1 Job Profile Senior Adviser (N1) Head of Programme Democratic Governance Facility Kampala, Uganda Reference number: DK /UGA.02-W 1. Preliminary 1.1. Short background: The Democratic Governance Facility (DGF) is seeking a dynamic manager and leader for the position as Head of Programme to take the Facility through to the next phase of programme implementation. The main responsibilities of the Head of Programme will be to a) ensure a proper closure of the operational and financial implementation of the 140 million allocated to the facility, b) prepare the transition of the facility into the envisioned next phase of the DGF, and c) be the daily manager of the 35 staff members working in the Project Management Unit. The DGF programme will end in December A new five-year phase is envisioned to commence 1 January 2018 pending final budget approval Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish embassy in Kampala following consultation with the other development partners in Uganda contributing to the DGF. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of ambassadors representing the development partners of the facility and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Programme 2.1. The programme in short: In 2011 eight development partners 1 set up the Democratic Governance Facility (DGF) to support state and non-state partners to strengthen democracy, protect human rights, increase access to justice and enhance accountability in Uganda. The Facility does not implement programmes directly, but supports more than 80 national, regional and districtbased partners working to strengthen democratic governance. In addition to strategic partnerships with key state institutions, DGF mainly funds NGOs, as other donor programmes provide support to Government institutions working on democratic governance. Currently, DGF focuses on the following three components: i) Deepening Democracy, which provides support to civil education, information and public debate; youth and women leadership development; interparty political dialogue 1 Austria, Denmark, Ireland, Netherlands, Norway, Sweden, United Kingdom and the European Union. 1

2 and strengthening of political parties as well as improving the integrity of the electoral process. ii) Rights, Justice and Peace, which provides support for promoting and protecting of human rights; increasing access to justice; transitional justice processes and conflict prevention. iii) Voice and Accountability, which provides support for anti-corruption; governance and transparency in the oil sector; and improving accountability in service delivery. The DGF development partners are in the process of finalising the Programme Document for DGF II, which pending final budget approval, is planned to start in January The second phase builds upon the strength of the first phase, whilst designed to re-fresh its approach and engagement with the Government of Uganda to demonstrate the value of a governance programme which connects to national priorities and commitments of the Government. DGF II will represent a shift in approach in that it will ensure an ongoing political economy analysis, which will inform the DGF decision-making. It will take an adaptive programming approach based on a set of principles around identifying and solving national and local problems, being prepared to do things differently and be politically smart, ensure regular learning, including on youth and gender issues, and engage a broad set of actors around key governance issues identified. The Facility operates under the authority of its eight development partners. Legally, the Facility is bound by Danida guidelines. 3. The Position 3.1. Title: Senior Adviser (N1) Head of Programme (HoP) 3.2. Place of service: Governance Facility Programme Management Unit (PMU) in Kampala Terms of Employment: Expected contract period: August 2017 July 2019, however the period January 1, 2018 June 2019 pending final approval of a second phase of the DGF to commence 1 January 2018 (under which job profile is to be adjusted to reflect possible changes in organisational structure). Attractive remuneration package reflecting family status. Contribution to a pension scheme, health insurance and reimbursement of school fees. The Embassy will not supply housing. The adviser must herself/himself rent a house or flat, and then be given house rent allowance through the salary Special conditions of the function: The Head of Programme reports to the Steering Committee (SC) and ultimately to the Board of the DGF. The SC consists of governance experts representing the development partners, and the Board of the Ambassadors of the eight development partners. The Project Management Unit of the DGF is located in premises close to the Danish Embassy. Further, the Head of Programme liaises closely with the Danish Embassy in Kampala, in its capacity as legal entity Area of responsibility/tasks: The Head of Programme (HoP) will lead the Programme Management Unit (PMU) responsible for the overall programme and financial management. The HoP will furthermore be responsible for a successful transition into DGF II. 2

3 The PMU consists of a total of 35 staff. Three international component managers and an international financial and administration manager report directly to the HoP. The remaining DGF programme, finance and administration staffs are indirect reports. The current organisation of the PMU is illustrated in the below organogram. DGF Organogram Responsibilities More specifically the responsibilities of the HoP will consist of the following: Programme leadership Under the strategic guidance of the Board and the SC, lead the PMU in developing transition and implementation strategies to achieve DGF objectives. Maintain an in-depth knowledge of the overall governance context in Uganda. Enhance synergies between the different programme components. Ensure proper closure/transition of existing partnership, including communication of DGF results. Ensure the development of cooperative relationships among DGF partners, as well as between DGF and its partner organisations. Represent DGF at a technical level with relevant state and non-state stakeholders. Ensure due attention to cross-cutting programme priorities, in particular gender and youth. Programme management Oversee the management of the entire DGF programme portfolio, in line with approved procedures. 3

4 Act as secretary to the SC and Board. Lead the implementation of SC and Board decisions within the PMU. Lead the programmatic and organisational transition to from DGF I+ to DGF II, including plan for and oversee the process of identifying, selecting, contracting and supporting partners, as per the DGF II Programme Document (to be approved later this year). Effectively report on DGF s progress, lessons learned and challenges to the SC and the Board. Ensure rigorous financial budgeting, management, monitoring and reporting. Manage the assessment, documentation and communication of programme level results. Undertake risk management, including through the reporting of suspected misuse of funds to Steering Committee and Danida. Oversee the implementation of cross cutting interventions (gender, youth, capacity building). Management of the PMU Provide leadership and strategic direction and effective management of the Project Management Unit (PMU) staff. Responsible for the management of three component managers and the financial and administration manager (direct reports), and of the entire DGF programme, finance and administration staff (indirect reports) with a total of 35 staff members. Responsible for recruiting PMU staff for DGF II, in consultation with the appropriate line managers. Ensure a productive and cooperative working environment across the PMU. Ensure that effective human resource policies and practices, including performance appraisal and staff development, are implemented. Ensure a productive and cooperative working relationship with the Chair and the legal entity. 4. Demand Profile/Qualifications Requirements and expectations concerning the personal qualifications of the candidates: Exceptional leadership skills. Excellent Human Resources management skills with the ability to lead, manage and motivate a large and complex team. Excellent judgement, decision-making and negotiation skills. Exceptional interpersonal skills. Ability to effectively delegate. Strong conceptual and analytical skills particularly in the area of governance. Excellent communication and facilitation skills and ability to work in close cooperation with government entities and CSOs as well as with the DGF donors. Ability to interact at senior political, policy and technical levels. Key competences Requirements and expectations concerning the candidates formal qualifications: Relevant advanced university degree. Extensive senior management experience (+15 years) Excellent track record in financial and programme management and delivery of largescale governance programmes. Extensive knowledge of democratic governance and human rights. Experience of working in a multi-disciplinary, multi-cultural environment. 4

5 Experience working with government entities and civil society in a developing country context. Experience with monitoring, evaluation and knowledge management. Excellent communication and writing skills in English. Experience with adaptive programming and management, e.g. Problem Driven Iterative Adaption (PDIA) approaches (desirable). Knowledge of current political developments in Uganda (desirable). Experience from multi donor and/or multilateral programmes (desirable).
