were transferred elsewhere to beome part of the ongoing programs of DNR divisions or bureaus, suh as park planning and the Natural Heritage Program. (The LCMR has been renamed the Minnesota Future Resoures Commission (MFRC). The Offie of Planning ontinues its lose working relationship with MFRC and its staff in terms of strategi planning, projet proposal development, work program/status report oordination ativities and department-wide representation at meetings.) ITS PEOPLE The size of the Offie of Planning typially has hanged from biennium to biennium due to the variation in staffing patterns of the LCMR projets, most of whih are of two to four years duration. The numbers of staff have ranged from a high of about 50 during the peak development of parks and rivers planning, to the urrent level of 23 positions (1 part time) and a small lerial support servies unit... In keeping with the varied nature of the work and servies whih the Offie of Planning is alled upon to provide, we have assembled a staff with a wide variety of eduational bakgrounds and work eperienes. Professional staff hold 23 bahelors degrees in 14 different fields, 11 masters degrees in 9 fields, 2 dotorates with a third nearly ompleted, and a juris dotor. Fields of study are: forestry, geography, biology, eduation, business administration, eonomis, English, history, mathematis, housing design, politial siene, soial psyhology, religious studies and philosophy, publi administration, natural resoure management, outdoor rereation, publi affairs, resoure poliy, eonomis and management, wildlife management, limatology, East Asian studies, and Amerian Indian studies. The U.S. Forest Servie and MnDOT provided early eperiene for seven of our staff. Other federal servie inludes USDA and the U.S. Army (forestry). In addition to MnDOT, state agenies inlude Agriulture, Publi Servie, Human Servies, Governor's Rural Development Counil, State Planning Ageny, the Minnesota Historial Soiety and the Department of Trade and Eonomi Development. Several staff have worked in the field of higher eduation, and others have been with a loal unit of government or in the private setor. Eperiene within the DNR inludes the Bureau of Engineering and the divisions of Waters, Minerals and Forestry. This variety in aademi bakground and work eperiene gives the Offie of Planning the ability to provide a variety of planning and researh servies to assist our lients in addressing ritial, and often times, omple resoure issues.

8 One of the hallmarks of the Offie of Planning sine its ineption has been its interdisiplinary oordination, failitation and assistane. These funtions require several important skills: to understand the subjet matter and the signifiant viewpoints represented by all onerned parties; to set up problem-solving and deision-making mehanisms tailored to the issue at hand; to understand and manage group dynamis so as to failitate disussion and desirable outomes; and to doument the outomes in suh a way that they are easily understood and aepted by the partiipants and interested parties who were not part of the proess. Care must be taken at eah step of a failitation or oordination effort to ensure reasonable and workable solutions to resoure management and administrative problems. The Planning and Environmental Review Team (PERn and its tehnial staff ommittee (PERT Teh) have been an on-going, interdisiplinary DNR forum for resolving onflits. Over the past ten years, it has evolved into the department's highest level body reommending deisions and positions to the ommissioner's offie. The Offie of Planning hairs the Teh ommittee and serves as staff to the hair of PERT. At eah step of the PERT review proess, Planning staff works with the disiplines involved to resolve onflits, asertain the positions of other disiplines, and find a ommon ground upon whih all an agree. Additional failitation efforts involve other ongoing ommittees, task fores or groups in the department whih the Offie of Planning hairs or to whih it provides staff support. An eample is the Rivers Task Fore. It is made up of representatives of the Mississippi River Team, several divisions and regional administration. It is haired by the Offie of Planning. Another is the Outdoor Rereation Coordinating Committee (ORCC), for whih the Offie of Planning provides staff and administrative support. Numerous other assistane and oordination efforts are inluded in this ategory. The Offie of Planning oordinates muh of the department's input into the Loal Water Planning proess. It planned or assisted in the planning of onferenes and workshops, suh as the Midwest Regional LAWCON Workshop and the Metro Resoures Conferene workshops. It assisted in the program development for the Publi Responsiveness Program, the Commissioner's Management Team (CMn Field Review Program and others. All of these efforts require signifiant interdisiplinary oordination and the ability to bring together divergent opinions and input to arrive at a onsensus aeptable to all onerned. r:;zn'"'\i r" ~

