1 Joint Warfare Centre JWC VACANCY NOTICE Job Title: Staff Assistant (Logistics) NATO Body: Joint Warfare Centre (JWC) Primary Location: Stavanger, Norway Schedule: Full-Time Salary (Pay Basis): 42,812NOK Monthly Grade: B-4 Clearance Level: NATO Secret (NS) Application Deadline: 12 AUG 2018 Description The Joint Warfare Centre is looking for a Staff Assistant to provide logistics support, to include requisitioning, receiving, inspecting for quantity and quality, accounting for and issuing of NATO funded supplies and equipment. The successful candidate will have excellent organisational skills and relevant experience with Supply, Logistics or Supply Chain Management. He/She must be able to work independently and with a positive can do attitude to deliver results and to meet set expectations. Summary JWC plans, conducts, and executes operational training, supports doctrine development, and coordinates integration of experimentation and capability development focused at the operational level for NATO. Base Support Section is responsible for the implementation of Host Nation support policy and standards issued by NATO and the garrison support arrangements, between ACT and the Host Nation in all matters of facility- and real estate management. Supply Section is responsible for providing logistics and fund management for all JWC supply and Northern European Command and Control Information System Support Centre (NEC CCIS SSC) supply, communication and information systems.

2 The incumbent functions as senior supply specialist providing technical guidance in all aspects of supply and asset management functions. In addition, this post provides logistics advice and support to NCIA CSU Stavanger. REPORTS TO Section Head (Supply), TWC SSS PRINCIPAL DUTIES The incumbent's duties are: Ensure correct receipt, storage, issue, cataloguing, ordering and stock control of the JWC inventory and the proper management of the property accounting program including accounting for all JWC and NEC CCIS assets. Establish and supervise custodial accounts for JWC and NEC CCIS assets and provide direction and guidance to all account holders. Determine adequacy of allowances and ensure the proper utilisation of assets. Prepare Reports of Survey including Technical Evaluation reports for processing. Coordinate the transfer of obsolete and unserviceable assets to disposal authorities. Investigate and correct inventory discrepancies and coordinate all resultant actions with unit supply representatives and Head Supply Section. Initiate periodic inspections and conduct inventory checks to ensure compliance with policies, procedures and directives. Provide training on the NATO DEPOT & Support System (NDSS) including the Property Accounting Module (PAM) as required. Ensure that inventories are maintained at appropriate levels and assists in analysing the demand for supplies and forecast requirements. Initiate furniture replacement programs, liaising with Suppliers to provide solutions. Maintain property accounting and accounting number files. Issue balance listings according to schedule. Perform system administration tasks for the NDSS. Interrogate the NDSS and PAM systems to provide detailed reports and management information, including analysis to ensure system accuracy and validity. Act as Base Support Branch alternate Computer Information Systems (CIS) Point of Contact and Terminal Area Security Officer for NATO CIS systems at the Supply Section s premises. Administrate and maintain Supply Section content in JWC s information portals. Assist in the preparation and submission of supply budget at annual and midyear reviews. Support exercises and third party events as directed by Head Supply Section. Stand in for Head Supply Section when required.

3 SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract a. Flexibility Clause: In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). b. Annual TDY Requirement: The incumbent may be required to undertake Temporary Duty (TDY) and/or travel within and outside NATO s boundaries for up to 15 days per year. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as: No Risk. QUALIFICATIONS A. ESSENTIAL QUALIFICATIONS 1. Professional/Experience At least 2 years of experience in using an Enterprise Resource Planning System. 2. Education/Training Higher Secondary education and intermediate vocational training in procurement, accounting, supply, contract management, inventory management or related discipline which might lead to a formal qualification with 2 years experience or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. 3. Language English Advanced/Upper Intermediate, SLP 3322 (Listening, Speaking, Reading, and Writing). NOTE: Please note that although NATO has two official languages (English and French), work at the JWC is conducted mainly in the English language.

4 B. DESIRABLE QUALIFICATIONS 1. Professional/Experience Knowledge of National and NATO supply and property accounting systems, policies and procedures. Previous service in another NATO body. Experience in software programs such as MS Office and SharePoint 2. Education/Training Higher secondary education within Logistic or Finance specialising in accounting. Logistic or Financial specialist training within accounting. C. CIVILIAN POSTS 1. Personal Attributes/Competencies Must be able to apply sound judgment within all areas of Property Accounting matters. Must be able to respond effectively on all Supply matters when Section Head is unavailable. Must be able to address and respond to policy issues with other command when required. Possess excellent customer service skills, applying adaptability, tact, diplomacy and discipline where necessary. 2. Professional Contacts Contact with external Suppliers of the Headquarter on service and supply matters. Contact with NATO Support and Procurement Agency (NSPA) on NDSS and PAM related matters. Contact with Higher HQ (SACT) on Accounting policy matters and advisory role for JFTC on Asset Management matters.. 3. Contributions to Objectives Directly impacts the availability and functionality of NDSS/PAM at JWC. The professionalism of the incumbent has a substantial impact upon the performance of the supply services provided to JWC, NCIA and personnel from other agencies on-site and NEC CCIS SSC at Kolsaas 4. Managerial Responsibilities Manages on a day-to-day basis the operation and administration of the NDSS Property Accounting System. Provides international Property accounting management advice to Director, managers and the staff.

5 On behalf of Section Head (Supply), provides some decisions on property accounting issues in accordance with delegated authority. Manages property accounting systems and NDSS database systems to ensure appropriate availability, validity and access. Dependent on requirements may be required to direct and supervise the work priorities of an ad-hoc or permanent team within the functional area. There are no reporting responsibilities. 5. Work Environment The work is normally performed in a typical Office environment. Contract: The successful applicant will be offered a three year definite duration employment contract after which a further contract may be offered.