10 ~-'~,- -'~~-],,~-~' The Offie of Planning oordinates the department's review of both federal and state environmental douments and prepares omments representing the department's position on the issues under onsideration. More than 230 douments were reviewed during FY Projets reviewed inlude a wide range of private setor proposals suh as shopping enters, housing developments and industrial failities, and publi projets suh as highways, airport improvements and military failities. In addition to oordinating review of douments prepared by other agenies, Planning also prepares some douments in-house. In FY 1988, the offie prepared four Environmental Assessment Worksheets (EAWs) and one Environmental Impat Statement (EIS). The offie also serves as staff to the ommissioner in his role as a member of the Environmental Quality Board (EQB), the interageny board whih oversees the state's environmental review program. The offie also has a representative on the EQB Tehnial Committee, the EQB's staff-level operating body. The Offie of Planning also provides the department's representative to the state's hazardous waste disposal siting effort and the low-level radioative waste disposal siting task fore. All of these environmental review funtions require a unified DNR position be established, neessitating an interdisiplinary effort involving all DNR divisions, bureaus and regions having an interest in the matter being reviewed. Sometimes it is neessary to work out onfliting positions of the different units involved, as well as to oordinate with other loal, state and federal agenies. The review of the proposed Lima Mountain radio tower is a good eample of the environmental review proess at work. The site, on state land, about 16 miles north of Grand Marais, is within two miles of the Boundary Waters Canoe Area Wilderness (BWCAW). The tower, over 600 feet high, would have stood 1000 feet above the average elevation of the surrounding area, and would have been visible from several points within the BWCAW, various lakes and rereation areas outside the BWCAW, and the Gunflint Trail. Through the environmental review proess, it beame evident that the visual and aestheti impats were unaeptable, and the department denied the lease request. Other sites whih would have fewer impats are now being evaluated by the proposer.,,,

12 Biennially, the department must submit to the legislature a budget proposing ations and the orresponding finaning needed to manage the state's natural resoures. For the last three bienniums, inluding FY 1988, the Offie of Planning has designed and implemented a department-wide strategi planning effort to oordinate the identifiation of issues, and determine the ations and level of funding the department will need for the oming two years to adequately manage the state's natural resoures. During FY 1988, 60 issues were identified (many based on divisional resoure management plans), reviewed and prioritized by DNR's senior managers. Based on the priorities identified, an interdisiplinary group met on eah of the issues to identify ations and organizational resoures (staff, funding) needed to work on the issues. This is a si month proess and requires oordination among all divisions, bureaus and regions, speial programs, and the Commissioner's Management Team, as well as hundreds of DNR employees. The offie also worked losely with the Finanial Management Bureau on the budget priorities. Produts of the proess were several: A volume of issues faing the department, a volume of possible ations to address them, priorities for general funding and for LC:MR, DNR rereation issues to be used in the State Comprehensive Outdoor Rereation Plan (SCORP) in 1989, and Diretions 2, published in January The proess will begin again in mid The Offie of Planning provides a liaison to the Legislative Commission on Minnesota's Resoures (LCMR) to assist in the identifiation of natural resoure issues, utilizing the department's strategi planning proess. The offie also provides in-house tehnial assistane and oordination in the development of projet proposals and provides for on-going projet administration whih inludes development of work programs and status reports. 13 ~- i The management analysis servies of the Offie of Planning fall into two broad ategories: analytial servies and organizational development servies. Analytial servies fous primarily on eisting organizational poliies, proedures and strutures. This inludes suh things as studies of organizational struture and staffing, workload analyses or work measurement, proedures analysis and program monitoring and evaluation. During FY 1988, a major analytial projet was an 11-month study of the DNR's land aquisition proess. The study involved working with a steering ommittee of Commissioner's Management Team, regional administration, and Real Estate Management Bureau managers; interviews with Real Estate Management Bureau staff, DNR real estate speialists, and divisional aquisition oordinators; and surveys of 51 fee appraisers and 85 DNR field people involved in land aquisition. The report ontained about sity reommendations whih are now being implemented. Organizational development is a relatively new undertaking within the DNR. It an be defined as a long-range effort to introdue planned hange. It usually involves the entire organization or a oherent part of the organizational system. It has as its goal inreasing organizational effetiveness and enhaning organizational hoie and self-renewal. Typial projets inlude program and proess design, meeting design and failitation, hanges in management efforts, and team building sessions. During FY 1988, many organizational development efforts were linked to other projets. A distint effort in this area, however, was the design and failitation of three senior managers meetings. One meeting foused on publi responsiveness while the others were designed as information and deision-making meetings during the strategi planning proess. Another signifiant effort was the reation of operating methods and proedures for the staffmanager model of the Outdoor Rereation Coordinating Committee, newly reonstituted in FY A program review proess was also designed for the Commissioner's Management Team to use with regional administrators in reviewing field operations. 14 The Offie of Planning's role in onduting surveys and studies ranges from limited involvement (helping to determine the sope of a projet and evaluating onsultants) to assisting in the projet (developing data olletion instruments and analyzing data) to omplete responsibility for administering the projet. The offie provides as muh assistane as our lients request The survey of the general population's image of state parks is a good eample of what is involved in onduting a major survey projet Initial meetings with the Division of Parks and Rereation were required to define the researh problem, determine the sope of the projet, and develop the researh design and tehniques. Using this information, the offie developed a survey instrument for Parks' review and modifiation. The offie then administered the survey. This inluded: final survey design, printing the surveys and envelopes, obtaining a mailing list for a random sample of Minnesota residents, hiring student workers and oordinating volunteer workers, and preparing and mailing the forms. Follow-up mailings were required to inrease the response rate. Programs and databases were reated to reord infonnation on mailings and responses, and to ollet and validate data. The offie also supervised data entry. In addition, the offie onduted a non-response bias hek by telephoning a sample of those who did not return their survey. This involved developing additional survey instruments, omputer programs, and databases, hiring additional student workers, and evening and weekend telephone survey administration. Data analysis, interpretation of results, and preparation of reports are ourring now. From start to finish, the Parks' projet will take about two years.

16 The Offie of Planning prepares a variety of multidimensional reports and analyses. The offie's involvement in many broad-based surveys and studies allows it to ombine and use data from several different, and often unrelated, projets to provide analyses on new problems. An eample of a new use for eisting data is the Offie of Planning's involvement with Waters in the LCMR-funded Lake Carrying Capaity Projet. Waters was interested in the effet the amount of rereational use a lake reeives has on user satisfation and safety. By using data from three prior studies on water surfae use done for Trails & Waterways and the Bureau of Information & Eduation, the offie was able to prepare a report for Waters on boating patterns and boater attitudes in three lakes regions. An offshoot of the Waters projet was the development of a omputer model to simulate the impat of riparian development on water surfae use. This model is now used by Trails & Waterways (the funding soure of the original data) in developing materials for their informational meetings on publi aess siting. 17 A large ageny suh as the DNR needs fonnal guidelines to diret its operations. The Offie of Planning is often involved with the development, review and revision of poliies, rules and legislation. Skills required inlude an etensive knowledge of both the subjet matter involved and the adoption proess, as well as problem solving and oordination skills similar to those required for the failitation and oordination servies disussed earlier. Internal poliies and proedures outline how DNR will manage its internal working relationships. In the development of poliies and proedures, there may be a great deal of guidane available from eternal soures, as was the ase in the development of the Smoking Operational Order during FY 1988; or there may be a lot of authority given from eternal soures, as was the ase in the Lake Management Poliy, but in either ase a great deal of internal onsensusbuilding needs to our before the guidelines are finalized. Sometimes the Offie of Planning gets involved as lead or in an assisting role in the rules adoption or revision proesses within DNR, espeially to handle sensitive, interdisiplinary rules. For eample, during FY 1988 the offie had lead responsibility in the revision of the Lower St Croi land use rules. Beause of the omple nature of these rules, substantial oordination was required for the divisions involved, the Attorney General's offie, and others. Lastly, the Offie of Planning is involved with oordination and development of speial state and federal legislative proposals. For eample, in FY 1988 the offie assisted in the oordination of review of the Mississippi River National Rereation Area bill and assisted in developing information important in promoting the Environment and Natural Resoures Trust Fund. 18 The Offie of Planning provides a variety of omputer servies suh as programming assistane, graphis, mapping, and system design. A major soure of servies and produts is the Rereation Faility (RECFAC) Data Base. RECFAC is intended to be a single soure of information for all types of rereational failities in Minnesota, for as many ativities as possible. RECFAC urrently ontains data on approimately 14,000 rereation sites. The prodution of the winter guides to snowmobile and ross ountry ski trails eemplifies the workings of a RECFAC projet. A projet planning team onsisting of members from Trails & Waterways, Information & Eduation, the Offie of Planning, and the Offie of Tourism met to determine brohure ontent and to design the layout. RECFAC had to be modified to hold the new data; a survey had to be designed, produed, and administered to ollet the data; and finally the data had to be entered. One all the data was entered, omputer programs were reated to generate a amera-ready opy of the brohure for the printer. The Offie of Planning manages RECFAC and writes ustom programs to retrieve and display data. Data are maintained as muh as possible through ooperative efforts with other agenies. ~~,

20 Sine the beginning of the Land and Water Conservation Fund program, the Offie of Planning has administered the grants for state rereation failities. More reently the legislature has direted the DNR to administer grants for the onstrution of non-dnr environmental failities and other similar projets. The money is transmitted in aordane with the terms of a ontrat between the state and a loal unit of government. As projet developers are new to the myriad of state and federal requirements regarding use of ta eempt bonding monies, and beause no two projets are alike, eah ontrat is reated to address speial loal fund raising and projet management needs. The onstrution of the Environmental Learning Center is an eample of a large sale projet whih was developed in phases to best aommodate the proposer's needs. 21 The Offie of Planning has taken a lead role in the department in applying the tehniques of Alternative Dispute Resolution (ADR) to onflits over management and regulatory ativities. ADR appliations have most often taken the form of mediated negotiations and negotiated rulemaking. In mediated negotiations the disputing parties are brought together by a neutral mediator who helps them to work out a solution to their onflit. This approah was used previously to resolve the dispute regarding the aerial appliation of herbiides for forest management purposes. In negotiated rulemaking, the parties who have a stake in the outome of a new set of rules meet together, often with a neutral failitator, to negotiate the ontent of the rules. During FY 1988, the Offie of Planning provided failitators for a series of negotiation sessions with the Division of Waters and twenty interest groups regarding the revision of the state shoreland development rules. Other negotiation efforts during the year inluded the elk management dispute in northwestern Minnesota, the 1854 Indian Treaty dispute, and the trophy angling/spear fishing dispute. The Offie of Planning intends to epand this servie to engage in omprehensive onflit management support to the divisions and bureaus. A projet reently approved by the Minnesota Future Resoures Commission (formerly LCMR) will aid in this effort. Future efforts will inlude onflit assessment, negotiation training and support and prourement of mediator servies when needed. ADR servies have proven to be a signifiant tool to aid department staff in fulfilling their resoure management objetives.
